This booklet gives the Rules and Regulations and the Scale of Fees for the Warrnambool General Cemetery as from 1902. The booklet rescinded the Rules and Regulations of 1855 and amongst the 1902 Rules it is noted that no catacombs or wooden structures were allowed by the Trustees. It was also noted that no child under ten was permitted into the cemetery grounds unless under adult supervision. The charge for an adult burial was £1 and ten shillings for a child under ten. The Warrnambool Cemetery is in Otway Road, Warrnambool and was first gazetted in 1853 with Mr Whittet as the first Sexton. This booklet is of considerable interest because it gives the Rules and Regulations and the Scale of Charges of the Warrnambool General Cemetery as laid down in 1902. The Trustees at the time were William Ardlie, a prominent Warrnambool lawyer, Samuel Nettleton, a well-known Warrnambool shopkeeper and J.H.Allan, a member of a pioneering family in the Warrnambool district. This is a small booklet containing the Rules and Regulations of the Warrnambool General Cemetery. It contains four double-sided pages with printed material on all of the pages. The cover is pale yellow and the printing on the front cover has a black edging. There is some silverfish damage on the page edges. This small, portable 1930s Sanax First Aid Case has been strongly constructed, with corners reinforced with metal to take knocks and bumps, so it could be quickly transported to the site of an emergency. Having these supplies organised into a kit made them easily accessible and reduces time to take them to the site of the accident. It was possibly designed for use in factories because the booklet in the case states that the kit complies with “Part 1, Victorian Factories Regulations”. The text of the printed brand “Sanax First Aid Case” is right-way up when the case stands vertically on its hinged side. In modern times people are well aware of the importance of quick treatment when accident and injury occur. However, before the first commercial First Aid Kit was made by Johnson & Johnson in 1888, people had little knowledge about treating injuries and lacked information about suitable supplies to keep on hand for emergencies. They were often unaware of how to help in that critical time before the doctor or other assistance arrived, a particularly important time for the many people living in remote areas. A quote from Johnson’s & Johnson’s 1888 price list explains “It is a fact, which is everywhere being recognized, that many lives are lost and much suffering entailed in such accidents on account of the lack of the simple but necessary articles required to afford prompt assistance to the wounded.” One example of the value of First Aid assistance to community groups is shown in an article from the Weekly Times, 29th November 1930. It records a report from the Annuello Branch of the Younger Set (a Country Women’s Organisation), telling that on Armistice Day their president Mrs Jamieson, presented the Annuello School with the gift of a Sanax Red Cross First Aid outfit, which was accepted as being “of great practical use to the scholars.” (Annuello is a remote wheat growing area in the Mallee region of North Western Victoria, which became a soldier settlement area after World War I. There is a strain of wheat named ‘Annuello’ due to its suitability for that area. ) The Sanax Case in our Collection contains instructions, equipment and medical items suitable for use in emergency situations. The Case was one of 42 patterns available from Sanax that conformed to ‘Part 1, Victorian Factories Regulations’. It includes items made by Sanax Company and by Burroughs Wellcome & Co. (Australia) Ltd., Sydney, NSW. A quote at the back of the First Aid Emergency Instructions booklet says: “Sanax products are made in Australia by or under the supervision of qualified chemists, from the highest quality materials. They are dependable for the purposes written on labels.” BOOKLET included in First Aid Case: “SANAX” First-Aid Emergency Instructions has orange cover and white pages, joined in the centre by two staples. Booklet contains First Aid Instructions for general events listed in alphabetical order. It also contains an indexed sections headed “Poisoning, and what to do” written by S.A. Burrows, Ph.C., Vuc and N.Z. There are instructions and diagrams on how to perform Artificial Respiration. Tannafax should be kept at hand in every home. It should be applied direct from the tube and used with neither oil nor grease. This portable Sanax First Aid Case is an example of portable medical equipment made in Melbourne, Australia, in the 1930’s and available to the public. It contains a range of items plus information to be used in a variety of injuries and emergencies in in factories, households, businesses and local communities, and instructions on their use. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. On Sunday 19 December 1954 at 3.30 pm, 52 people attended the inaugural general meeting, which was held in the Catholic church hall at Theodore Street, St Albans. Slovenians at the meeting were enthused at the prospect of developing closer ties and a committee was formed to organise the next dance. This humble beginning laid the groundwork for the establishment of the first Slovenian organisation in Melbourne, Victoria.On 5 December 1954 the first meeting of the club’s preparatory committee was held at 36 Prentice Street, East St Kilda with 26 people in attendance. The group prepared a list of regulations and decided on the name Slovenski klub Melbourne – Slovenian Club Melbourne (SCM).
