Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The Melbourne District Nursing Society (MDNS) Trained nurses (Sisters) are receiving their morning briefing from Matron D. Tupper before leaving their Headquarters at 39 Victoria Parade, Collingwood to go to their areas (districts) in the Melbourne suburbs to give nursing care to patients in their homes The Sisters averaged 30 calls a day each, mainly wound dressings; personal care, mostly sponges in bed; and injections (insulin and diabetes management). The Trained nurses of the Melbourne District Nursing Society (MDNS), later known as Royal District Nursing Service (RDNS), visited patients in their home and gave best practice care in many fields of nursing, and to people of many cultures, throughout its 130 years of expansion. Initial visits not only assessed the specific nursing situation but the situation as a whole. Their patients ranged in age from babes, children, adults to the elderly and referrals were taken from Hospitals, General Practitioners and allied Health facilities. Some of the care the Sisters provided is as follows: – Post-Natal care given to mother and babe, Wound Care following various types of surgery, accidents, burns, cancer, leg ulcers etc. Supervising and teaching Diabetic Care, including teaching and supervising people with Diabetes to administer their own Insulin, and administering Insulin to those unable to give their own injections. Administering other injections and setting up weekly medication boxes. The Sisters performed Catheterizations on adults suffering from conditions such as Quadriplegia, Paraplegia, Multiple Sclerosis (MS), Motor Neurone Disease (MND) and Guillan-Barre Syndrome, and when required at school on children for e.g. those with Spina Bifida. The Sisters visited those requiring Cystic Fibrosis support and care; those requiring Haemo-Oncology care, including visiting children at school; those requiring Home Enteral Feeding care, and those requiring IV therapy at home and home Dialysis. Palliative Care was given including pain relief with the use of syringe drivers, personal care as needed, and advice and support to both patient and family. The Sisters provided Stoma management to those needing Urostomy, Ileostomy and Colostomy care and those requiring Continence care. HIV/AIDS nursing care was provided; visits to Homeless Persons were made. Personal care was given to patients ranging in age and with varying mobility problems, such as those with MS, MND, Guillan-Barre Syndrome, Quadriplegia, Paraplegia, Acquired Brain Injury, to those following a Cerebrovascular Accident (Stroke), those with severe Arthritis and those with a form of Dementia. When necessary the elderly were assisted with personal care and advice given on safety factors with the use of hand rails, bath or shower seats, and hand showers. Rehabilitation with an aim towards independence remained at the forefront of the Sister’s minds and when possible using aids and instruction on safe techniques enabled the person to become fully independent. All care included giving advice and support to the patient and their Carers. ... Thomas J. Bath J.P.... papers Thomas J. Bath J.P. Thomas Bath came to Australia in 1849 ...The Australian Historical Records Society existed in Ballarat between 1896 and 1906. They were one of Australia's first historical societies, and were in the position to still be able to talk to early pioneers. They invited such pioneers to either submit letters or memoirs, or to address the Society's meetings, where their reminiscences were taken down in shorthand and later typed up. The Society also attempted to preserve memorabilia from Ballarat's early days, but on the disbanding of the group in 1906, materials were stored at the Ballarat Town Hall and were later lost. It is not known how the papers made their way to the then Ballarat Municipal Library, but they have been part of the Library's collection for many years.Thomas Bath came to Australia in 1849, establishing a butchering establishment at Geelong. He mined during the rushes at various sites, eventually coming to Ballarat where he established a hotel now known as Craig's Royal Hotel. He held the first publican's license on Ballarat (1854) and his hotel was known as The Ballarat, later changed to Bath's Hotel; after the sale to Mr Craig in 1857 Thomas Bath established his farm Ceres, at Learmonth. Thomas Bath was instrumental in the formation of Ballarat and was a champion of all public institutions. He died in 1901. The poster includes a cartoon by Arthur Jordan, with a conversation between an ailing man and a good man after baths visits. There are several reviews dating from 1906 to 1908 extolling the healing powers of the baths' waters. In February 1877 a Baths Company (1050 shares) was formed in the town of Warrnambool for the establishment of the baths at the south end of Gillies Street. The baths were filled with sea water from Lady Bay, originally pumped by a windmill situated near the current Surf Lifesaving Club and carried by iron pipes to the Public Baths; later the water was pumped by gas motor. Hot and cold fresh water baths were advertised. The gentlemen’s bath was 100 feet long and 50 feet wide, of graduating depth. A second bath, solely for ladies, was 60 feet long by 30 feet wide. Hot Sea-water Baths were also part of the institution, and were sought after for their ‘wonderful curative powers’, and ‘incomparable’ as a ‘tonic for the feeble’. In June 1881 the Hot Sea Baths were opened, and both hot and cold water baths were supplied at reasonable charges. Patrons came from near and far to receive the benefits. The manager of the Baths was J. Kirkpatrick. The Baths Company struggled for several years without success so in 1883 the baths were sold to the Borough Council for 1250 pounds. The original shareholders received nothing for their outlay; the overdraught was over the sale price. In May 1884 the Council announced that an estimated they has spent 1000 pounds in improving the baths since purchasing them and were now returning an income of 11 per cent. The poster promotes the healing powers of the hot sea water baths that were in use in Warrnambool in the late 19th century through to the early 20th century. The baths were a place for fitness, health and social activity, an example of the recreational activities during this period.Poster, black and white, mounted on card. James Redmond Gilbert (sr) was born in 1837 at Hamilton, Ontario, Canada. He married Ellen Spouse. He , James Gilbert died on 26 July 1900 at Melbourne, and is buried at Boroondara Cemetery (Kew). J.R Gilbert lived at Running Creek (later Havilah) for some time, and during that time was employed in one of the bigger mines in the district. This photograph is taken in the home of the lady and shows MDNS Sister J. Faust giving an injection, using a glass syringe, into the right upper arm of the lady. This type of syringe was re sterilized. These syringes remained in use until the mid 1960s when disposable plastic syringes took their place. The photograph is taken in the RDNS Education Department at 448 St. Kilda Road, Melbourne. Mrs. Gerardi and Mr. J. Psaros are Telephone interpreters. Sr. E. Comb is learning, by role play, how best to communicate with people who have limited understanding of English. The other Sisters are observing the role play. One Sister is wearing the RDNS winter uniform of a dark blue cardigan over a light blue/grey skivvie and V neck tunic style frock made of blue/grey herringbone winter material. Sr. Perillo is wearing the RDNS summer uniform of a short sleeve white blouse under a royal blue V neck tunic style frock. The RDNS logo is seen on the upper left of the frock. The other uniforms are a royal blue dress with white piping around collars.The Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS), later known as Royal District Nursing Service (RDNS), visited patients in their home and gave best practice care in many fields of nursing, and to people of many cultures, throughout its 130 years of expansion. Initial visits not only assessed the specific nursing situation but the situation as a whole. The RDNS Trained nurses (Sisters) visited patients from many different cultural backgrounds, and Education was given to their Sisters to assist them when speaking with the patients and giving them care. Their patients ranged in age from babes, children, adults to the elderly and referrals were taken from Hospitals, General Practitioners and allied Health facilities. Some of the care the Sisters provided is as follows: – Post-Natal care given to mother and babe, Wound Care following various types of surgery, accidents, burns, cancer, leg ulcers etc. Supervising and teaching Diabetic Care, including teaching and supervising people with Diabetes to administer their own Insulin, and administering Insulin to those unable to give their own injections. Administering other injections and setting up weekly medication boxes. The Sisters performed Catheterizations on adults suffering from conditions such as Quadriplegia, Paraplegia, Multiple Sclerosis (MS), Motor Neurone Disease (MND) and Guillan-Barre Syndrome, and when required at school on children for e.g. those with Spina Bifida. The Sisters visited those requiring Cystic Fibrosis support and care; those requiring Haemo-Oncology care, including visiting children at school; those requiring Home Enteral Feeding care, and those requiring IV therapy at home and home Dialysis. Palliative Care was given including pain relief with the use of syringe drivers, personal care as needed, and advice and support to both patient and family. The Sisters provided Stoma management to those needing Urostomy, Ileostomy and Colostomy care and those requiring Continence care. HIV/AIDS nursing care was provided; visits to Homeless Persons were made. Personal care was given to patients ranging in age and with varying mobility problems, such as those with MS, MND, Guillan-Barre Syndrome, Poliomyelitis, Quadriplegia, Paraplegia, Acquired Brain Injury, to those following a Cerebrovascular Accident (Stroke), those with severe Arthritis and those with a form of Dementia. When necessary the elderly were assisted with personal care and advice given on safety factors with the use of hand rails, bath or shower seats, and hand showers. Rehabilitation with an aim towards independence remained at the forefront of the Sister’s minds and when possible using aids and instruction on safe techniques enabled the person to become fully independent. All care included giving advice and support to the patient and their Carers. The Address in honour of the memory of the Late Fred J. Martell given 3/4/1938, President of the Adam Lindsay Gordon Memorial Cottage was delivered by Mr A.E.C.Kerr, President of the Adam Lindsay Gordon Memorial Cottage Committee, Ballarat. The photograph of Craig's Hotel Stables' sign is included as Adam Lindsay Gordon held the leasehold of these livery stables in 1867.Mr Martell made valuable contributions to the Ballarat community as one of the Founders of the Ballarat Art Gallery, Registrar of the School of Mines and was "really [the] founder" of the Lindsay Gordon Memorial Cottage. His ashes were scattered around the Cottage.8 pages with 3 illustrations and 2 title pages. The 3 black and white illustrations are of Fred J.
