The Australian Nursing Federation Victorian Branch implemented the 'No Lifting' (now 'safe patient handling') policy in March 1998. The aim of the policy was to introduce in Victorian healthcare settings an approach to patient handling whereby the manual lifting of patients would be eliminated or minimised wherever possible. This Branch policy and strategies to implement it were a response to high incidence of back pain and workplace injury amongst nurses. Button distributed to and worn by Australian Nursing Federation (ANF) members and staff as part of a 2006 campaign protesting the controversial 'WorkChoices' federal industrial relations laws that were introduced by the Liberal John Howard government in 2005-2007. These laws saw the weakening of unfair dismissal laws, giving employers significantly more powers to strip existing rights and wages away. The laws were repealed following the election of an opposition Labor government in 2007 under Kevin Rudd. The 'Howard Target Nurses' campaign was featured in ANF Victorian Branch newsletters around late 2006. During this period, a number of enterprising bargaining agreements were set to soon expire, leaving nurses vulnerable to have rights stripped away under the new IR legislation. A large campaign began, with rallies across the state of Victoria. The August 2006 Branch newsletter featured images of the Tandberg 'Howard targets nurses' design on placards, shirts and badges worn by nurses at these rallies. The Sister-in-Charge, Florence Lee-Archer, and a Trained nurse (Nurse) are about to leave the Melbourne District Nursing Society (MDNS) Nurses Home at No. 5 Royal Terrace, Nicholson Street, Fitzroy to visit patients. The MDNS moved into these larger premises at No. 5 Royal Terrace, Nicholson Street, Fitzroy in May 1904. This establishment was their Headquarters as well as the Nurses Home. Sister-in-Charge Florence Lee-Archer and five Trained nurses, known as 'Nurse' in those days, were employed by MDNS at that time to visit and give nursing care to the poor in their own homes. In 1885, 50 years after Melbourne was founded, it was recognized that nursing care was needed for the sick poor in inner Melbourne. The Melbourne District Nursing Society (MDNS) was founded in February 1885 with one Trained nurse, called 'Nurse' in those days, and a second employed six months later, working in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care and liaised with Doctors. They provided high quality nursing care; educated their patients in the curing and prevention of disease and teaching the importance of cleanliness, fresh air and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. They supplied equipment on loan, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing blankets and clean bed linen, and nightdresses as necessary. Trained midwives began home births in August 1893 taking midwifery bundles and providing clothes for the babe as needed. The Nurses provided nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. The Nurses were becoming exhausted, particularly in the heat of summer. Permission to use bicycles was given to them in 1898 and the Society decided to purchase their own in 1903. A business man offered ‘new free wheel’ bicycles at £13 each, which included maintenance for one year. Bells and wooden frames were added at a cost of £5 per frame so the Nurses could carry extra equipment. Nurses bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week, and if patients could not arrange to have it collected, the soup was delivered by the Nurses on their bicycles. Their use caused a change in uniform, with white pith helmets, and veils covering them and tied under their chins, now being used and straw hats in summer. In 1904 the Society relocated to rented premises at 5 Royal Terrace, Nicholson Street in Fitzroy. In 1913 a nurse had her ‘board and residence, uniforms, bicycles and laundry expenses’ provided and was paid £50 a year for her first six months. At the end of a year her salary was increased by £5, and later she earned £60 a year. Nurse A. Watt was a registered Nurse who owned the Cheltenham Nursing Home, located up on the hill, at 200 Charman Road Cheltenham c1900. With Dr. Fleming Joyce, she brought many local identities into the world. Len Allnutt recalls that his brother, Ray, was born there in 1924. Nurse Watt had an excellent reputation for her care and ability in the local area. One recorded event was when in November 1910 Constable Edwards was shot by his son David, at his police house, after an episode of domestic violence involving Constable Edwards long suffering wife - the mother of David. Const. Edwards was first taken to the Police Station, but later taken by Shire ambulance to Nurse Watt's Cheltenham Nursing Home. At 8pm, Edwards was operated on by Dr. Joyce and Dr. Weigall. Despite the surgery, Edwards died the next day of haemorrhage and shock. David was convicted of manslaughter. Dr A Fleming Joyce was the Shire Medical Officer c1914 - 1930. Nurse Watt bequeathed her Estate to the Methodist Church. ( H. Mary Beatrice Josephine Maggs (1892-1960) came to Australia in 1914 and was a governess for Mr Alfred Rutter Clarke at his mansion "Merriwa" on Orrong Road, Toorak. Mary returned to England in 1919 and furthered her studies in nursing. This photograph is a record of Head Nurse, Sister Lee-Archer, and her staff of six Trained nurses, 'Nurses', of the Melbourne District Nursing Society (MDNS) outside their new Nurse’s Home and Headquarters rented at 5 Royal Terrace, Nicholson Street, Fitzroy. This black and white photograph is taken in the Education Department at the Western General Hospital where the Student nurses are doing their nursing training. Trained nurse (Sister) Nan Deakin, RDNS Nurse Educator, is checking information written by one of the Student nurses following a lecture she gave the students on Community Nursing. Following their time in the Education Department, the Student nurses will go to an RDNS Centre to receive education in the field from an RDNS Sister working in the community. During their training, Student nurses from several hospitals either attended the Royal District Nursing Service (RDNS), Education Department, or, a RDNS Nurse Educator travelled to the appropriate hospital’s Education Department to educate the Trainees on District nursing through the RDNS Community Nursing Program. Following the lectures Students went to a RDNS Centre and each student accompanied a Trained nurse (Sister) for a week observing and gaining knowledge on all facets of nursing care in the home. This gave them an insight into the home conditions and situations patients faced after discharge from hospital. This 1890s photograph shows the early uniform worn by Melbourne District Nursing Society (MDNS) Trained nurses, (known as 'Nurse', in those days), when visiting patients to administer nursing care.The Nurse is speaking with a patient who is sitting in his back garden. It shows the style of clothing and the rear of a weatherboard house of that era. In Melbourne in 1885 it was recognized that skilled nursing was needed in the inner city to care for the sick poor in their own homes. On the 17th of February a meeting was held with prominent Melbourne citizens, five gentlemen and fourteen ladies. ‘Dr. Caffyn and Rev. Charles Strong explained the objects and scope of District nursing Societies that had been formed in other towns’ in UK. On that day the Melbourne District Nursing Society (MDNS) was founded, the first District Nursing Society in Australia. Subsequent meetings were held to form a Committee and to draw up a Code of Rules of the Society. They provided high quality nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. They educated their patients, and their Carers, in the curing and prevention of disease; teaching the importance of hygiene, cleanliness, ventilation and good nutrition. They taught them, by verbal instruction and demonstration, how to make poultices, to make and apply bandages, apply medical appliances such as splints; and the Nurses supplied milk, beef tea and cooked soup when needed. As the work increased a third Nurse was employed but this was arduous work, particularly in the heat of summer and many Nurses only remained with the Society for several months. This photograph was taken four years after bicycles were purchased by the Melbourne District Nursing Society (MDNS) and is a record of the first mode of transport used by their Trained nurses, and a record of the change of head ware needed now bicycles were in use. The uniforms were grey with white collar, belt and cuffs and a red Maltese cross was in the centre of the pith helmet. Prior to the use of bicycles the trained nurses walked to their patients and had become exhausted, particularly in summer. The bicycles were a solution to this problem, and now they could visit more patients and the Society's areas (districts) could be extended. In February 1885, 50 years after Melbourne was founded, it was recognized that nursing care was needed for the sick poor in inner Melbourne. The Melbourne District Nursing Society (MDNS), the first such Society in Australia, was founded with one Trained nurse, called 'Nurse' in those days, and a second employed six months later. They worked in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care. They provided high quality nursing care; educated their patients in the curing and prevention of disease; teaching the importance of cleanliness and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. A business man offered ‘new free wheel’ bicycles at £13 each which included maintenance for one year. Bells and wooden frames were added, at a cost of £5 per frame, so the Nurses could carry extra equipment. Nurses’ bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week and if patients could not arrange to have it collected the soup was delivered by the Nurses on their bicycles. This is the first photograph taken of Trained nurses, who worked with the Melbourne District Nursing Society (MDNS) and has been kept in their Archives (now RDNS) since that time. The photograph, taken about 1892, records the uniforms worn by MDNS Nurses in that era, and records images of Nurse Kennedy, who commenced with the Society at the end of 1891, and worked in the Western District of the CBD until the end of 1893; and Lucy Smith who worked in the Eastern District of the CBD between April 1892 - June 1893 when she left to get married. Nurse Smith trained at the Nightingale Training School for Nurses at St. Thomas's Hospital in London, the first professional nursing school in the world and as such she was given the position of the first 'Head Nurse' at MDNS. Though Florence Nightingale never worked at St. Thomas’s she did form the curriculum for the nurses training and received regular reports regarding the probationers, as well as receiving the nurses in her home during the latter part of their training. According to Lucy's family she met Florence Nightingale. The photograph shows two of the three Trained nurses employed by MDNS at that time. All Nurses employed by MDNS from its inception in 1885 were trained and received their qualification in a Hospital, but in those times were called 'Nurse'. In 1891 the first Nurses Home was rented for 1 year at £65 per annum at 66 Cardigan Street, Carlton; Nurses wages were now £60 per annum. A Doctor gave lectures from the Home to the public on the understanding and prevention of diseases. The Society decided to commence a Midwifery Service and Nurse Fowler, who had previously worked for the Society, was re-employed as their first trained Midwife. She began home births in August 1893 giving them Ante Natal care, taking midwifery bundles and providing clothes for the babe and mother as needed. Following birth, she gave Post-natal care to the mother and babe twice a day for three days and then daily for a week, and longer if required. She resigned after twelve months and Nurse Wilkie was appointed to the position. As well as walking, the nurses used Public transport in the limited areas it ran, though a taxi was used by the Nurses and Midwife in emergencies and at night. This is a photographic record of Matron Beatrice Williams and the Trained nurses, (Sisters), of the District Nursing division of the Melbourne District Nursing Society who worked in the community give nursing care to patient's in their homes. Their uniforms are grey and the Maltese cross on the Sisters hats is red.From its earliest years when Melbourne District Nursing Society (MDNS) began to wear uniforms the chosen colour was grey, though the style changed throughout the years as fashions changed from the late 1800s through to the 1970s. The Trained nurses (Nurses), firstly wore long grey frocks and a white cap with a long white tail hanging from the centre back. When bicycles were introduced in 1903 the headgear changed to a white pith helmet adorned with a red Maltese cross in the centre front. This was held on with a veil going over the hat and tied under the chin. Over the years there were complaints that the veils became wet in the rain and they asked for a change of uniform, but this did not happen until 1921. Later the Nurses complained their skirts became wet when riding their bicycles in the rain and asked, when raining, to be able to wear breeches and gaiters. This was granted provided they wore aprons when attending patients. It was not long before the uniform changed to a shorter length grey frock, red cardigan, grey coat and grey brimmed hat; later changed to a peaked grey hat. In 1966 MDNS were granted Royal patronage. Now as Royal District Nursing Service, RDNS, the uniform was redesigned and colour changed in 1971. By 1972 the Trained nurses (Sisters) were wearing the new winter uniform of a blue/grey skivvie under a V neck tunic style frock made of blue/grey herringbone winter material with the RDNS insignia on the upper left, and a beret of the same material. In summer the uniform became a royal blue V neck tunic style frock, with the RDNS insignia on the upper left, worn over a short sleeve white blouse. A royal blue peaked hat with the RDNS insignia in the centre front was worn at first and then only worn on official occasions. Royal District Nursing Service (RDNS) Nurse Educator, Sister Nan Deakin, after teaching the RDNS Community Nursing Education program to the Western General's two Student nurses is introducing them to Sister Ellen Anderson, Supervisor of the RDNS Footscray Centre. Sr. Anderson will arrange for the Students to go on District nursing visits with RDNS Trained nurses (Sisters) from Footscray Centre who administer nursing care in the community. The RDNS logo is seen on the upper left on both uniforms.During their training, Student nurses from several hospitals either attended the Royal District Nursing Service (RDNS), Education Department, or, a RDNS Nurse Educator travelled to the appropriate hospital’s Education Department to educate the Trainees on District nursing through the RDNS Community Nursing Program. Following the lectures Students went to an RDNS Centre and each Student accompanied a Trained nurse (Sister) for a week observing and gaining knowledge of all facets of nursing care in the home. This gave them an insight into the home conditions and situations patients faced after discharge from hospital. During 1971 there were 584 student nurses who received field experience with RDNS. The first Nurse worked east and west, between Victoria Parade and Flinders Street and, north and south, between Spencer Street and Spring Street. When a second Nurse was employed they divided this area at Elizabeth Street so each Nurse could attend to patients in the same area giving continuity of care. As the Society expanded, becoming Melbourne District Nursing Service, then, with Royal patronage, Royal District Nursing Service (RDNS) many Centres were opened throughout the Melbourne Metropolitan area and outer suburbs. The District nurse's areas (districts) grew and were divided within Shire boundaries for e.g. Knox 1, Knox 2, Knox 3, Knox 4, within the area of the Shire of Knox. A map covering the Centre’s Districts was attached to a wall, and its different colour pins identified streets where patients lived who were currently receiving nursing care from the RDNS Trained nurses (Sisters) working in these areas (districts).On the far left of this black and white photograph is a male Student nurse, who has collar length, straight dark hair.
