The address is hand lettered in red and black ink and watercolour decorations include James Ross Briggs name in a scroll surrounded by sprigs of yellow wattle and a blue, pink and yellow decorative border. A red, paper seal has been placed beside the signatures of the Mayor, Town Clerk and Councillors. In so resolving, the Council is mindful of your lifelong association with the School in many capacities, and the distinguished contribution you have made to Technical and Further Education in this State. A student at this School from 1918 to 1920, you were elected to the Council in 1934 and have maintained continuous active membership for fifty years, serving also on the Ballarat C.A.E. Council. Fanny Swan (formerly Wood, nee Poole) came to Gippsland in the 1840s with her first husband, William Wood, where they became proprietors of the Shakespeare Hotel at Stratford. William Wood died in 1855, and in 1856 she married Samuel Swan. Together they acquired considerable property in and around Stratford. Samuel Swan died in 1880 at Stratford, and Fanny Swan died at Stratford in 1895.This illuminated address which documents the final payment for the Wesleyan Church building in 1892 has historic significance for Stratford Historical Society as it is located in the actual building. It also has social significance for the township as Mrs Fanny Swan was one of the earliest and best known business leaders in the area running the iconic Shakespeare hotel/boarding house for many years. It has aesthetic significance as an example of a illuminated address produced on a printing press with gold ink, rather than the usual handwritten form. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population.
