Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The Royal Warrant assigning the Armorial Bearings to Victoria was signed on the 6th June, 1910 by King George V. The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. This preliminary report relates to 32½ acres of council owned land in West Warrnambool bounded on the North by McMeekin Road, on the East by Scott Street, on the South by Evans Street and on the West by the rear boundaries of properties facing Landmann and Granter Streets. In 2010, West Warrnambool was the largest of Warrnambool’s existing industrial areas, comprising approximately 109ha of industrial zoned land, the majority of which (101ha) is zoned IN1Z, with the remainder zoned INZ3. The area comprises a mixture of lot sizes supporting a diverse mix of industries. Larger parcels are occupied by the abattoirs, scrap metal industries, freight, the Council Depot and storage. Mr John P. Adam was a member of the Kew Presbyterian Church. He was born in Scotland and came to Australia at the age of 13 when his father was appointed Professor of Divinity at Ormond College. John Adam studied law and commenced practice in 1924. He served on the Council of the Law Institute of Victoria and was President in 1949. He gave a lifetime of service to the Presbyterian Church of Victoria and Australia. He was law agent of the Victorian Church for 20 years and was foundation Convenor of the Donald Cameron Homes Committee for elderly people. He was a member of the Council of Presbyterian Ladies' College for 20 years and Chairman from 1958 to 1965. He was also a member of the Ormond College Council. He was an active member of the Kew Presbyterian Church , serving on the Board of Management and Session for 47 years. Reforms introduced created 78 new councils through amalgamations. 1973 comprehensive statistical survey of likely numbers of Legatees, widows and children projected for 15 years, by W.K. Roberts, an Actuary at AMP, Melbourne. This was commissioned in order to consider the future of Legacy at a meeting in Hobart on March 24, 1973. The paper is identified as Appendix E, but the document it is appended to is missing. For the first time figures included the post 1945 conflicts, making the decline in child numbers more gradual, increasing the widow numbers more steeply, and predicting that Legatee numbers would be maintained until 1983 with the caveat that their capacity would change as they aged. Annie Halfey (nee Marston) was the daughter of Carlington George E. Marston, a chemist of Smith Street, Collingwood. Marston had extensively speculated on land in Kew and in this way had made his money. Marston was the owner of 'Wimba' in Cotham Road, having purchased the house in 1879. Annie Marston married the eminent Victorian pioneer John Halfey, and together they made their home at Ordsall (later Southesk) in Cotham Road, Kew. She died in March 1909. The Court of the Solitary Knight was reformed in the Province of Victoria and Tasmania at an inaugural Meeting held at the Church of All Nations, Carlton on 28th March, 1973, with a foundation membership of 25 companions. The Methodist Order of Knights was the official youth organisation of the Methodist Church of Australasia. It originated in Hurstville, NSW, on the 4th October 1914 by the then Mr and later Rev Alex Bray. Alex Bray was a Sunday School teacher and spoke to his class of the Knights of the Round Table. In 1917 the Order of Knights was officially recognised by the Sunday School Dept of the NSW Methodist Conference. Courts spread thoroughout Australia. In 1927 the High Court of NSW called for designs for a badge and in 1929 the General Conference of the Methodist Church of Australasia recognised the Order as an approved Organisation. In 1938 the Senior Section was organised into Degrees of Sincerity, Service and Sacrifice; the Junior Section into Pages' Degree with advancement to Esquire. In 1954 the Junior Section was reorganised into two groups: Pages 8 to 11 years and Esquires 12 to 15 years. The Knight's Motto: "Live Pure, Speak True, Right Wrong, Follow Christ the King, else wherefore born?" Courts of the Order: General Conference Department of the Christian Education - General Court - Provincial High Court - District Court - Local Court - Senior Court - Intermediate Court - Junior Court . Regalia: All members of the Intermediate and Senior Courts wore regalia consisting of a cloth shield superimposed by a cross of light and dark blue ribbons, and supported by a cloth collar. Esquire and Degree of Sincerity regalia: White collar and white shield. Degree of Service regalia: Green collar and shield. Degree of Sacrifice: Scarlet collar and shield. District Court regalia: Blue collar and gold shield. High Court regalia: Gold collar and purple sheild. General Court regalia: Purple collar and shield. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. NOTE: - at least three vessels in Victoria were named Lady Loch; a river launch (ca 1884-ca 1916), a steamer ferry (1884-1920s) and a government steam lighthouse tender HMS Lady Loch (1886-1962)The photograph of the Lady Loch pleasure steamer represents the social and recreational activities of late 19th-century people from Warrnambool and the local district. It shows an example of the pleasure craft of that era. The history of the Lady Loch includes the history of fishing and boat hire businesses of that period. This is a study of Melbourne Legacy by the author William Paul Healy, from April 1973 to March 1975. The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service.
