Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett. The Portland Social Amusement Club was founded in 1897. Taken from Trove. Portland Guardian Monday May 26 1913: Portland Social Amusement Club. The members of the above Club celebrated the 16th anniversary of its foundation on Tuesday evening last, when the usual banquet. and social gathering was held. During the afternoon, a numerous band of the lady members attended at the, Free Library Hall and made the necessary arrangements, so that on arrival at the scene at 8 p.m. those attending were very pleasurably surprised to find most taste fully decorated tables actually groaning with the weight of all those good things which appeal so strongly, it is said, to the average man, and perhaps we may also add, woman also. At any rate, he would indeed be hard to please, who was not fully satisfied with all that was placed before him on that eventful evening. The attendance this year overtopped that of previous years, as over 80 ladies and gentlemen took part in what must be considered as one of the most successful of the many 'successful gatherings that have taken place. This 16th anniversary was the 431st ordinary gathering that had occurred, and, as the President (Mr. F. A.Row) justly said, it would appear that the Club, which many years ago was given but six months live, had proved the falsity of the attempted prophecy. After the principal business of the gathering had been transacted, the usual Club dinner speeches were made. The President gave "The King," which after being duly honored, was followed by the principal toast of the evening, "The day we celebrate." To Mr D. McDonald the toast of the Absent and Foundation members was entrusted, and as usual, that veteran discharged his duty well. II i cferred to the fact that of the 34 foundation members who started the Club in 1897,only five were present that evening. Mr W. T. Bennett, as one of the five referred to, responded, and hoped that in the glorious future that appeared before Portland, the Club, which had been started in the days of its adversity, would flourish in a like manner. Mr Grant proposed the toast of "Our Visitors." and in the name of the Club welcomed them to this the most important gathering of the year. Mr J. R. Woods responded in his usual happy way, and acknowledged that, until he had been the Club's guest during the years of his mayoralty of the town, he had no idea that it had enrolled among its members the number of ladies and gentlemen that it had or that its functions were upon the scale that he had since found to be the case. Mr G. H. .ennett upheld the claims of the ladies, especially those belonging to the Club. He evidently spoke with much feeling, and. waxed more than usually poetical in his eulogy of the graces and skill of the gentler sex. He rather upset the equilibrium of three of the younger portion of the gentlemen present by asking them to respond, but they all managed to "upstand" and make their acknowledgments. Mr T. F. Cruse was particularly happy in proposing the toast of. "The President and Members of Committee," who, he claimed, had done so much towards the success of the Club, and were deserving of the best that the members could give. Mr T. E. C. Henry, upon the invitation of the .President, responded,-end pointed out that [whilst it might appear that the work of the committee was light, it was not so in reality, as any member who desired a seat upon the Board would soon find out after.his or her election. The singing of Auld Lang Syne brought this portion of the entertainment to a close. In the dance which followed, some opportunity to view the ladies' dresses was afforded, and it could then be easily seen that the anniversary gathering of the Club was considered by the lady members at least, if not .by others, to be important enough to demand special treatment in the matter of dress. Many elaborate and beautiful costumes graced the scene, and everyone appeared to thoroughly enjoy themselves. The function was kept going merrily until about 2 a.m.; when the break up occurred. During the gathering telegrams of con gratulation were received from Mr W. B. Shevill and also from Mr Jno. Homers, both old members, the former a foundation one. This item is an invitation to a dinner given by the Shire President and Mrs Hugh Cameron for the State Governor and Lady Fuller to be held in the Orbost Shire Hall on November 19, 1912. The governor and his wife left Melbourne on November 14 on a visit to East Gippsland. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. (more info. in O.D.H.S. newsletter -Tambo Shire) The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres (3,608.9 sq mi), and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. On 2 December 1994, the Shire was abolished, and merged with City and Shire of Bairnsdale, Shire of Tambo, most of Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This item is associated with Orbost Shire Council which no longer exists. It is also associated with Hugh Cameron.A small menu on a cream folded card with blue print. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Research by L.P. The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921! The Ballarat Junior Technical School Cadet Team, which was very successful in the competitions recently held at Colac, hopes to be able to compete in similar events at Maryborough. Mildura, and St. Arnaud, but unfortunately they have no funds available for the purpose. An appeal is to be made to the citizens of Ballarat to assist them in defraying the cost of their participation in the competitions at the places mentioned. Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Steane (head master of The Junior Technical School) presided. After the toast of the King, Mr Middleton proposed, and Mr H. Smith supported, the health of the team and their instructor, Lieut. H. Wakeling, who suitably responded. The toast of the High School team was proposed by Mr. R. Cutler.; and Lieut D. Miller responded. The cup won at the recent competitions was then handed over to Mr - Steane; in accepting the trophy, said he was pleased to see swell a clean, sportsmanlike spirit between the rival teams.
