He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. He is buried at Fawkner Cemetery. View looking north up Policeman’s Hill across Main Road towards the Police Station, Police Residence and Courthouse, c.1910 prior to Brougham Street being made. The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. From Victorian Heritage Database citation H0174 TRAM VERANDAH SHELTER CORNER BALACLAVA AND ORRONG ROADS CAULFIELD NORTH - Vic Heritage Register https://vhd.heritagecouncil.vic.gov.au/places/2721 (as at 28/10/2020) The waiting shelter at the corner of Balaclava Road and Orrong Road, Caulfield was constructed in 1916/17 for the Prahran and Malvern Tramways Trust and is one of only three remaining tram shelters in Melbourne designed in the form of a verandah. The shelter has a corrugated iron roof fixed to an angle iron roof frame. The roof, which extends in the form of a skillion over the pavement, is supported on three squared, chamfered timber posts at the rear and three cast iron reeded columns with round bases and Corinthian capitals at the front. (The columns are hollow and function as downpipes, with rainwater discharging from the verandah roof, through the columns and under the ground). The shelter has a rinceau pattern frieze along the road frontage with centrally placed shield motif (which does not contain a coat of arms). The side and rear panels are lined with ripple iron and the upper panel at the rear is lattice work. The waiting shelter is of historical significance for its association with the development of the suburban (electric) tram network which assisted the expansion of Melbourne as a suburban metropolis. It is also of historical significance for its connection with the Prahran & Malvern Tramways Trust. The Prahran & Malvern Tramways Trust (1907-1920) was the first municipal electric tramway in Melbourne, becoming the largest and most successful of all the municipal tramway trusts. Its services played a key role in facilitating suburban expansion and the development of the southern and eastern suburbs. The growth of tramways was one of the greatest municipal developments in Victoria during the first decade of the twentieth century. The waiting shelter is an important remnant of this period of Melbourne's transport history and a tangible reminder of the Prahran & Malvern Tramways Trust. The shelter indicates the extent of the Prahran & Malvern tram network. The waiting shelter at corner of Balaclava Road and Orrong Road, Caulfield is one of only three remaining tram shelters in Melbourne designed in the form of a verandah. The waiting shelter is of architectural significance for the distinctive design and construction which is unique to the Prahran & Malvern Tramway Trust tram network. The shelter was designed by notable Melbourne architect Leonard J. Flannagan (1864-1946). Flannagan was responsible for a number of buildings for the Prahran and Malvern Tramways Trust including the early waiting shelter at the junction of Dandenong Road and Hawthorn Road, Caulfield, and sections of the tram depot at Malvern, and also designed a depot for the Hawthorn Tramways Trust. The waiting shelter, a conservative design influenced by Victorian architecture, is based on the Melbourne City Council late 19th century standard cast iron verandah. It is of significance as an intact example of the cast iron type shelter and for its detail, including Corinthian columns and a 'rinceau' pattern cast-iron frieze. The shelter is largely in keeping with the original design and retains its integrity. The cast iron waiting shelter is also of significance as an unusual example of early twentieth century street architecture. This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Two photographs picture Mayor Brian Rudski and City Manager Graham Calder with a crowd of unidentified people present. One photograph and both copies are of the inscription on the plaque, with the wording identical to that of the handwritten note by R. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War.
