The Williamstown Council, which was formed in 1856, made an application to the Victorian Government for the Weights and Measures. Williamstown Council was the first council in Victoria to have/use these standard measures.Used by Council Inspector of Weights and measures to all shops, businesses, hawkers and delivery vehicles to ensure that all liquid measures and weights were correct. They were used until decimal currency came in 1966.Solid brass cylindrical measure with glass cap, which is part of the measurement system. A pennyweight was a unit of mass that was equal in weight to 20 grains, one twentieth of an ounce and one 240th of a Troy pound. The abbreviation for a pennyweight is ‘dwt’ (denarius weight). The history of its use at the battery is unknown.Large cast iron platform scale, white painted base with 2 wheels. The cast iron plate sits on top of a base with an inscription. Instrument - Weights and Measures, Troy Weight Set, c 1865
Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Accompanying set is a two page letter from Weights and Measures Branch of Consumer Affairs offering set back to the Borough of Eaglehawk in 1989. ... weights ...This 'Dayton Scale' was used in a grocery shop in Moorabbin Shire in 20thC to measure grain, sugar, fruit, vegetables, lollies, etc as required by the shopkeeper for the purchase by customers. The Dayton Scale Company, originally known as the Computing Scale Company, built and marketed the first computing scale in 1891. It was part of the Computing-Tabulating-Recording Company formed in 1911, and became an IBM division in 1933. The Dayton Scale Division was eventually sold to the Hobart Manufacturing Company when IBM decided to stop marketing scales to retail stores. The Computing Scale Company of Dayton was operated from 1891-1914 by two businessmen from Dayton, Ohio who purchased patents on the recently invented computing scale. It was merged with other companies to become the forerunner company for IBM. On July 20 1897 Mr CC Hobart & Herbert L. Johnson formed the Hobart Electrical Manufacturing Company in Troy, Ohio USA. 1915 Hobart continues its growth into the World market, opening a sales office in Australia. Instrument - Letter Scale, Late 19th Century
Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. Sealing a letter in an envelope effectively put an end to postal clerks' ability to count the number of sheets in a letter and an alternative method of determining the postage had to be found. Overweight mailings had previously required the items to be weighed but with the introduction of the Uniform Penny Postage act of 1839, the public could mail a letter not exceeding a half-ounce in weight within the United Kingdom for one penny if prepaid, or two pence if paid on delivery. At about the same time that the adhesive postage stamps and envelopes made their appearance, postal administrations began to experiment with strategically placed street letter boxes, known as pillar boxes because of their round, pillar-like shape, that permitted the public to mail letters from a place other than from a post office. For all these reasons, the use of postal scales became the nucleus of every post office. Scales had been in use since ancient Egyptian times so their use for everyday commerce was not unusual in the 1800s. What was new in 1840 was their ubiquitous use throughout the postal system. No post office could function effectively without one. Although the earliest scales used in post offices did not differ markedly from the ones in general use as time went on they were adapted specifically for postal use. For example, a paper sleeve, also known as a weight sticker, was attached that showed the applicable rate of postage for any given weight. This innovation was quite a time saver as postal clerks no longer needed to weigh the item first and then refer to a separate chart to determine the required postage for that particular weight. Victorian postal scales were used in village Post offices in the late 19th century, of which there are many examples today for sale. No maker can be attributed to the manufacture of the item. The Hughes’ Family Scale No. 48 is a spring balance scale. It uses the Imperial measurements of ounces and pounds. There are 16 ounces (OZ) in one pound (LB), and each pound equals approximately 454 grams in Metric measurements. Scales have been used to measure and compare items for value for centuries. A weight was placed on one side of a balance and the object was placed on the other. Adjustments were made to either the weight or the object until the balance was horizontal, which meant that each side was the same weight. The Salter family business began in 1760 with spring makers, Richard and William Salter. In the late 18th century, Richard Salter invented the spring scale, where the weight of an object on the tray of the scale causes pressure on a spring in the scale. The pressure caused by gravity was then measured to calculate the weight of an object. Spring scales are still used today along with the more recent and accurate digital scales. The company began manufacturing in West Bromwich, England, in 1770. The firm was taken over by William’s sons, John and George. In 1824, after the death of John, the firm became George Salter & Co. The company produced a wide variety of products, including Britain’s first bathroom scale and the first English typewriter. In 1884 the Salter Trademark of a Staffordshire knot pierced by an arrow was registered. After over 100 years of manufacturing, the company was bought out by Staveley Industries, which was bought by Weigh-Tronix, and then that company was bought by HoMedics Company in 2004.This scale was made by Salter, the company that invented the balance scale, the first British bathroom scale and the first English typewriter. The scale represents the domestic equipment used for measuring in food preparation over 100 years ago. Modern kitchen scales are still using the same principal, along with scales used in business and industry.Scale; a domestic spring balance scale for measuring weight from 0 to 20 pounds. The scale’s grey metal case has a round white dial on the front with black markings, an arrow indicator and a round shallow metal bowl on a pedestal at the top. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room.
