Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. These scales were used by students at St Joseph's School in Orbost. St Joseph's Catholic School in Orbost was planned from 1913 when the town's population was increasing rapidly. It wasn't until 1923 that the school was built in Raymond Street next to St Colman's Church. The Catholic school was opened in thecharge of Sister Moira and Sister Lucy, Fifty-five students were initially enrolled and taught in two rooms. When the numbers increased to 170 work began on extensions which were completed in 1959. St Joseph's school had classes to Form 4 at one stage. Later on Form 2 was the highest level. However, after Nagle College at Bairnsdale built a new school on the Lindenow Road site, a Nagle College school bus ran from Orbost and the school was reduced to Grade 6. It was also about this time that the last of the St Joseph teaching nuns left Orbost. From 1969 to the early 1980s the secondary St Joseph students attended Orbost High School for the practical subjects of Woodwork and Home Economics. This copper penny token was issued in Geelong by ironmonger R. Parker. Richard Parker was an early settler in Victoria. He had a general store in Elizabeth Street, then Collins Street, Melbourne for five years before moving to Geelong in 1844. He soon established several branches of his ironmonger business in towns around Victoria. He encouraged trade by providing customers with the small change of penny tokens in exchange for their more valuable and less convenient silver coins. The token carried a surcharge and was overstamped with the mane of W. Kernot. William Charles Kernot was a chemist at Chillwell, Geelong. The token is of historical significance, representing a form of currency used in Australia's colonial era before Australia had official currency.Token coin; a round copper one penny token. Obverse had promotional text and a sketch and was overstamped with a name. Reverse had the image of a woman holding up a set of balance scales in one hand and a cornucopia in the other, standing beside the sea, with a three-masted sailing ship in the background, There is a formed hole in the metal; on the obverse, it is on the top of the design, on the reverse it is on the bottom of the design. These scales were possibly used at Charing Cross Infant Welfare Centre, Bendigo. A mechanical balance scale. An oval cane basket 60 centimetres long, 38 centimetres wide and 13 centimetres deep sits on top of the scales. Two metal bars two centimetre wide and half a centimetre thick, underneath the basket hold it on the scales balance mechanism. On the other side of the balance mechanism is a 20 centimetre by 12 centimetre and one centimetre thick metal plate on which the known weights are placed. This type of balance scales allows precise measurements to be achieved by ensuring that the balance's fulcrum is essentially friction-free by attaching a pointer to the beam which amplifies any deviation from a balance position; and finally by using the lever principle, which allows fractional masses to be applied by movement of a small mass along the measuring arm of the beam. The British Weights and Measures Act of 1824 defined official standards for weights and measurements. This ensured that uniform measurements would be used for trade throughout the Empire. Towns and districts would have an official set of Imperial Standard Weights and Measures. Inspectors periodically used this official set to check the accuracy of traders’ own weights and measures. There would be penalties such as fines or imprisonment for people who broke these laws. The State of Victoria had its own Weight and Measures Act in 1862 and a decade later the inspectors in local councils used their local set of weights and measures to test the local businesses measuring equipment. In the nineteenth century the Victorian Customs Department carried out this role but this was handed over to the Melbourne Observatory at the beginning of the twentieth century. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884-ca 1916, originally named Lady of the Lake), a steamer ferry (1884-1920s) and a government lighthouse tender steamer HMV Lady Loch (1886-1962.) The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom. It was made to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale, marked HMV SS Lady Loch, would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket then pull downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties, and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions.
