The Ballarat Junior Technical School Honour Board was unveiled on Saturday 17 June 1922 by Minister for Public Instruction, Alexander Peacock, in the presence of many parents, friends, students and staff. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. JAMES JOSEPH HIGGINS, was born in Dublin in 1821 and, at age twenty, emigrated via Liverpool in 1841 with his wife Ellen and baby daughter Margarete, on board the 'Intrinsic'. They lived in Little Lonsdale Street, Melbourne, for some years, where their son James John Clarke Higgins was born in 1850. JAMES JOHN CLARKE HIGGINS moved to Brighton East when he married Ruth Simmonds in 1873. The couple lived on Jasper Rd near the corner of Centre Rd for the rest of their lives, and produced eight children HERBERT JOHN HIGGINS was the sixth child born in 1886, to James John Clarke Higgins and Ruth Simmonds, and grew up in Centre Rd, Brighton East, now Bentleigh. He was renting and working a property on Jasper Rd from the time he was married in 1913 to Victoria Matilda Long, daughter of Charles John Long and Annie Matilda Allnutt. Herbert John bought his property on Jasper Rd in 1921. [Metropolitan Board of works plan 3220, Municipality of Moorabbin, shows that in 1928, Higgins Rd was planned (and probably built soon after). Herbert was a dairyman and market gardener. He bred and milked cows and sold milk, cream, butter and eggs to the locals. He supplied hay/corn to be made into chaff to J L Smith’s produce store. He also leased land from other farmers in the area and helped work their land. c1950 he sold the property in lots, some privately, others to the Municipality. Some lots became part of Hodgson Reserve, Higgins Road, Bentleigh, and another lot, the Bentleigh Bowling Club. Herbert and Victoria, known as Queenie, had five children between 1914 and 1928. The youngest Dorothy, who remembered sitting in this pram and later using it to carry papers, wood, vegetable etc., lived on the property in Jasper Road until her passing in 2016. Nicholas Caire was born on Guernsey in the Channel Islands in 1837. He arrived in Adelaide with his parents in about 1860. In 1867, following photographic journeys in Gippsland, he opened a studio in Adelaide. From 1870 to 1876 he lived and worked in Talbot in Central Victoria. In 1876 he purchased T. F. Chuck's studios in the Royal Arcade Melbourne. In 1885, following the introduction of dry plate photography, he began a series of landscape series, which were commercially successful. As a photographer, he travelled extensively through Victoria, photographing places few of his contemporaries had previously seen. He died in 1918. House just seen at left is No. 57 then home of the Butler family. To the right is No. 61, the Stevens family one. Further research: Betty Neil Smith (Stalker) was born in 1919 in Balwyn (Surrey Hills). She was one of 4 daughters of Alexander MacLaren Stalker (1885-1970/1973) and Charlotte Eleanor Hayward (1884-1953) who were married in 1911. Her sisters were, Betty Neil Stalker and Ruth McLaren Stalker (1913, Surrey Hills), Joan Winnock Stalker (1917, Surrey Hills) and Beatrice Mary Stalker (1919). Their mother Charlotte Hayward was a teacher prior to her marriage. Their father Alexander, an accountant, lived in Wattle Valley Road, Canterbury in 1910. From 1912-1931 they are listed at ‘Benwerrin’, (44) Wandsworth Road, Surrey Hills. This was later the home of Beatrice Mary and Howard Everard. Betty, Ruth and Joan later lived at 9/48 Wandsworth Road. The 1931 electoral roll has Olive Myra Butler (machinist), Herbert Arthur Butler (carpenter), Ernest Philip Butler (pastrycook), Mary Butler and Hilda Jarrett Butler (machinsit) at 59 Wandsworth Road ('Bona Vista'). The 1936 electoral roll has Hugh Joseph Stephens (fireman), Ada Agatha Stephens (HD), Mary Christina Stephens (dressmaker) and Sylvia Ada Stephens (dressmaker) at 63 Wandsworth Road. Hugh and Ada are at the address in earlier electoral rolls. It is presumed that these are the families referenced in the general information noted by Jocelyn Hall. The property was named 'Cliburn' after Cliburn in Westmorland (later Cumbria) where Mary Sneddon's mother, Mary Bird (nee Coulston) came from. According to the donor all their houses were given this name. William Sneddon (b.1875, Sandhurst - d. 1957, Deepdene) was a postman in Surrey Hills for many years. His father James (1833 - 1901) ran an estate agency in Surrey Hills started in the 1880s by his father, also James. William's wife was Mary Sneddon, nee Bird, (b. 1878 Bethunga; d. 1948, Surrey Hills); they married in Surrey Hills in James Sneddon's house on 12 November 1903. They had 5 sons and 1 daughter: John William 'Jack' Sneddon (b.1908 - d. 1957); married Mabel Creek. Norman Alexander Sneddon (b. 1910 - d 1989); married Eva Pearl Sampson. Alan Coulston Sneddon (b. 1914 - d. 1985); married Netta May Clow in 1941. Jean Isobel Sneddon (b. 1916 - d. 1976); married Clifford James Jenkin. Douglas Haig Sneddon (b.1918, Surrey Hills - d. 1973, Blackburn); married Myra Marjorie Clewett in 1945. Relationship with Alice Keane: According to the donor, Alice Ruby Dore married Herbert Keane. She was born 21/9/1901 and died 14/4/1926. Her entries in the Victorian BDM index give that her father was Henry Dore and her mother Sarah Ann Bird and that she was born in Neerim. She married Herbert Henry Keane in 1922; her death at the age of 24 years was registered in Heidelberg. According to the donor her young children Wallace and Phyllis were embraced by William and Mary Sneddon. William and Mary Sneddon are buried in Box Hill Cemetery. The donor Robin da Costa-Adams is related by her first marriage to the Sneddon family. Relationship with Bird family: Netta Sneddon was correct in that Alice Keane was likely a relative. The exact relationship is yet to be fully established. Alice's mother's name is given as Sarah Ann Bird (1873-1952) with birth at Tarrawingee; father John Bird and mother Sarah Ann Coburn (REF: Victorian BDM index). Her notice of marriage in The Age in 1894 states she is "the eldest dau of John Bird of Drouin, late of Box Hill and Talgarno." Has her mother's surname been misspelt? Is it Coulston? "The Australian Ski Year Book" was first published in 1928 by the Kosciusko Alpine Club and the Ski Club of Australia, which with the Kiandra Ski Club, were the oldest organisations for skiing in Australia. In later years organisations from Victoria, Tasmania and New Zealand were included. It was published on behalf of N.S.W. Ski Council, Ski Club of Victoria, Ski Council of Tasmania, Ski Council of the Federated N.Z. Mountain Clubs. It aimed to provide an annual record of the sport of ski running in Australia, and of events elsewhere which would be of interest to Australian ski enthusiasts. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing.
