On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. The Kiewa Valley Primary schools held an Athletic Carnival each year. Eight schools were involved.The Sports Meeting was an opportunity for children from eight primary schools to get together, socialise and compete in seven events.This was important as most of the schools were small country schools with children mostly from farms. Combined school athletic sports were held annually. This one was between 11 teams: Mt. Beauty Black, Tawonga Purple, Mt Beauty Gold, Dederang, Mt Beauty Blue, Tawonga South, Mt Beauty Green, Bogong, Kancoona and Kergunyah South. Events included High Jump, Long Jump for Boys and Girls and Triple Jump for Boys. Also, Potato Race, Zig Zag team of 6, and Bounce Ball. Flat Races boys and girls. Schools divided the children / students into houses for internal sports competition. The students' team and their participation was rewarded by acknowledgment on a shield or trophy.This trophy was for Mt Beauty Primary School sports during the 1950s and 1960s. It was sponsored by the Mt Beauty School Mothers' Club indicating that the parents supported the sports. During this time, the 1950s and 1960s Mothers' Clubs existed and supported the schools. Later they became Parents Clubs and later still struggled to exist at all as both parents went to work.Wooden shield with banner (silver plated) across the top. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Ringwood Mail newspaper article clipped from pages 9 and 14, 23 December, 1958.Norwood's First Speech Night FOR its first Annual Speech Night Norwood High School put on a remarkably smooth and entertaining performance. It even broke new ground for these occasions by staging a junior Mannequin Parade. In the appreciative audience were the Mayor and Mayoress of Ringwood (Cr. and Mrs. R. 0. Spencer), Cr.and Mrs. Peter Vergers, Cr.and Mrs. Doug Baxter, Cr.and Mrs. Ben Hubbard, and Mr. George Ormandy (Head Master of Ringwood High School) and Mrs. Ormandy. After the singing of the Norwood High School Song,'Fidelis', the Mayor, as Chairman, gave high praise to the school for its 'mighty effort on its first Speech Night.' It was an historic night, he said, an event which would live in the minds of the boys and girls of the school for as long as they lived. Education was a live issue today, the Mayor said, and it was as well to reflect on what the teaching staff of a school was asked to do. They were asked to teach the children how to play their part in life, to make decent men and women of them. And if the children were a future disappointment to their parents the Head Master and the staff could not be blamed. On behalf of the Council and citizens of Ringwood, the Mayor offered congratulations and good wishes for a happy Christmas. In his report the Head Master (Mr. J. A. Gibson, B.A.) said the school colours of purple and gold had been appropriately chosen because of the golden wattle and purple sarsaparilla which rioted through the district. The badge design was a transition of Nowood to Northward, a symbolic representation of the magnetic compass which formed the central motif of the badge. The fact that the compass is used by travellers as a reliable guide gave the school the motto 'Fidelis' which combined the ideas of faithfulness trustworthiness and dependability. The word was easy to remember and to say, and its meaning set a worthy ideal which the boys and girls of the school could strive to attain. For House names native words had been chosen and they were associated with features of the district. The names Kalinda, Maroondah, Mullum and Yarra had already acquired a special significance for everyone associated -with the school. School traditions were also being established, the report went on, by the holding of annual swimming and athletic meetings and the awarding of prizes, and the school had been helped here by the generosity of certain good people of the community who had presented trophies. In the field of inter-house activities the Couche family had presented to the school the Couche Cup for Swimming Contests, and the Warrandyte cup for aggregate points earned in all sports; Mr. Avison had presented the Norwood Cup. for Athletics Contests, and Mr. and Mrs. Jack Godbehear the Rosebank Shield for award to the House gaining the highest aggregate score each year. Members of the Mackinlay family had perpetuated the name of the early owner of the property on which the school is built by donating a sum of money, the interest of which would provide the William and Elizabeth Mackinlay Prize each year for the Dux of Norwood High School. ATHLETIC SUCCESS The gross enrolment of 117, included 52 boys and 65 girls, who were divided into three forms of approx equal ability. The curriculum had been broadened to include excursions to the Art Gallery and Museum, to Orchestral concerts, and trips to Warrandyte, the Maroondah Dam and Healesville Wild Life Sanctuary. The school had taken part in inter-school sports contests during the year and came first in their section of the Swimming Contests held at Olympic Pool, also gaining second place at the Athletic Meeting at Olympic Park late in the year. A Social Service League had been formed in the school and had raised £36/7/3. This had been distributed to the Anti-Cancer Campaign, the Lord Mayor's Hospital Appeal, and Yooralla Crippled Children's Appeal. A Parents and Citizens Association had also been formed which had already raised more than £90 towards school funds. Mr. Gibson expressed the school's appreciation to the Head Master, staff and pupils of Boronia High School where Norwood pupils had been guests, and hoped that Norwood would be able to look after Mitcham High School as well in the coming year. After an informative explanation of the 'Importance and Responsibilities of a High School Advisory Council given by Inspector of Schools, Mr. H. W. Hopkins, B.A., the big moment of the evening arrived—the presentation of prizes and certificates by the Hon. J. W. Manson, MLA. Mr. Manson said the purpose of a school was twofold. It was to teach the children to fend for themselves and to live with one another. He congratulated Norwood High on its good start for the year and also those who didn't win prizes because, he said, they had learnt the most important lesson of all — not to win but to keep on trying. Second half of the program was purely entertainment. The School Drama Club presented a Christmas Nativity tableau and an adaptation of Charles Dickens' 'Christmas Carol' with considerable talent. The unique Dress Parade, conducted on the usual professional lines with a running commentary, was both amusing in its sophistication and delightful for the youthful charm of the mannequins and the excellence of the garments displayed. Attractive winter and summer school uniforms were displayed by boys and girls and featured the purple and gold colouring of the school. The girls' summer uniforms were fresh and cool looking with narrow lavender and white stripes. Gold Cesarine sports frocks were distinguished by a purple cord sash. Garments were made by girls in the Needlework Classes and reflected the greatest credit on both pupils and teachers. Cooking aprons, skirts, frocks and knitted sweaters and cardigans showed a wide variety and charm and the school uniforms were practical and smart. There was a bracket of rollicking folk dancing and a Making Music Interlude in which a group of boys and girls, in full hillbilly rig put on a turn with home-made instruments, penny whistles and their own fresh young voices. Teamwork was very good and the whole thing most amusing. Under the direction of Mr.J. A. Collins, the School choir sang delightfully; the traditional 'Greensleeves' and 'Gaudeums Igitur' being particularly effective. The photograph was taken at the Ithacan Philanthropic Society's16th annual picnic. All who attended the picnic on that day were included in the photograph. The first picnic took place in 1918 at South Morang where 200 people attended.
