As the Port of Portland understands it (see letter), Mr John Francis arranged for this photograph enlargement (unframed), from Council funds, and it was loaned to the Port of Portland Authority Marine Social Club. The Marine Development arranged to have the photograph framed. For further detail talk to John Francis about photograph and the NWST Tug Crews (contact either Mr Bill Fellows or Ken Whistler) with regard to any notation they may wish for with respect to the photo and the frame.
