This photograph was given to Horace Lawson on the occasion of his retirement in 1918 as Town Clerk of Warrnambool. The photographs are of the Town Clerk, the Town Surveyor, the Mayor and Councillors in June 1918. The Mayor, William Swinton and the Town Clerk, Horace Lawson are in civic robes. Horace Lawson had a distinguished career as the Town Clerk of Warrnambool from 1893 to 1918 (which is actually 25 years, not 30 years as stated on the photograph). Lawson was a keen cyclist and a member of the Warrnambool Volunteer Army Corps. He left Warrnambool in 1918 to take up the position in Melbourne as Secretary of the Municipal Association of Victoria. The photographer, Arthur Jordan, working in Warrnambool at the end of the 19th century and in the early 20th century, was well-known, particularly for his photographs of civic affairs. This photograph is of considerable interest as it concerns the retirement of Horace Lawson, an influential and highly-respected municipal officer in Warrnambool at a time of great growth in the town/city.This is a black and white photograph in a wooden frame with a heavy card inset and glass covering. The glass is broken at the right hand corner. On the back is a wire piece for hanging the photograph. The photograph is of 14 men with the names and inscription included.Presented to Mr. H.E. This book, a de-luxe copy, was given to John Dwyer as the Chief President of the Australian Natives Association from 1938 to 1940. The Australian Natives Association (A.N.A.) was established in Melbourne in 1871 as a benefit society. Originally membership was restricted to white men born in Australia. The A.N.A. was influential in Australian politics, especially in the 1890s when it campaigned vigorously for Federation. In 1993 it merged with Manchester Unity I.O.O.F. to form Australia Unity, for many years the largest benefit society in Australia. The annual Victorian Conference of A.N.A was held in Warrnambool in 1931. John Beynon Dwyer (1904-1999) came to Warrnambool in 1937 and assumed control of the legal practice in Kepler Street of Desmond Dunne, retiring in 1984. J. B. Dwyer was a long-serving City Councillor (1937-1975) and was awarded an O.B.E. for municipal service in 1966. This book is of considerable importance as it was a presentation copy given to John B. Dwyer, a prominent Warrnambool lawyer, when he retired as Chief President of the Australian Natives Association in 1940. This is a soft-cover book of 92 pages. It is a de-luxe edition with a green leather cover with gold printing on the front. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. This booklet commemorates the 100th anniversary of the proclamation of the Shire of Warrnambool. The original proclamation was read from the Government gazette 13/12/1863 Pg 2958. This follows from being proclaimed a roads district in 1854 which was then partly portioned and proclaimed the Municipal district in 1855. Portion of the shire was again annexed to the city in 1955. The Warrnambool shire covers the area on north east and western sides of the city of Warrnambool covering approximately 600 square miles and has a rich history of farming and dairy products. A program which commemorates 100 years of the shire of Warrnambool. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. The Potosi was built in Scotland in 1873 by John Elder and Co.It was a cargo/passenger iron screw steamer and sailed from 1880-1887 under the Orient Line Australia service. Samuel James Lynn was born in 1865 in Coleraine, Northern Ireland. Sam left his home in Coleraine in 1883 at the age of 17. (More information in O.D.H.S. newsletter No. 91 September, 2012 by Margaret Hollands) Samuel Lynn was a well-known Orbost pioneer. Ho owned much property throughout the district , bred Clydesdale horses and fattened about 600 cattle. He was in great demand as a judge of both cattle and horses at agricultural shows in Victoria and interstate. He was a shire councillor for 30 years and president several times. He took a great interest in the sporting clubs of the town and played cricket until late in life. He was goal umpire for the local football team for many years, judged for the Orbost Racing Club and was the first president of the Orbost Bowls Club. He was also a member of the first municipal band. This photograph was published in "The News" on Friday, January 11 1974. Those in the photograph are : L -R Stan Reed, Ted Smith, Alf Barling and Major General Sir Rohan Delacombe (Governor of Victoria). They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. William Ward 1820- 1908 was born in Norfolk and emigrated with his wife Ann Ostler aboard the SS Kent in 1853. The voyage took 77days. William Ward JP was a prominent figure in East Brighton . William was elected to the Moorabbin Road Board in 1863, JP at Cheltenham Court, and Shire President 1875-82. He was appointed Post Master at East Brighton in 1865 and held the position until his death in 1908. William's Municipal career extended over 30 years and the 'Southern Cross Newspaper Brighton paid him tribute in the obituary January 25th 1908. William and Anne Ward had 10 children but only 5 survived. Elizabeth Emma Ward 1963- 1921, their eldest child, married Henry Box 1839-1913 and they had 9 children but 2 died in infancy. Henry Box purchased land in Tucker Road East Brighton (Bentleigh) 1870 to establish a market garden .
