The subject is wearing a blue robe with yellow trim on front panels and at edges. The subject is wearing a medal in the shape of a nine-pointed star from a blue ribbon around his neck. The subject has receding grey hair and is looking at the artist, with his body facing forward and his left leg crossed over his right. The subject has his hands folded in his lap. The arms of a chair are visible beneath both of his arms. The subject is depicted sitting in front of a yellow and black background. Signature painted at top right corner of portrait reads 'HANNAFORD/ 90'. Brass plaque attached to back of frame is engraved with the text 'DR. J. A. O'LOUGHLIN/PRESIDENT/Oct 1986 - Sept 1989''.
