Document, Letter to Returned Soldiers' Association, 1916, 28/08/1916
Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. White paper with handwritten script in ink. The rough draft letter relates to free tuition for returned soldiers at the Ballarat School of Mines28.8.1916 Major Lazarus Secretary Returned Soldiers Association Y.M.C.A. Ballarat Dear Sir. On the 25th February last my Council adopted a resolution to the effect that application from returned soldiers for free tuition at this school would be favorably considered. At the Council meeting held on Friday last, the 25th inst., the matter was further discussed and, at Colonel Bolton's suggestion, it was decided that it would be in the best interests of the movement, if application for admission were received through your association. The undermentioned gentlemen were appointed as a sub-committee to receive such application and will be very pleased to interview any soldiers whom you would recommend as trainees. Letter, Letter written by H.C.Howship to Ringwood Mail Ringwood 1963
To the Editor of the Ringwood Mail Dear Sir, would you please publish in your widely read paper the following letter for the information of the residents of the City of Ringwood- Re the passing of my brother Mr. J.P. Howship, who was an ANZAC one of the pioneer family of Howship of Ringwood which name is connected with the early history of Ringwood or more particularly Ringwood East as the late J.P. Howship and myself purchased the Nursery of Mr. John Hill around the year 1912 and after a couple of years my late brother Bert was taken into partnership and we bought the adjoining nursery of Mr. Will Hill and traded under name Howship Bros. Rosedale Nursery and the name of one street in the old property Howship Avenue is named after the old firm as well as Rosedale Crescent. The move for the establishment of the Ringwood East station started with myself and in a meeting up with a Mr .T. Birkitt who I felt was the man I needed as he was a sub Estate Agent .A meeting was called and held in our packing shed at the end of Federal Road which at that time ended at Mr. Charlie Burdens property and abbuted (sic) on our property. This meeting was attended by about sixty residents and the late Mr. C. Wedge was elected as the first President of the Ringwood East Railway League and Progress Assoc. with Mr. T. Birkitt as Secretary and myself as assist. Secretary. This League raised the sum of about 1,600 from residents and land owners for the erection of the Ringwood East Railway Station & after the station was erected and paid for the League part was canceled and the Progress Assoc. carried on. The present Ringwood East Cricket Club was formed at meeting and the Prog .......and my three brothers Bert, Mervyn and played cricket in the Ringwood district for many years and most of us were members of the Ringwood at first and then the Ringwood East Football clubs and followed the teams for years a few names of the old players came to mind in E. Thomas , C. Weil, T. Homewood, the Pratt family and others. I might mention for the benefit of the City of Ringwood residents my eldest brother Laurie late of New Street and now living at Blairgowrie was with what was then known as Coopers Mills and designed and helped to build some of the first buildings in that property now known as Ringwood Timber & Trading Co .Also that myself and others namely the Reidy Brothers, Mr. Taylor, & L .Cleary & voluntary labour formed the tennis courts at East Ringwood with the help of our young Ladies of the time, those courts I'm pleased to say are well established and two more are added and provide good activities for the young people of the district. Also with the aid of C .Thomas, Norm Blood and others we formed the Methodist courts. From the Ringwood East Progress Association came the move to have a Health Centre for Ringwood. This was established by a good deal of enthusiastic work by some mothers after spending nearly fifty years in Ringwood watching it grow from town surrounded by orchards to a City and I must congratulate the Civic Fathers and their staff in the growth of Ringwood and the fine roads, Parks, Elderly Citizens Club and have all done a good job but why oh why have you neglected mines Road Ringwood east. Why has this road not been made the drainage there is something to be seen to be believed in such a city .The only solution is making and curbing this road & I would ask those responsible why the curbing was put down Dublin Road where there are no residents this curbing could well have solved the problem in Mines Road if used there. I recently spent a weekend with my Daughter, Mrs. Munro at the corner of Maroondah highway and Mines Road and was disgusted at the condition of Mines Road and drainage and had to air my views and suggest a trip to Mines Road by the Civic Fathers led by the Health Inspector I am yours sincerely H.C. Booklet, Samuel Baulch and the Original Rose Park
This booklet contains the first draft of an article on Samuel Baulch’s acquisition of his property, Rose Park which was in the Macarthur/Hawkesdale district. Samuel Baulch’s parents, Francis and Ann Baulch were pioneer settlers in the Kirkstall area and Samuel worked at the Dunmore Station in the Macarthur area before purchasing the property he named Rose Park in the early 1870s. In the 1890s he acquired property in the Dunmore Estate. Samuel’s son, Stan Baulch, acquired sections of the Dunmore property after his father’s death and he named his section, Rose Park, a property to the west of the original Rose Park. This article is of historical interest and will be useful to researchers of local and family history. This is a booklet of 18 pages. It has a paper cover and the pages were originally stapled together but now have a plastic clip. The booklet has been home-produced and the material typed on a computer. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. Likewise, making available a range of ethics tools and resources also enables the sharing of the local and regional initiatives in this very dynamic area of Indigenous knowledge rights.b&w photographs, colour photographsngarrindjeri, ethics, ethnography, indigenous research, social justice, indigenous health -

Book, Index of Drafts Chambers, Late 19th century
This ledger contains an Index to Drafts for Mortgages, Conveyances and Deed of Covenants etc (1896 to 1913) which was in use by the Warrnambool solicitor, Ernest Chambers. He had offices in Warrnambool, Koroit and Port Fairy in the late 19th century and early 20th century and Thomas Goodall was his manager in Warrnambool until 1899 when Chambers took up permanent residence in Warrnambool. The ledger was found in the old Mackay Taylor offices in Kepler Street and presumably came into the possession of this law firm at a later stage when Ernest Chambers was no longer operating in Warrnambool. The firm of Mackay Taylor was originally established in 1898 from the amalgamation of the law firms of George Mackay and James Fletcher. In the 1920s the firm became Mackay and Taylor when J. Taylor joined as a partner and this business was prominent in Warrnambool until the 1990s.This ledger has some significance as it contains the names of many Warrnambool and district residents of the late 19th and early 20th centuries and gives some indication of what type of legal transaction they were involved with. It therefore has some historical and social connotations useful for researchersThis is a ledger with a black cover and red bindings on the spine and corner reinforcements. There are 273 pages with printed red lines for accounting purposes. The entries are written in black ink. The inside front and back covers of card paper material have a red and blue mottled pattern. Poster, Colac Herald, Otway Ratepayers' Poll Flyer, 1963
On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. This was the opinion the Committee put to ratepayers.B/W Flyer. Otway Ratepayers' Poll on January 15. This concerns YOU. To the Ratepayer as addressed.
