A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art., and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) Clifton Banks is the name given to a bank on the Hopkins River Estuary, about one kilometre upstream from Proudfoots Boathouse. It is at the foot of the property, Clifton, which dates from 1850s. There are several works of art and photographs of Clifton Banks dating from the late 19th and early 20th centuries. Mary Norman (later known as Mary Norman=Bail) came to Warrnambool in 1901, residing with Canon and Mrs McGeorge. She studied art with Samuel Pearce Fuller and later taught art at Fuller's studio and at a local private school. She produced several seascapes and landscapes while she was in Warrnambool, leaving the town in 1905. She devoted the rest of her life to art as an artist and teacher. In 1922 she married Jess Bail. This art work of Clifton Banks won first prize at the 1902 Annual Ararat Art competitions. It was reported at the time that the work was not a copy but had been drawn from nature. The Warrnambool and District Historical Society has five of Mary Norman-Bail's art work.This is a most significant item as it is one of Mary Norman's art works and she was known in the early 20th century as a competent artist and a member of the Victorian Artists' Society. This art work also has historical significance as one of a number of Clifton Banks representations still surviving. Mary Norman also had an impact on the cultural life of Warrnambool during her short stay in the town. She also returned to teach in the town several times for short periods during the summer vacation times.This is a water colour mounted on art board and with a gilt framed and three outer layers of wooden gilded ornamental frames. The sides of the frames are broken in places and the guided material is somewhat discoloured. There are Les O'Callaghan handwritten notes and some typed material on the back giving information on Mary Norman and the art work. This book gives details on the lives of the artists Rex Battarbee and Albert Namatjira. It is written by Martin Edmonds. The book explores the relationship between the two artists and the effect on each other of artistic philosophies and techniques, described as each being ‘a catalyst and a primer for the other, each shimmering alongside the other’. This book is of considerable interest as Rex Battarbee was born and reared in Warrnambool and his older sister Florinda was his first art teacher and an important influence in his artistic development. She was also a talented artist and a well-known art teacher in Warrnambool and many of her works survive. The Warrnambool Art Gallery holds works by both Rex and Florinda Battarbee, with the works of the latter belonging to the Warrnambool and District Historical Society. The Battarbee family members were prominent in Warrnambool business and artistic circles at the end of the 19th century and the beginning of the 20th century. Rex’s father was a shopkeeper and had a bacon and ham curing business and the family lived in East Warrnambool at ‘Skiddaw’. This is a soft cover book of 342 pages. These books celebrate the 130th anniversary of the establishment of the Warrnambool Art Gallery. This Gallery is owned and operated by the Warrnambool City Council as a memorial to Sir David Fletcher Jones who was nationally known and a leading citizen in Warrnambool for many years as a businessman (Fletcher Jones and Staff) and as a philanthropist. The Warrnambool Art Gallery was founded in 1886 and is the third oldest institutional collection in Victoria and the fifth oldest in Australia. This book is of considerable interest as it reproduces many works of art from the Warrnambool Art Gallery, a highly significant collecting institute in Warrnambool. These are two copies of the book containing 130 reproductions of works of art (both in colour and in black and white) held at the Warrnambool Art Gallery. It is a soft cover book of 128 pages edited by Vanessa Gerrans. She graduated from Melbourne University and Melbourne Teachers’ College and has taught in England, India and Australia (including Warrnambool High School). She has published 22 books with a number of these written jointly with her late husband, Allan. These folders contain the historical notes written by Bruce Morris in regard to the life story and achievements of George Lance. These notes were used by Bruce Morris to write a great number of historical articles on George Lance and these were mostly published in the Warrnambool Standard. Bruce Morris (1903-1986) was the editor of the Warrnambool Standard from 1946 to 1968. During that time he was prominent in community activities in Warrnambool and was well-known for the great number of historical articles he published in his paper, making him one of Warrnambool’s most important historians. George Lance, the subject of the notes in these folders, was Bruce Morris’ grandfather. George Lance (1933-1901) was a plumber particularly associated with the development and use of gas power in Warrnambool and the inventor of the Eureka Pump and the Lance Patent Cess Pan. He was also a writer of historical articles, a musician with the Warrnambool Artillery Band and an important artist in the town, with some of his works of art in the Warrnambool Art Gallery today. He is regarded as the person most responsible for the establishment of the Warrnambool Art Gallery in the 1880s. Bruce Morris’ notes include material on George Lance’s involvement with the Warrnambool Bowls Club, the School of Arts, the Mechanics’ Institute, the Baptist Church and the Manchester Unity Independent Order of Oddfellows.These folders are of considerable importance as they contain the historical notes of Bruce Morris regarding his grandfather, George Lance. On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! Series consists of one folder of photographs relating to Art in Public Places awards. The folder is divided into two parts: I) Presentation and Installation - 1992 Award. Colour prints featuring Shire President Pamela Sladden opening "The Tower" at Weir St Park, Montmorency. Also pictured are Shire Arts officers Caroline Shaw and Chris Marks. Folder includes: * B& W and colour photographs taken on the night of the award presentation. * Four colour photographs of Weir St Park prior to installation of tower. * Colour photographs of two alternative sites for installation of tower. 2) Selection of 18 colour photographs taken at Selection Night for the 1994 Art in Public Places award. This event took place in the new Eltham Library. Also included arc panels of32 photographs (colour and B&W) of Alistair Knox Park and the immediate area around the new Eltham Library - photocopies of these pictures were provided to artists to give them a feel for the area.
