From research from PROV, maker could be Arthur Apps, a Victorian Railways employee (Head Office liftman), who was making those lamps to sell for his "favourite" charity, the Children's Hospital where he was a Life Governor. (Victorian Railways newsletter April 1948, p 11)

Lighthouse shaped lamp with art deco lamp shade. Base is mallee wood, lighthouse is kauri wood.
