John William Satchwell (1853-1935), was a representative of the East Ward in Brighton Council for more than 20 years and was elected Mayor in 1922-23. Satchwell joined the police force as a mounted trooper in 1878 and was awarded valour badge in 1889 for bravery in rescuing drowning people from floods in Newstead. Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. This photograph records the Councillors and officers on the day that the Town of Sandringham became a City, and the first meeting of the City of Sandringham Council was held. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. In 1904, at the initiative of Premier Thomas Bent, Victorian Railways was authorised to build an electric street railway from St Kilda to Brighton. The line opened in early 1906 and was one of Melbourne's first electric tram services. On Saturday 5 May, 1906, Premier Thomas Bent performed the opening ceremony of the St Kilda to Brighton electric tramway at the Brighton Terminus, presided over by Cr. Thomas Wilson, Mayor of Brighton, with refreshments following at the Brighton Yacht Club. About 60 representatives were in attendance including the Railway Commissioners and the mayor and councillors of St Kilda, Brighton and Caulfield. The newspapers of the day commented that the cars were the best yet seen in Australia, possessing a great advantage over the Sydney trams, in that they are easily entered, and the glass windbreak was another improvement in design.
