The Forest Fire Danger Index (FFDI) was originally invented by the grandfather of Australian bushfire science, Alan Grant McArthur, during the 1950s and ‘60s. Alan published his landmark paper, “Controlled burning in eucalypt forests” in 1962. Leaflet No. 80, as it was known, proved a turning point for forest and fire managers across Australia. More importantly, Alan was very practical forester and wanted his work to be useful to people in the field, so after several iterations he came up with the now familiar circular slide rule called the Forest Fire Danger Meter (FFDM). The Mk 4 version first appeared in operational use in 1967. This meter belonged to the State Electricity Commission of Victoria. This meter measured the power used by all the houses in Mount Beauty and provided an inked one month period chart. This information was used to quantify and pay for the power consumption to the Transmission and Generating Department from the Distribution Department which then went on to bill local consumers.The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from the late 1930's to the 1960's. The construction towns of Bogong and Mt Beauty used electricity which was measured by this meter resulting in billing customers for the power they used.Black box with black painted wooden frame top and bottom screwed on holding clear glass at the front so that the instruments can be seen. A metal cylinder is at the bottom of the instruments with a connecting rod to the 7 digit meter in the middle of the instrument panel. In the middle of each end of the front of the box are 2 screws with knobs wound on. 22KV. After the 1939 bushfires, the Forests Commission invested heavily in a radically new communications network. After suffering some inevitable delays due to the War, radio VL3AA switched into full operation in October 1945 proudly beaming out 200 watts across the State. The communication systems were regarded at the time to be more technically advanced than the police and the military. These pioneering efforts were directed by Geoff Weste, and later technical experts like Rex Philpot, John Whitehead, Charlie Reisinger and many others who designed, built and repaired most of the radio equipment. There was a dedicated radio laboratory at Surrey Hills in Melbourne. The Peter Lalor statue by Thomas Nelson McLean is said to be a striking likeness of Lalor who is remembered as the leader of the Eureka Rebellion. The artist has depicted Lalor’s missing arm which he lost in the Rebellion efforts on of 3rd December 1854 and 4 bronze relief panels depict major events in Lalor`s life including his involvement at Eureka and in Parliament, where he served as the Speaker of the House. The cast bronze statue stands at a grand scale of 3 meters high and is mounted on a pedestal of polished Aberdeen granite. The statue was gifted to the citizens of Ballarat by James Oddie, who founded a number of Ballarat institutions and was the first chairman of the municipality. It was unveiled by then Premier of Victoria Duncan Gillies on 26 January 1883 to a cheering crowd reported to be in the thousands. The commission cost £2,200. City of Warrnambool Rowing Club

The City of Warrnambool Rowing Club (CoWRC) received a grant from the Warrnambool City Council Community Development Fund for the project: to hold a public event to install a plaque – dedicated to members and ex members who enlisted in WW1. The original honor roll had been lost to history. The date chosen was August 7 as this was 100 years since the death of a particular member, Major Thomas (Tom) Redford. Process: the Club wrote a book about its 140 year history and learnt of the honor roll. Every effort to find it was exhausted. The Club applied for funds to produce a replacement plaque and have a public event to unveil it. Outcome: There is now a permanent plaque in the rowing ‘prescient’ on the Hopkins River. one meter high stone with brass plaque‘Lest we Forget’ Honour Roll of Warrnambool Rowing Club Members and ex-Members who enlisted for the First World War. Meter Millivolt, after 1950
This milli-volt meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. Used to measure moisture content by electric current resistance Representative samples of fuel such as bark, leaves, twigs etc were minced and the moisture measured The availability of fuel to burn depends largely on its moisture content. When it exceeds 20-25% not much will burn, whereas 12-15% is generally ideal for fuel reduction burning, but if the moisture content drops as low as 7-10% virtually everything will ignite, and fire behaviour becomes extreme. During the afternoon of the Ash Wednesday bushfires on 16 February 1983 fuel moisture contents were recorded at Stawell as low as 2.7%. Fine fuels like leaves and bark can rapidly absorb moisture after a shower of rain, or from the air when the Relative Humidity (RH) is high, and the temperature is low. Conversely, they can also dry out very quickly. So even though the overall fuel quantity in the forest doesn’t change, the fine fuel availability can increase rapidly from zero after rain to many tonnes per hectare as the fuel dries out. This can happen over a few hours on hot and windy days. Heavy fuels like logs on the ground take longer to dry out. Instrument - Cambridge pH Meter, Cambridge Scientific Instrument Co. Ltd, 9-6-1946
This pH meter was made in 1946 by Cambridge Scientific Instrument Co. Ltd. in London. The company was founded in 1881 and the owner eventually became Horace Darwin, the youngest son of the famous scientist Charles Darwin. It is a portable version that can be used on-site in many different situations. A similar instrument was used by the Chemistry Department of what is now the University of Cambridge. The science of pH measurement began in the 1910s and was further developed in 1926. The pH meter is an electronic scientific instrument used to determine the pH measurements of a solution accurately; the amount of acid and alkaline in it This measurement can have many other applications helping to maintain the appropriate balance for a particular result. For example, it can measure the pH of pharmaceutical medications, soil, swimming pool water and hair shampoos. This Cambridge portable electronic pH instrument was made in 1946 by a company specialising in scientific instruments. It is an early example of much smaller devices used today in many different fields including medicine, and the preservation and conservation of shipwreck artefacts. Flagstaff Hill Maritime Museum and Village's Curator uses a pH meter today in the conservation process of a historic cannon that was recovered from the 1839 wreck of the vessel 'Children'.Scientific instrument, electric Cambridge Portable pH Meter in a polished wooden box with compartments, fold-out doors, and leather carry handle. Instrument - Sphygmomanometer, Riester, 1948 -1969
This blood pressure monitor (sphygmomanometer) belonged to Dr William Roy Angus, surgeon and oculist. It was donated to Flagstaff Hill Maritime Village by his daughter, Berry McDade in January 2015. . It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. The approximate manufacture date of the blood pressure monitor coincides with the time when Doctor William Roy Angus had his practice in Warrnambool. The company Short & Mason Ltd. London used the brand name TYCOS between 1907-1969 and Rudolf Riester (the brand on the cuff) formed the company ‘Riester” in Germany in 1948, where he developed and produced the first mercury blood pressure monitors. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station.). Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne. In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community. He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool.. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery. Sphygmomanometer (blood pressure meter), from the collection of W.R. Angus. Case for G.P. Multimeter, Circa 1950
This leather case holder for a general purpose Multi-meter( KVHS 0307 (A)) was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England. This particular carry case was manufactured in the Netherlands. This carry case for an analog General Purpose multi-meter which is quite a large (for a handheld mobile) apparatus.The bag however permits the easy monitoring of electrical variations within the large SEC Victoria Hydro Scheme's electrical generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This leather case is to provide protection for this mobile G.P. Multimeter, therefore it is made from thick leather. It has a carrying strap from a thick "D" chromed link. This link is fastened to the main cover by a looped leather strip with a black coloured rivet. All the fasteners are either chrome or black coloured rivets. The front, which when opened back exposes fully the inside of the case. It is clip fastened to the lower section of the front piece which also can be pushed back allowing the meter to be removed from the frontal position. There is a strip retaining strap slightly higher from the mid point. This is fasted by a black press stud. There are two "L" shaped tin protrusions allowing the meter to slide only down the case until it rests on these shelves. Case Leather, circa mid to late 1900's
When this AVOMETER leather case was being utilised in the early 1950's it contained the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This leather case which holds its AVO Meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. The use of solid leather carrying bags for transporting equipment up and down the mountains provided some form of protection against bumps and dust.This carry case for its AVO meter has an outer leather covering with an inner thick cardboard liner. The case has two mild steel buckles but stitched onto one side but no lid to fasten down. The sides are stitched together with strong tick twine. On either side there are small strap holds. On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor.
