Viewed from the eastern side of Main Road.
There is a large gathering of people at the southern end of the Shire of Eltham office driveway. The people appear to be looking towards the southwest towards the trestle bridge across the Eltham Common. The large Libraries banner suggests that they may being informed about the future site of the proposed new Eltham library which commenced construction in 1993 and was opened May 1994
