Historical information
The original purpose of seals was to authenticate a document, or to prevent interference with a package or envelope by applying a seal which had to be broken to open the container. These seals were used by C. T. Alexander who moved his family to Belgrave looking for a healthier environment for his family in 1911 He to become a prominent developer and a councilor. He owned a property in Emerald.
Significance
These legal seals belonged to CT Alexander who had who was influential as a councillor and developer in Belgrave and the wider Dandenongs area.

Small box of small, round, red seals for legal purposes. Chad Valley Series.
