This grader was registered AXV-382 but it appears that it participated in the parade before it was regsitered or the regsitration plates were attached. Victorian registration plate (green letters on white background) of the form AAA-000 to FZZ-999 and RAA-000 to RBZ-999 ran from 1977 to 1994. This would suggest the photo was dated circa 1978

The van behind the grader appears to be a 1976 Toyota HiAce (H10) the last of the first generation
