In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Victoria Bridge is a riveted and welded steel Warren truss bridge over the Yarra River completed in 1884 to a design by Fraser & Chase following a controversial design competition held in 1880. Funds for the bridge's construction were provided by the councils of Collingwood, Hawthorn, Kew and Richmond. The contract was awarded to Mr P. Platt. Charles Rowand was officially appointed Supervising Engineer in 1883. The winning design was based on the theoretical work of William Charles Kernot (1845-1909) who campaigned for economy in public works design and the application of scientific principles in engineering. ... The bridge was widened in 1890 by the addition of a third line of truss on new piers on the up stream side to carry horse trams. Work commenced in 1914 to convert the horse tramway to an electric tramway by the Prahran & Malvern Tramways Trust, part of the Trust's extension of its tramway into the eastern suburbs between 1913-18. In 1915 the bridge was further strengthened to accommodate the extra weight of electric trams and widened by the addition of two six feet cantilever footpaths. During this period the Prahran & Malvern Tramways Trust erected two ornamental gantries over the roadway to support overhead wires for the electric tramway. Further widening and reconditioning of the bridge took place in 1933, including the addition of four new welded trusses, two intermediate and two on the outside. The latter were supported on new cantilevered truss cross beams attached to the top of the piers. Champagnat College Wangaratta was opened in 1955 by the Marist Brothers. The sheaf of wheat on the badge represents the agricultural nature of the region. The southern cross represents Australia, the open book represents learning and the Jerusalem crosses represent the Catholic / Christian heritage of the college. The Marist 'M' represents the values and beliefs of the Marist Brothers, especially their devotion to Mary, the Mother of God. Maroon woolen boy's cap with gold and maroon braid trim on the peak. Cap is sewn in eight segments with cloth covered button at peak. Black cotton lining with circle of cream cotton in the centre where details of maker and owner are recorded. A yellow and maroon metal badge with gold detail is sewn to the front of the cap at four points. The words CHAMPAGNAT and DIEU ME VOIT are on the badge. Metal badge has Champagnat, the name of the college. Dieu Me Voit was the college motto. There is a sheaf of wheat, an open book, Marist Insignia 'M' and two Jerusalem crosses are also on the badge. Inside the makers were Philip Joseph and Son, Melbourne. It was made for Callenders Pty Ltd Wangaratta. Size is 6 5/8. Two owner's names: Original owner M.J. Monga or Mongu and Mongan has been written above this. Cap has information 'Improved fitting',' Pure wool,' 'Guaranteed Quality' and 'Genuine Flexite Peak.'

The Halfway Hotel was built c1871. It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway.
