.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The Pavillion was an extension to the Eltham Living and Learning Centre which was opened 8 October, 1994 In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. The pamphlet documents the agenda for the Ruyton Girls' School athletics sports carnival hosted at Glenferrie Oval on Wednesday, 26 April 1950. The program outlines a series of activities to be undertaken by junior and senior school students (including day girls and boarders), including crossball, potato sack race, hockey dribbling, egg and spoon race, relays, baseball throwing, and obstacle courses. Each sport is divided into age brackets including under 14, under 16, and 16 and over. The pamphlet also acts as a scorecard, featuring columns for recording results, points scored, progress points and times. Ruyton Girls' School has an exceptional reputation in school sport. The School is a member school of Girls' Sport Victoria (GSV), a large sporting association involving 24 independent girls’ schools in Melbourne. Girls in the Senior School have the opportunity to compete in a range of sports over the four terms and at three major carnivals; Swimming and Diving, Cross Country and Track and Field. Ruyton also has a very successful Rowing program and participates in the Victorian Interschools Snowsports Championships.The record has strong historic significance as it gives insight into the House system at Ruyton Girls' School; in particular, how the House system is used in a sports context. In the early 1920s, Ruyton was settling into its new home at Selbourne Road, Kew. At the time, students were arranged by their form (or year level) for lessons and other school activities. A collection of eight emblems and mottoes for each form group was published in the Ruytonian December 1922, although the genesis of each were left unexplained. With enrolments continually growing, Principal Miss Hilda Daniell felt a new basis of organisation would benefit students, giving them a broader outlook and something bigger to work for. She took inspiration from tradition and implemented a House system. The House system was adopted at Ruyton in September 1924 to "provide a new kind of co-operation and competition among the girls, especially in Sport." There were four houses, three of which were named after early Principals: Anderson, Bromby and Lascelles. There was also the School House, initially for boarders only. Some time after the publication of the Ruytonian in April 1928, the School House was renamed Daniell House, and had opened up to day girls. The account published by the newly formed Daniell House in the Ruytonian December 1928 reads, "we are rather bashful in presenting this account of our doings, for we are conscious of our newness. Our house has now the honour of being known as Daniell House." Four of the original eight form emblems were adopted by the new Houses, while the others were discarded. According to former teacher and author of the centenary history of Ruyton, Ms Majorie Theobald, the House system "gave a new focus for all competitive sport, which had previously been organised on a rather inequitable basis." The colours chosen for the Houses were cherry red for Anderson, royal blue for Bromby, gold for Lascelles, and pale blue for School (later Daniell). New students starting at Ruyton from Prep onwards are allocated to one of the following Houses with consideration to family connections and balance of numbers. The Eltham Living and Learning Centre, with around 2000 participants a year, began in 1975 as one of the first Community Education Centres in Victoria. Classes ranging from macramé to wine making to environmental living have enriched the lives of thousands of people through the generosity of tutors sharing their skills free of charge. The centre’s heart is the brick cottage, built in 1858 by tanner John Pearson. He bought the three and a half acre (1.4ha) allotment fronting Maria Street (now Main Road) and stretching down to the Diamond Creek. The allotment formed part of a 316 acre (127.8ha) subdivision, owned by Josiah Holloway, called Little Eltham, north of the original Eltham Reserve.1 The allotment then passed through the hands of several speculators before it was sold to Pearson for £100 in 1857. Mr Pearson’s children attended the Eltham Primary School from 1864 to 1867. But creditors took possession of the property when his tannery folded in 1867. It was then sold to publican Benjamin Wallis, who owned the Eltham Hotel at the corner of Pitt Street and Main Road. In 1899 the property was bought by Richard Gilsenan, who became acting head teacher of the Eltham Primary State School in 1906. In the 1950s, retired engineer Dr Alfred Fitzpatrick and his wife Claire bought the property, and made structural changes. Claire, a journalist and community campaigner, modified and built pens for goats and poultry, a stable, a garage and planted fruit trees and a vegetable garden. In the early 1970s a young woman called Carina Hack approached Gwen Wesson at the Diamond Valley Learning Centre (Victoria’s first Community Education Centre) about starting a community centre. Following Wesson’s suggestion, Hack spoke to Shire President Alistair Knox ‘one bleak rainy afternoon, sipping hot drinks and discussing life’.2 Eltham Shire Councillors Frank Maas and Don Maling proposed a community activities program and the council received a $50,000 Commonwealth Government Grant for this venture.3 The Fitzpatricks sold their property to the council and moved next door and Claire taught at the new centre, which Hack named. Eltham obviously wanted such a centre as Hack recalls. ‘During the next two months we had about 50 volunteers working day, night and weekends, scrubbing down, plastering and painting walls, replacing floors, repairing fences, recycling furniture, sewing curtains and cushions, donating furniture, toys, equipment, clean-ing and gardening…’4 The first enrolment day saw a queue stretching up the driveway nearly to the gate and the first sessions attracted 270 people a week. Soon the outbuildings were converted into pottery studios and a large workshop. From 1979 the Eltham Art and Craft Market was held in the centre’s grounds and the Friends of the Centre ran it from 1980. A former program coordinator, Margaret Johnson, remembers enrolment day in the late 1970s and 1980s, when hundreds of people would queue – and some even camped overnight! Overnighters were greeted in the morning with fresh tea and toast. Another tradition was The Enrolment Day Cake with Recipe, given to volunteers. ‘One happy Enrolment Day fell on February 14 and let’s just say that St Valentine found some willing participants, paying $2 for a kiss.’5 Meanwhile the participants’ children could play at the Council Eltham Lower Park house in Hohnes Road, later in Susan Street. But the centre has had difficulties too. In 1990 a fire destroyed the stable and the police suspected arson. However the pavilion was built in its place.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Thousands of elderly people at this centre have contributed much. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p161 Thousands of elderly people, who have contributed much to Nillumbik and beyond, have made their home in the treed Eltham Retirement Centre. The centre, which opened in 1956, has housed the disadvantaged in particular, through good times and hard, including floods, fire and even burglaries. As part of the Melbourne Citymission, a non-denominational Christian organisation that cares for people living with disadvantage, the centre was built to celebrate 100 years of the Melbourne Citymission’s work since 1854.1 Standing on a former poultry farm called Willandra (Still Waters), the centre includes independent units, hostel, nursing home accommodation and a Day Therapy Centre, which is available for non-residents as well.2 Despite being metres from the busy Main Road and railway station, the centre provides a quiet oasis on 6.8 hectares bordered by the Diamond Creek to the west, and the railway line to the east. The centre was originally named Judge Book Memorial Village after Judge Clifford Book, Deacon of the Collins Street Baptist Church. Book was also President of the Baptist Union of Victoria and Grand Master of the Masonic Lodge. He was so respected that, at his death, several Pentridge prisoners asked to attend his funeral. In 1993 the centre’s name was changed to clarify that it was part of the Melbourne Citymission. However Judge Book’s name continues in the Judge Book Memorial Garden, opened in 2006. The Diamond Creek has flooded the centre several times, however rarely causing serious damage. Volunteer Alan Field recalls a flood in 1974 when the resident manager Reverend Norman Pearce and his wife, were rescued by boat from their home with their budgerigar. On February 3, 2005, when the creek almost flooded Metzner Hall, 35 ambulances evacuated residents to nearby nursing homes, hostels and local homes. Residents were also evacuated during the 1965 bush fire, but fortunately a change of wind direction saved the centre. Residents have also endured several burglaries. Despite much rebuilding and modernisation over the years, traces of the original farmhouse remain in the administration areas. In 1991 the Willandra Hostel was built and in 2001 the Eltham Lodge Nursing Home with each room having a garden view. Several buildings are named after people who have given special service to the centre including the Norman Pearce Day Hospital after general manager and pastor Rev Pearce. Metzner Hall was named after the Metzner family who had been active in the auxiliary since it began and had donated generously to the Recreation Hall fund.3 A bridge was named after Sister Lila Murray who had worked at the village for 42 years in various capacities including as relieving manager. Field remembers Sister Murray as ‘the Mother Teresa and soul of what the village aspired to, with love and care’. Since 1957 the Eltham Auxiliary, later called the Residents’ Association, has worked to improve the residents’ quality of life by volunteering and raising funds. An outstanding volunteer, Field, who was drawn to the centre in 1971 with his wife Chris, has held positions on the early Eltham boards, auxiliaries and Residents’ Association. Much of his work has been supporting people with no family and those of limited means. He says he and his wife look at their work as having shared ‘our lives with amazing people’. The wealth of experience and wisdom in the Retirement Village has benefited many people, including local school children. Residents have acted as proxy grand-parents at local schools, by assisting small learning groups or telling their life stories. Conversely, students from local schools have visited to perform, or to assist in programs like craft activities. Resident Val Bell, whose mother Rose Bullock lived at the centre before her, sums up the centre’s most important attribute for her: ‘The Christian care. Three medical or social welfare facilities opened in the mid-1800s as part of a push by the township to become a regional centre for Government services. These were the Ovens District Hospital (opened in 1857), the Ovens Benevolent Asylum (opened in 1863), and the Beechworth Mental Hospital (opened in 1867 and renamed Mayday Hills Hospital at Centenary celebrations in 1967). It was recognised that the unsettled living conditions, poverty and relative isolation of the Goldfields environment could produce 'mental disturbances' which required local treatment facilities as services in Melbourne were too far away. Carole Woods' publication 'A Titan's Field' describes activities undertaken by patients at Beechworth Mental Hospital as including monthly balls and occasional concerts as well as work to make the facility self-supporting such as farm work and making clothes. She mentions a report in 1870 that the approximately 300 patients were clean and neat with 'no-one in restraint or seclusion' but that by 1905 the organisation had 623 patients which placed strain on building infrastructure such as heating and water supplies, leading to high turnover of nurses and other issues. A program of building works to extend and improve facilities followed over subsequent decades. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and Woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques This glass slide is significant because it provides insight into Beechworth's social and medical amenities in the early Twentieth Century, around the time of Australia's Federation into one nation. This item was used as a seal (stamp) on official Shire Council documents. The coat of arms of the Shire of Orbost was designed in the form of a cross in which five stars are depicted on a shield. A small crown above the cross indicates the loyalty of the president,councillors and ratepayers to the reigning monarch. The inner section of the shield contains 4 figures, a sheaf of wheat, a factory, a co and a ship - all representing the activities of agriculture, fishing,industry and dairying undertaken in the shire. Originally part of the Bairnsdale district, Orbost split away as part of the Tambo Shire in 1882, and became a shire in its own right as the Shire of Croajingolong on 30th May,1892. The name was changed to the Shire of Orbost on 17th February, 1893. The Orbost Shire Council was abolished on 2nd December, 1994 as part of a state-wide program of local government reform to become part of the newly constituted East Gippsland Shire council.Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This concert was held in the Mechanics' Institute on Friday, October 16th, 1891 commencing at 8pm. A dance was held after the concert. The secretary at that time was J. McNair. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. Further info and Ref: In Times Gone By - Deborah Hall From the estate of Elsie Cooke. Elsie Cooke was a librarian in Orbost for many years. She was the daughter of John Cooke early Brodribb settler. Elsie Cooke lived all her life in Gippsland,. She was born at Brodribb in 1895 and died in 1970, Elsie Cooke lived at Bruthen for a short time and, in 1937, moved to live with her aunt, Miss Jean Munro. Miss Cooke was Librarian at the Mechanics Institute for many years. Kindness and consideration for other were Miss Cooke’s attributes and she endeared herself to all who knew her. She was a loyal member of the Presbyterian Church and a stalwart of the Ladies’ Guild, an energetic worker for the Municipal Auxiliary and a member of the Red Cross. (ref. The C.W.A. rooms were in Munro Street, Orbost and were used for many activities, including Sunday School classes and dance lessons. This event was opened by Mrs J.N. Spittle, the state president of the C.W.A. The program lists an address by Sir Albert Lind M.L.A. In Australia, the Country Women’s Association was first formed in New South Wales and Queensland in 1922. Subsequently each State and the Northern Territory formed an Association, a process which took a period of 14 years. Mrs Spittle was the national president from 1951-1953. This item is of social significance as a representation of the role that the C.W.A. has played in the local and extended community. A souvenir program for the opening of a C.W.A. rest room in 1953. This is the handbook for the third annual Victorian Museums & Galleries Conference held in Warrnambool. The conference was run in conjunction with Flagstaff Hill Maritime Village which was celebrating its 40th anniversary. Warrnambool Art Gallery was one of the sponsors of the conference. This handbook is of interest as it tells us of the activities and speakers at a conference which was held in Warrnambool in 2014 and which highlights particularly Flagstaff Hill Maritime Village and the Warrnambool Art Gallery. This is a paper back booklet of 16 pages. It is the Conference Handbook of the Victorian Museums & Galleries Conference 2014 which was held at Warrnambool in April 2014. This is a program for the events held in the 1992 Glenelg Games. These were held annually and began in 1982. The activities in 1992 included swimming, softball, ballroom dancing, surfing, tennis, shearing, go carting and croquet. The Games are organized by the Glenelg Sports Assembly, a regional body with representatives of sporting clubs, local government and interested individuals. The Assembly aims to promote sport in the Glenelg Region and hosts and organizes a number of other activities as well as the annual Games. This program is of interest as it demonstrates the number and range of activities that were included in the Glenelg Games of 1992. This is a booklet of 12 stapled pages. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. The Birkebeiner Nordic Ski Club was formed in September 1977 when a group of enthusiasts met to discuss the idea. The club, located in Mount Beauty has conducted many activities and programs for its members and other cross country skiers at the Falls Creek Ski Resort, Alpine National Park and the Bogong High Plains. Club objectives are to promote the development of cross country racing, ski touring and associated activities. To assist in searches for persons lost in bushland areas and to maintain a Search and Rescue group. It also provides its members with opportunities for skiing and social activities. The Birkebeiner Nordic Ski Club constructed a clubhouse at Falls Creek for the use of members in 1996. The club has conducted the annual Kangaroo Hoppet since 1991. Since its inception, the Birkebeiner Nordic Ski Club has been active in promoting cross country skiing including racing and touring in the Falls Creek, Alpine National Park and the Bogong High Plains areas and have actively participated in search and rescue in the alpine region. Birkebeiner members have represented Australia at five Olympic Games. This is a book for children written by Ron Sproston and illustrated by Mem Taberner. The fantasy animal story takes its theme from the true story of the saving of the fairy penguins on Middle Island, Warrnambool from the depredations of fox activity on the island. The presence of Maremma dogs residing on the island acting as deterrents to fox activity has been highly successful in preventing the killing of the penguins by foxes. The book has been published by Flagstaff Hill Maritime Village, Warrnambool and personnel from this organization oversee the Maremma program. Ron Sproston and Mem Taberner have both been involved with Flagstaff Hill Maritime Village for some years. This book is of interest as it has been produced locally and is based on the story of the Middle Island penguin protection program where Maremma dogs are used as deterrents to foxes. This is a soft cover book of 75 pages. Christ Church is the main Anglican Church in Warrnambool. The Anglican Church held services in Warrnambool from 1847 on and a Sunday School operated from that time. The building of Christ Church was commenced in the early 1850s with the tower and spire added in the 1880s. The program under study here was for the annual concert of the Anglican Sunday Schools in Warrnambool. The concert featured items from Christ Church Sunday School and two other local Sunday Schools from St. George’s, East Warrnambool (established 1906 and now closed) and St. Peter’s, South Warrnambool (established 1911 and closed in 1974). This item, though ragged, is of interest as an example of the type of entertainment featured at Sunday School concerts in Warrnambool during the 20th century. At that time Sunday Schools would have been important as the children of the adherents of most Protestant religions in the city would have attended a Sunday School which provided religious instruction and some social activities. The program contains the names of those participating in the concert and these are useful to researchers. This is a piece of paper folded in two to make four pages, three with typed material. The pages are now completely detached and are a little torn and crumpled. It is a program of a mid 20th century Warrnambool Christ Church Sunday School concert. It has probably been produced by church officials as it is not a professional printing job. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Laughing Waters Walk, 7 Sep 2013 This Society excursion was a follow up to the Laughing Waters Story told to us by Jane Woollard at our Annual General Meeting in March 2013. It involved a walk commencing from the corner of Laughing Waters and Overbank Roads along Laughing Waters Road to its eastern end and returning partly over the same route - a total distance of about 2.5km. On the way we visited the two artist in residence properties, River Bend and Birrarung, to view the houses on them that are associated with Alistair Knox, Gordon Ford and others in the local mud brick and artistic community. We also able to walk around the derelict ruin which was once home to Gordon and Sue Ford, Boomerang House. An unexpected afternoon tea was offered to us by the artists in residence at Birrarung House and we had a brief opportunity to view inside the house. River Bend was designed and built by Alistair Knox for Rosemary and Bill Cuming in 1968. It sits in a deep cutting on a steep slope above the Yarra River and features floor to ceiling windows and glass doors set into mission brown timber frames and walls of reclaimed bricks in pinkish hue. Rosemary laid the brick paving around the house, a copy of the shell paving found in the ancient French town of Colmar, where the family had lived for a period. The kitchen was equipped with a 1960s stove as well as a cast iron wood stove reclaimed from Rosemary's sister's home in Armadale. Max and Tini Huygens, migrants from Holland, purchased the property in 1975 and named it Tilwinda from an Aboriginal word meaning 'hole in a rock'. In late 1981 Tini died after a short illness, but Max continued to live at Tilwinda until he moved to a retirement village in 2000 and the property was sold to Parks Victoria. Renamed River Bend, the property became part of the Laughing Waters Artist in Residency Program in 2008. Nillumbik Shire Council upgraded the property in 2012 with solar panels, a heat pump for hot water and double glazing to improve the comfort of the artists in residence and make the house more energy efficient. A waterfall, fed by river water, no longer functions. The property became part of the Laughing Waters Artist in Residency Program with the first artist taking up residency in 2001.
