authorized for issue to honourably discharged armed forces members of the armed forces of the British empire. It was granted to those who had served since 4 August 1914 and who had been retired or discharged on account of age, wounds or sickness that rendered them permanently unfit for further service. First issued in September 1916, it was intended to be worn on civilian clothes only.

Significance

Partly a response to the 'White Feather' campaign to protect those who had served being labeeled as cowards, indicates goernments concern to protect those who had served and been honourably discharged
