Document, Civic & Memorial Official Services 1918, 1918
These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton. This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia. These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the crest of the City of Warrnambool with blue edging and some ornamental scrolls. One programme is tattered at the edges. The two programmes have been glued together at the bottom left corner and have been partly mounted on a piece of white card. warrnambool city council, program civic memorial service 1918 -

Photograph - Framed Photograph of the Proclamation of Warrnambool as a City, Arthur Jordan, 1918
This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. He was probably responsible for the framing of the photograph. This is a significant photograph as it is a record of an important event in Warrnambool's history and is a great research toolThis is a black and white photograph in a polished wooden frame with a card inset and a glass covering. The photograph shows the Governor of Victoria, Sir Arthur Stanley, in civilian dress standing on a platform outside the Warrnambool Town Hall proclaiming Warrnambool a city. Behind the Governor on the platform are many men and some women and in the foreground left is a band and in the foreground centre are Army school cadets. The photograph frame has a wooden backing with a piece of wire attached for hanging the object. In the photograph also is a columm with a sign on it.His Excellency the State Governor Sir Arthur Stanley Proclamation- Warrnambool a City 23rd May 1918 Warrnambool Museum & Art Gallery Presented by G.S.Mackay Warrnambool Arthur Jordanwarrnambool -a city in 1918, sir arthur stanley, george s. mackay, arthur jordan -

Drawing, AK Lines, Macfarlane & Marshall, Kew Civic Centre, c.1970
The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." (Survey of Post-War Built Heritage in Victoria, Built Heritage Pty Ltd, 2010.) The perspective drawing importantly captures the original design and function of the exterior of the building and its public entrance.Hand-coloured perspective sketch of the new Kew Civic Centre, completed in 1972 to designs by A K Lines, MacFarlane & Marshall; and located on the corner of Charles Street and Cotham Road, Kew. The sketch represents the front elevation of the building and its relation to the preexisting Kew Civic Hall at right. The three storey building features strong vertical concrete buttresses that extend across the three levels. Photograph, J F C Farquhar, Bird's Eye View Looking West, 1891
At the beginning of the 1890s, the Kew businessman and Town Councillor, Henry Kellett, commissioned J.F.C. Farquhar to photograph scenes of Kew. These scenes included panoramas as well as pastoral scenes. The resulting set of twelve photographs was assembled in an album, Kew Where We Live, from which customers could select images for purchase. The preamble to the album describes that the photographs used the ‘argentic bromide’ process, now more commonly known as the gelatine silver process. This form of dry plate photography allowed for the negatives to be kept for weeks before processing, hence its value in landscape photography. The resulting images were considered to be finely grained and everlasting. Evidence of the success of Henry Kellett’s venture can be seen today, in that some of the photographs are held in national collections. It is believed that the Kew Historical Society’s copy of the Kellett album is unique and that the photographs in the book were the first copies taken from the original plates. It is the first and most important series of images produced about Kew. The individual images have proved essential in identifying buildings and places of heritage value in the district. Before true aerial photography became possible, photographers such as J.F.C. Farquhar were compelled to shoot their images from the highest vantage point. Here, it is presumed to be the roof of Xavier College, from which the panoramic view extends west towards the rise of Studley Park. The houses in the foreground face the southern end of Gellibrand Street. Wellington Street is at an angle to the camera with the Queen Street intersection on the near right. The wooden building behind the large horse paddock on the other side of Gellibrand Street is the Kew Recreation Hall, built 1888, demolished 1960. It was reputed to have one of the finest dancing floors in or around Melbourne. The Bowling Green at the rear of the Hall belonged to the Kew Bowling Club. Further west is the Kew Railway Station on Denmark Street, opened to the public in 1887. At this period, much of Studley Park was locked up in large landholdings, dominated by large mansions such as ‘Byram’. The open land between High Street South and Denmark Street, then known as O’Shannessy’s Paddock, was to become a residential subdivision at the beginning of the 20th Century. On the far side of Denmark Street, bordered by a picket fence, is the Kew Railway Station (demolished 1957). Further east, the large building with the flagpole is the Kew Recreation Hall (demolished 1960), which was the centre of civic life for almost a century. The building was used for dances, civic functions and exhibitions. A bowling green, tennis courts, and a cricket ground surrounded the Hall. The dominant building in the photograph is Xavier College, founded in 1872 by the Society of Jesus. The first classes for pupils were held in 1878. It is presumed that Farquhar used its roof for two of his bird’s eye views.Wellington Street from High Streetkew illustrated, kew where we live, photographic books, henry kellett -
