Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. On 23 July 1922, Brighton City Council adopted the recommendation from a sub-committee that the site for a war memorial be at Green Point, Brighton Beach. Brighton Council invited designs, limited to returned soldier architects and 18 designs were received. The first prize of £30 was awarded to the architecture firm Irwin and Stevenson and the designs were exhibited at the Brighton Town Hall in 1925. The bronze casting, using lost wax technique, was executed by sculptor Mr. Paul Montford, to the design of the architect and the central assemblage was believed to be the largest bronze casting in relief carried out in Australia at the time. The Brighton War Memorial was unveiled by His Excellency the Governor, the Right Honourable Arthur Herbert Tennyson Baron Somers, K.C.M.G., D.S.O., M.C., on Sunday 24th April 1927 in the presence of 4,000 people. The memorial was originally constructed to commemorate those from the City of Brighton who served in World War One but has since been augmented to commemorate those from the municipality of Bayside who have made the ultimate sacrifice during official periods of hostility.War memorial consisting of a sandstone cenotaph, granite base and sandstone terrace situated at Green Point, Brighton. The cenotaph is a truncated obelisk with classical decoration in stone and bronze. The cenotaph bears the Rising Sun badge in bronze relief near its top with bronze lettering running down the cenotaph reading "ERECTED IN HONOUR OF THOSE WHO FOUGHT IN THE GREAT WAR 1914 – 1919". A bronze relief assemblage of crossed weapons, a wreath, the lamp of valour and the Latin phrase "DUCIT AMOR PATRIA" (love of country leads me) sit above the base which is carved with the word "SERVICE". The terrace walls have bronze relief medallions with images of the head of an airman on the left and an infantryman on the right. The back of the cenotaph bears a torch in bronze relief near its top. On the sandstone wall behind the cenotaph are three large bronze plaques that lists the names of those from the City of Bayside who have served in the various conflicts in which Australia has been involved. This model of the Brighton Municipal Offices was made by Alan W. Chandler. The Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The interior decoration and furniture was by Grant Featherston. As is common practice, an architectural model was prepared to present the final concept of the building for approval to the Brighton City Council. In February 1959 festivities occurred to celebrate the centenary of the municipality of Brighton. A garden party attended by two hundred Brighton residents was held in the grounds of the Brighton Town Hall. This model graced the centre of the lily pond during the event. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. John Cleeland JP of Newhaven, 1826-1914, a native of County Down, Ireland, came to Victoria in 1840 with his parents and settled at Darebin Creek. After a few years spent there he went to sea in his schooner yacht of 200 tons, the Harriet, visiting the South Sea Islands and the west coast of South America. In 1859 he took the well known Albion Hotel, Bourke-street east, Melbourne, the starting place for all Cobb and Co's lines of up-country coaches, and kept it for 22 years, marrying whilst there Miss Blake, of Mornington. Shortly before leaving the hotel he purchased 7000 acres of land at Phillip Island for breeding purposes, and there bred Wollomai, who won the Melbourne Cup in 1875. In 1881 he retired to his magnificent estate, besides which he has another 1000 acres at Bass and other properties. He also once owned racing stables at Brighton, where he had Barwon (which won the Champion race) and other valuable horses. 'Box Cottage' is so named after the first recorded family to establish a house and market garden on the site in 1865. William and Elizabeth Box. After the death of Elizabeth Box in 1914 the house was leased to August Reitman a potter / sculptor who raised his family there 1917 - 1953. Stefanie Rennick nee Reitmann lived at the house until she left to study teaching. The Lewis Timber Company Ltd acquired the land with The Cottage c1970. The CMHS together with City of Moorabbin Council, a 150 Year Celebration Grant and assistance from Lewis Timber Merchants Pty Ltd reconstructed the original 'Box Cottage' on its present site May 1984. August Reitman 1877-1951 and his wife Frieda 1878- 1942 raised 2 children Stefanie 1918-2006 and William 1920-1997 whilst living at the Box Cottage site. .August was a monumental mason and sculptor and was employed to carve war memorials in Victoria after WW1. He moved his business to Highett in 1953 but continued to use the cottage as a workshop until he sold the property to Lewis Timber P/L c 1970. . William and his descendants have continued the family business to the present day. There is a small display of external cladding shingles from the original pioneer cottage. These shingles were hand-split, and most likely made from locally collected timber The nails included in this display were used to fasten the shingles on the original cottage, and are also hand-made. The enamel nameplate, “Colonial”, on the wall of the cottage, was the name chosen for the original pioneer cottage when Mr August Reitman, a sculptor, began leasing the property in 1917. August purchased the property c 1935, for 1200 Pounds approximately and resided there until 1953. He sold it to Lewis Timber Co Pty Ltd in 1970. In 1974 Mr Lewis, a timber specialist, found the dilapidated building on the property he had recently purchased in Jasper Rd and suggested it be reconstructed and relocated. Moorabbin City Council agreed and the cottage was rebuilt about 250 metres from its original site. The cost of the rebuild was met by 'Victoria's 150th Committee, plus a small grant from the City of Moorabbin, and Mr Laurie Lewis donated much of the timber for the reconstruction. In the 1852 Josiah Holloway, a developer, purchased 625 acres from the squatters Richard and John King and sectioned '2 acre allotments' south of Henry Dendy's Brighton Survey along the Arthur's Seat Road ( later Nepean Highway) for sale @ £10 It became known as The Two Acre Village as settlers took up the allotments and established market gardens, general stores, butchers, blacksmiths, post office and 2 hotels. Charles Whorral opened The Cheltenham Inn and it became so popular as a meeting place that the area was called Cheltenham. The early settlers, who were predominantly English and Scottish immigrants initially leased their allotments and, because the sandy soil was so fertile, they were soon able to purchase the land and increase their acreage. Beaumaris includes two early estates in the parish of Moorabbin developed by Josiah Holloway from 1852. Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. Weston Bate, 'A history of Brighton' 1962 informs us that in 1840 Henry Dendy, who was a farmer in Sussex England, paid 5,120 pounds sterling @ 1pound per acre for a 'Special Survey of Land in Port Phillip , Australia. Henry arrived in Australia in 1841 on the frigate 'York' with his wife, son, and three servants. He also took advantage of the Government Assistance of Free Immigrants for Survey Purchasers, to help on his estate and persuaded some Sussex men with their families to follow him. However when Dendy arrived in Port Phillip he found that LaTrobe and Gipps were trying to raise the price of land close to Town to 15pounds per acre. Dendy asked merchant J.B.Were to manage his affairs and they went ahead with plans to subdivide the surveyed land called 'The Brighton Estate' This area of land extended easterly from the Port Phillip Bay to East Boundary Road and from North Road to South Road in the Parish of Bourke Victoria. The Privy Council, England , decide that Henry Dendy could purchase the land at 1pound per acre. 'The Grange ' was a 2 storey home built 1857 by Mr Charles Tuck, originally named 'Baydon Hill' , at 1011 Nepean Highway, Moorabbin ( South Brighton). Mr Charles Tuck was Veterinary Surgeon from Baydon Hill, Wiltshire, England, who migrated to Australia c1850. He married his cousin Miss Jan Chaudler in Melbourne in1853. He was at the Ballarat gold-fields at the time of the riots and then they settled in South Brighton ( later Moorabbin) and built a large Georgian Styled home called 'Baydon Hill'. The Tucks had a large family - 9 children. Charles enjoyed a prosperous Veterinary Practice as his advice was needed for stock purchases by the farmers / settlers. Charles died in 1893 and Jane left the property c 1903 and died at Blackburn in 1928. The House had 5 owners, the last being the Healey family c1920 and at some stage the name was changed to 'The Grange' and the gates shown were installed. The Healey Family were also prosperous in developing vegetables and flower seeds and seedlings. 'The Grange' was sold to Moorabbin City Council 1972 and then used by the City of Moorabbin Historical Society for meetings and storage of historical material. It was demolished amidst considerable controversy 1983 and the District Police Offices were built on the site. It was built by Mr Charles Tuck 1857and in1900 extended from Point Nepean Road to South Road - 10acres. Mr Harold James Healey purchased the property in c1920 and leased a portion to a Chinese market gardener. Later with his sons he established a profitable Plant Nursery that they managed for 42years.. Keith Healey, a son, remodelled the house extensively mid 20thC .The Moorabbin City Council purchased it in 1972 for $255,000 and it was demolished amid controversy 1983.
