This photo is thought to have been taken at the time of Alfred Mica Smith's retirement from the Ballarat School of Mines. It is most probably also the unveiling of the Max Meldrum portrait of Smith. Alfred Mica Smith retired from the Ballarat School of Mines in 1922 after an association of 41 years and aged 78 years. At the August meeting of the Ballarat School of Mines Council in 1881 it was resolved that 'Alfred Mica Smith Esq., B.Sc., be appointed Professor in Chemistry and Metallurgy and be Superintendent of the Laboratories, for the period of twelve months at a stipend of five hundred pounds per annum, and to commence duty as soon as possible'. (signed: James Oddie, Vice-President) Smith played a major role in the years of 1887-1893 when SMB was affiliated with Melbourne University. In 1912 he became Professor of Metallurgy and received an annual salary of 250 pounds. Alfred Mica Smith presented many scholarly papers, gave evidence at government enquiries into the safety of mines and became an authority on mine safety and ventilation. He was on the Mines Ventilation Board. Professor Smith was the public analyst for the City of Ballarat and Town of Ballarat East, as well as to a number of other boroughs and shires. He was also Chief juror to the Adelaide International Exhibition, chemical section. He provided information to the Royal Commission on gold mining (1889, 1891), and was President to the chemistry section of Australian Association for the Advancement of Science, Associate of American and Australasian Institute of Mining Engineering, Member of the Science Faculty Melbourne University, and Hon. Life Member of the Miner Managers' Association of Australia. He also was involved in many educational and community affairs such as President of the SMB Students' Association, President of the Ballarat Science Society, first President of the Ballarat Camera Club, Vice President of the Field Naturalists' Club, and he presented Ballaarat Fine Art Gallery with his collection of paintings and porcelain ware. His legacies include the mutual regard between him and his students, the many tributes by former students, the Mica Smith scholarship (established in 1923) and now known as the Corbould-Mica Smith Travelling Scholarship, his portrait in oils by noted artist Max Meldrum, and the marble bust of Smith sculptured by Paul Montford. Money for a scholarship in sanitary science at the University of Manchester in the name of his uncle R. A. Smith was left being set up in 1928. Smith died of cancer on 14 May 1926 and his remains, cremated at Springvale, were interred in the Ballaarat New Cemetery. Weapon - Knife, Made on or before September 1891
This sheath knife belonging originally to German seaman Julius Gebauhr and an artifact associated with the story of the survivors of the wreck of Fiji. A three-masted iron barque Fiji had been built in Belfast, Ireland, in 1875 by Harland and Wolfe for a Liverpool based shipping company. The ship departed Hamburg on 22nd May 1891 bound for Melbourne, under the command of Captain William Vickers with a crew of 25. The ship’s manifest shows that she was loaded with a varied cargo consisting of cases of dynamite, pig iron, steel goods, various spirits, sailcloth, tobacco, coiled fencing wire, concrete, 400 German pianos and other musical instruments. On September 5th, one hundred days out from Hamburg in a squally and boisterous south-west wind, the Cape Otway light was sighted on a bearing differing from Captain Vickers' calculation of his position. At about 2:30 am, Sunday 6th September 1891 land was reported 4-5 miles off the port bow. The captain tried to put the ship on the other tack, but she would not respond. He then tried to turn her the other way but just as the manoeuvre was being completed Fiji struck rock only 274 meters from shore. The place is known as Wreck Bay, Moonlight Head. Efforts were made to lower boats but all capsized or became swamped two of the younger crewmen volunteered to swim for the shore, taking a line. One, a Russian named Daniel Carkland, drowned after the line broke. The other, 17-year-old able seaman Julius Gebauhr, a German, reached shore safely on his second attempt without a line, which he had cut loose with his sheath-knife when it becomes tangled in kelp. He rested on the beach a while then climbed the cliffs in search of help. At about 10 am on Sunday a party of land selectors including F. J. Stanmore, Leslie Dickson found Gebauer. They were on their travels back from Princetown towards Moonlight Head. Gebauer was lying in the scrub in a poor state, bleeding and dressed only in a singlet, socks, belt and his sheath-knife. His rescues gave him food and brandy and some clothing and gain information about the wreck. Some of the men took him to Rivernook, a nearby guest house owned by John Evans, where he was cared for. Stanmore and Dickson rode off to try and summon help. Messages for rescuing the rest of the crew were sent both to Port Campbell for the rocket rescue crew and to Warrnambool for the lifeboat. The S.S. Casino sailed from Portland towards the scene. After travelling the 25 miles to the scene, half of the Port Campbell rocket crew and equipment arrived and was set up on the beach below the cliffs. By this time the crew of Fiji had been clinging to the jib-boom for almost 15 hours. Mr Tregear from the Rocket Crew fired the line the light line broke and the rocket was carried away. A second line was successfully fired across the ship and made fast. The anxious sailors then attempted to come ashore along the line but, as many as five at a time, however, some were washed off. Only 14 of the 24 men who had remained on the ship made it to shore. Many onlookers on the beach took it in turns to go into the surf and drag half-drowned seamen to safety. The wreck of Fiji has smashed apart within 20 minutes of the last man being brought ashore, and it settled in about 6 m of water. Of the 26 men on Fiji, 11 in total lost their lives. The remains of 7 bodies were washed onto the beach. They were buried on the clifftop above the wreck. Captain Vickers was severely reprimanded for his mishandling of the ship and his Masters Certificate was suspended for 12 months. At the time there was a great deal of public criticism at the slow and disorganised rescue attempt to save those on board. The important canvas ‘breech buoy’ or ‘bucket chair’ and the heavy line from the Rocket Rescue was in the half of the rocket outfit that didn’t make it in time for the rescue: they had been delayed at the Gellibrand River ferry. Communications to Warrnambool were down so the call for help didn’t get through on time and the two or three boats that had been notified of the wreck failed to reach it in time. Captain Vickers presented Bill Robe who had dragged the captain out of the surf with his silver cased pocket watch, the only possession that he had left, as a token for having saved his life and the lives of some of the crew. Years later Bill passed the watch to his brother in law Gilbert Hulands as payment of a debt. Since that time it has been passed down the family to Gilbert Hulands’ grandson, John Hulands. Seaman Julius Gebauhr later gave his knife, in its hand crafted leather sheath, to F. J. Stanmore for caring for him when he came ashore. The knife handle has a personal inscription on it. A marble headstone on the 200 m high cliffs overlooking Wreck Beach, west of Moonlight Head, paying tribute to the men who lost their lives when Fiji ran aground. The scene of the wreck is marked by the anchor from the Fiji, erected by Warrnambool skin divers in 1967. Amongst the artefacts salvaged from the Fiji are china miniature animals, limbs from small china dolls, rubber balls, a glass bottle, sample of rope from the distress rocket and a candlestick holder. These items are now part of the Fiji collection at Flagstaff Hill Maritime Museum, along with this sheath knife and Captain Vickers’ pocket watch. Flagstaff Hill’s collection from the wreck of the Fiji and Julius Gebauhr knife is of historical significance at a State level because of its association with the vessel, which is on the Victorian Heritage Register (VHR S 259). The Fiji is archaeologically significant as the wreck of a typical 19th-century international sailing ship with cargo. It is educationally and recreationally significant as one of Victoria's most spectacular historic shipwreck dive sites with structural features and remains of the cargo still evident. Also the story of the heroic attempt by many to save the crew of the Fiji. The knife also represents an aspect of shipping history and fits in well with Victoria's framework of historical themes of living with natural processes as items such as these contribute to a better understanding of Victoria’s cultural history.Knife, metal with black wooden handle. Handle is riveted to knife in 3 places, with shaft of knife between the 2 parts of the handle. The handle also has a carved ring around the end, possibly for attaching a wrist strap. Knife blade is pointed in the centre of the tip and is rusty. The knife has a rectangular metal plaque on handle with inscription. The hand crafted dark brown, soft leather sheath is shaped to fit the knife and joined at the back with cross stitching. 1. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. 2. Example of the type of heavy machinery used in clearing and building of Lake Guy, Bogong Village and Clover Dam 1. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Lake Guy is one of the many water storage reservoirs used to supply the power stations their main power to run the huge turbines generating the final product, electricity 2. Phoenix Fireworks Sales Poster
There were at least two different coloured sales posters depicting the same images, a yellow poster and a grey poster. It is unknown whether these were in use at the same time or whether one type preceded the other. Repaired images of the two posters placed side by side can be seen in the 2nd photo. The repair work was done by a volunteer at our Society with the aid of Microsoft Paint. Fireworks were manufactured in Sunshine Victoria from the early 1890's by the PHOENIX FIREWORKS CO. The factory was located a short distance to the north of Ballarat Rd, on the corner of Phoenix St and McIntyre Rd, North Sunshine. For safety reasons the factory consisted of small separated huts to minimise the damage in case one blew up. Images of the factory and the workers from Circa 1920's can be seen in the 3rd and 4th photos. Fireworks were readily sold by shops to the general public, including children, for celebrating Empire Day on May 24 and Guy Fawkes Day on November 5. Because of injuries, damages, and fires, sales to the general public of exploding fireworks such as bangers and crackers, were banned in Victoria in 1974. By 1982 sales of other fireworks, except for items such as sparklers, were also banned. Despite the bans some of the public still manages to obtain fireworks from other sources to this day, as evidenced by the many discharges on each New Year eve. The factory no longer exists and ironically part of the site is now occupied by the Metropolitan Fire Brigade and several small businesses, including a smash repair business and a tyre retailer. The poster shows the attitude that previously existed, where children and the general public could readily purchase and legally discharge fireworks. For safety reasons this attitude is now frowned upon by the authorities.Colour printed paper sales poster which is laminated within a glossy plastic film. Darkness and a little light: ?Race? and sport in Australia Colin Tatz (AIATSIS & Australian National University) and Daryl Adair (University of Technology Sydney) Despite ?the wonderful and chaotic universe of clashing colors, temperaments and emotions, of brave deeds against odds seemingly insuperable?, sport is mixed with ?mean and shameful acts of pure skullduggery?, villainy, cowardice, depravity, rapaciousness and malice. Thus wrote celebrated American novelist Paul Gallico on the eve of the Second World War (Gallico 1938 [1988]:9-10). An acute enough observation about society in general, his farewell to sports writing also captures the ?clashing colors? in Australian sport. In this ?land of the fair go?, we look at the malice of racism in the arenas where, as custom might have it, one would least want or expect to find it. The history of the connection between sport, race and society - the long past, the recent past and the social present - is commonly dark and ugly but some light and decency are just becoming visible. Coming to terms: ?Race?, ethnicity, identity and Aboriginality in sport Colin Tatz (AIATSIS & Australian National University) Notions of genetic superiority have led to some of the world?s greatest human calamities. Just as social scientists thought that racial anthropology and biology had ended with the cataclysm of the Second World War, so some influential researchers and sports commentators have rekindled the pre-war debate about the muscular merits of ?races? in a new discipline that Nyborg (1994) calls the ?science of physicology?. The more recent realm of racial ?athletic genes?, especially within socially constructed black athletic communities, may intend no malice but this search for the keys to their success may well revive the old, discredited discourses. This critical commentary shows what can happen when some population geneticists and sports writers ignore history and when medical, biological and sporting doctrines deriving from ?race? are dislocated from any historical, geographic, cultural and social contexts. Understanding discourses about race, racism, ethnicity, otherness, identity and Aboriginality are essential if sense, or nonsense, is to be made of genetic/racial ?explanations? of sporting excellence. Between the two major wars boxing was, disproportionately, a Jewish sport; Kenyans and Ethiopians now ?own? middle- and long-distance running and Jamaicans the shorter events; South Koreans dominate women?s professional golf. This essay explores the various explanations put forward for such ?statistical domination?: genes, biochemistry, biomechanics, history, culture, social dynamics, the search for identity, alienation, need, chance, circumstances, and personal bent or aptitude. Traditional games of a timeless land: Play cultures in Aboriginal and Torres Strait Islander communities Ken Edwards (University of Southern Queensland) Sports history in Australia has focused almost entirely on modern, Eurocentric sports and has therefore largely ignored the multitude of unique pre- European games that are, or once were, played. The area of traditional games, especially those of Aboriginal and Torres Strait Islander peoples, is an important aspect of the cultural, social and historical experiences of Indigenous communities. These activities include customs of play that are normally not associated with European notions of competitive sport. Overall, this paper surveys research undertaken into traditional games among Indigenous Australians, as well as proposals for much needed further study in this area. Culture, ?race? and discrimination in the 1868 Aboriginal cricket tour of England David Sampson As a consequence of John Mulvaney?s important historical research, the Aboriginal cricket and performance tour of Britain in 1868 has in recent decades become established as perhaps the most famous of all public events in contact history involving Aborigines, white settlers and the British metropolis. Although recognition of its importance is welcome and significant, public commemorations of the tour have enveloped the tour in mythologies of cricket and nation. Such mythologies have obscured fundamental aspects of the tour that were inescapable racial and colonial realities of the Victorian era. This reappraisal of the tour explores the centrality of racial ideology, racial science and racial power imbalances that enabled, created and shaped the tour. By exploring beyond cricketing mythology, it restores the central importance of the spectacular performances of Aboriginal skills without which the tour would have been impossible. Such a reappraisal seeks to fully recognise the often trivialised non-cricketing expertise of all of the Aboriginal performers in 1868 for their achievement of pioneering their unique culture, skills and technologies to a mass international audience. Football, ?race? and resistance: The Darwin Football League, 1926?29 Matthew Stephen (Northern Territory Archive Service) Darwin was a diverse but deeply divided society in the early twentieth century. The Commonwealth Government introduced the Aboriginals Ordinance 1911 in the Northern Territory, instituting state surveillance, control and a racially segregated hierarchy of whites foremost, then Asians, ?Coloureds? (Aborigines and others of mixed descent) and, lastly, the so-called ?full-blood? Aborigines. Sport was important in scaffolding this stratification. Whites believed that sport was their private domain and strictly controlled non-white participation. Australian Rules football, established in Darwin from 1916, was the first sport in which ?Coloured? sportsmen challenged this domination. Football became a battleground for recognition, rights and identity for all groups. The ?Coloured? community embraced its team, Vesteys, which dominated the Northern Territory Football League (NTFL) in the 1920s. In 1926, amidst growing racial tension, the white-administered NTFL changed its constitution to exclude non-white players. In reaction, ?Coloured? and Chinese footballers formed their own competition - the Darwin Football League (DFL). The saga of that colour bar is an important chapter in Australia?s football history, yet it has faded from Darwin?s social memory and is almost unknown among historians. That picture - Nicky Winmar and the history of an image Matthew Klugman (Victoria University) and Gary Osmond (The University of Queensland) In April 1993 Australian Rules footballer Nicky Winmar responded to on-field racist abuse by lifting his jersey and pointing to his chest. The photographic image of that event is now famous as a response to racial abuse and has come to be seen as starting a movement against racism in football. The racial connotations in the image might seem a foregone conclusion: the power, appeal and dominant meaning of the photograph might appear to be self-evident. But neither the fame of the image nor its racial connotation was automatic. Through interviews with the photographers and analysis of the use of the image in the media, we explore how that picture came to be of such symbolic importance, and how it has remained something to be re-shown and emulated. Rather than analyse the image as a photograph or work of art, we uncover some of its early history and explore the debates that continue to swirl around its purpose and meaning. We also draw attention to the way the careful study of photographs might enhance the study of sport, race and racism. ?She?s not one of us?: Cathy Freeman and the place of Aboriginal people in Australian national culture Toni Bruce (University of Waikato) and Emma Wensing (Independent scholar) The Sydney 2000 Olympic Games generated a national media celebration of Aboriginal 400 metre runner Cathy Freeman. The construction of Freeman as the symbol of national reconciliation was evident in print and on television, the Internet and radio. In contrast to this celebration of Freeman, the letters to the editor sections of 11 major newspapers became sites for competing claims over what constitutes Australian identity and the place of Aboriginal people in national culture. We analyse this under-explored medium of opinion and discuss how the deep feelings evident in these letters, and the often vitriolic responses to them, illustrate some of the enduring racial tensions in Australian society. Sport, physical activity and urban Indigenous young people Alison Nelson (The University of Queensland) This paper challenges some of the commonly held assumptions and ?knowledges? about Indigenous young people and their engagement in physical activity. These include their ?natural? ability, and the use of sport as a panacea for health, education and behavioural issues. Data is presented from qualitative research undertaken with a group of 14 urban Indigenous young people with a view to ?speaking back? to these commentaries. This research draws on Critical Race Theory in order to make visible the taken-for-granted assumptions about Indigenous Australians made by the dominant white, Western culture. Multiple, shifting and complex identities were expressed in the young people?s articulation of the place and meaning of sport and physical activity in their lives. They both engaged in, and resisted, dominant Western discourses regarding representations of Indigenous people in sport. The paper gives voice to these young people in an attempt to disrupt and subvert hegemonic discourses. An unwanted corroboree: The politics of the New South Wales Aboriginal Rugby League Knockout Heidi Norman (University of Technology Sydney) The annual New South Wales Aboriginal Rugby League Knockout is so much more than a sporting event. Involving a high level of organisation, it is both a social and cultural coming together of diverse communities for a social and cultural experience considered ?bigger than Christmas?. As if the planning and logistics were not difficult enough, the rotating-venue Knockout has been beset, especially since the late 1980s and 1990s, by layers of opposition and open hostility based on ?race?: from country town newspapers, local town and shire councils, local business houses and, inevitably, the local police. A few towns have welcomed the event, seeing economic advantage and community good will for all. Commonly, the Aboriginal ?influx? of visitors and players - people perceived as ?strangers?, ?outsiders?, ?non-taxpayers? - provoked public fear about crime waves, violence and physical safety, requiring heavy policing. Without exception, these racist expectations were shown to be totally unfounded. This historic railway clock , originally installed in the Parcels Office at Ballarat Station Station Clock - Ballarat Station A Victorian Railways Station clock that was located in the Parcels Office at Ballarat. In the 19th Century, time was not seen as an urgent requirement to be somewhere or do something. There was sun up and sun down. A number of towns in Victoria operated on different times to other towns in the state. With the coming of the railways in Victoria from 1854, time became more important not only from the public side, but from a railway operational safety side. Clocks started appearing at railway stations, sometimes showing a different (standard) time to that of the local town. Eventually all of Victoria was bought into the same time zone, which matched the railway standard. This diving suit with helmet, boots and weight is part of the E.G.Ward collection, along with the diving compressor and a photograph of a diver in this equipment. Siebe Gorman & Company Ltd was a British company that developed diving equipment and breathing equipment and worked on commercial diving and marine salvage projects. The firm was disposed of to the Vickers (armaments) family and a new company 'Siebe Gorman & Co. Ltd.' (1905-1998) was formed. Under the chairmanship of Albert Vickers, R.H. Davis was kept on as Managing Director, and the company forged ahead. However, after WW1, the Great Depression caused manufacturing output and share prices to slump. In 1924 Robert Davis made a deal with the Vickers Board and acquired control of the company through majority shares. Under his leadership, the Siebe Gorman Company flourished and within time, four of his sons also joined the firm. The company gained a worldwide reputation for the manufacture of diving apparatus, decompression and observation chambers, and safety breathing apparatus of all types for use on the land, in the air and under the sea (including mine rescue, tunnelling, aircraft, diving, submarine escape and in other hazardous environments). Close research and development links with the MOD (especially the Admiralty), also provided a lucrative outlet for the company products. In 1932, Robert Davis was knighted by King George V, principally for his invention of the ‘Davis Submerged Escape Apparatus’ (D.S.E.A.). Siebe Gorman essentially remained a family firm from the beginning (under A.Siebe) until it became a public company for the first time in 1952. However, following WW2, British manufacturing stagnated through stifled investment and post-war austerity, and there was little innovation. Siebe Gorman fortunes began to decline as an ageing Sir Robert Davis failed to invest, or change the company business and management practices. In 1959, Siebe Gorman was acquired by the “Fairy Group” and the ailing Sir Robert was made Life President. Consequently, nothing changed and the slow decline continued until Sir Robert's death in March 1965. Around 1960, Siebe Gorman acquired the diving apparatus manufacturer C E Heinke, and for a brief period, it manufactured some diving equipment under the combined name of Siebe Heinke. Around 1964, Mr E. 'Barry' Stephens was appointed as the new Managing Director to modernise Siebe Gorman. Changes were made, including a move to a new factory in Wales in 1975. The new company concentrated on fire-fighting breathing apparatus and escape equipment, and the move coincided with the loss of many of the older, traditional craft skills. Between 1985 and 1998, Siebe expanded through acquisitions, and several other companies were acquired. The Siebe Gorman (diving apparatus) company has therefore traded as A. Siebe (1819-1870); Siebe & Gorman (1870-1879); Siebe Gorman & Co (1880-1904); Siebe Gorman & Co. The items in the Flagstaff Hill collection give us an insight as to how divers operated and the dangers they faced doing a very necessary and dangerous job.Diving suit including helmet, boots and a weight. Diving suit is made of canvas with knitted cuffs. The helmet is metal. The boots have a thick sole and thick leather upper that is held on with leather straps and buckles. The toe of the boot is heavy metal. The weight is worn next to the trunk of the diver and it has an inscription to mark the front. It is worn with straps and buckles holding it in place. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water.This first aid kit is of historical significance for its association with the former Melbourne and Metropolitan Board of Works (MMBW). The kit is relatively intact and a rare surviving object of standard Board issued equipment. The kit is significant for its representativeness of the theme of Safety that continues to resonate strongly within Melbourne Water today. “The Keeper of Pathways is a simple, secular office. Her job involves the maintaining of routes through and within the forests, and the lighting of night paths. She keeps a team of designers, workers and artificers, who must constantly strive to keep the wayrights free from invading undergrowth, so that they may admit safe and well-lit passage for all travellers. Not an exciting job, but one which is vital to communication between groups, and to the general safety of Forest dwellers. The forest paths (wayrights) are lit by strings of small lights made from a species of glowing fungus, which is specially cultivated in the mountain caves. A whole team of workers is responsible for the growth of the light fungus, taking shifts as a public duty. No Forest Dweller like caves, so the shift-work is shared out as a public service, one which each person must carry out at regular times, dictated by the clerks of the Keeper of the Pathways.”-Inga Hunter -

Australian Nursing and Midwifery Branch (Vic Branch) members achieved staffing ratios in the Victorian public health system in 2000 and campaigned throughout 2001, 2004, 2007 and 2011-12 to keep them in workplace agreements. After strong campaigning, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. The short digital documentary, 'Battle: The Road to Ratios [Legislation]', tells the story of this campaigning, from the nurse shortage crisis in 2000 to ratio laws in 2015. The documentary, produced by Black Sheep Films, was first shown at the 2016 Annual Delegates Conference to more than 700 ANMF Job Reps and Health and Safety Reps. The '5-4-20' denotes a minimum of five nurses for twenty patients in a general medical or surgical ward. During this period, staffing ratios were secured as part of bargaining negotiations between unions and employer groups. After decades of campaigning from the ANF/ANMF, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. This campaign was featured in ANF Victorian Branch newsletters from late 2003 to early 2004. Entitled the '5-4-20 campaign', it was officially launched on 19 November 2003. Advertisements and shirts from the time featured the slogan, '5 nurses for 20 patients. Nothing less!' along with the ANF logo and illustrations by The Age cartoonist Ron Tandberg. The Australian Nursing Federation, the union representing nurses in Victoria, was a strong opponent of these cuts and closures, that resulted in pressure applied on an already overstretched and poorly resourced group of workers. "In a context of high unemployment and an ideological commitment to small government, there were widespread job losses and people affixed stickers to their cars saying 'I've been Jeffed', i.e. made redundant. The cuts were not confined to government employees and many staff of private enterprises also lost their jobs. This was the era of the 'consulting poor' as professional staff struggled to make a living as independent consultants, rather than employees. 'Save Fairfield Hospital' badge, [1990s]
Fairfield Hospital opened in 1904 as the Queen's Memorial Infectious Diseases Hospital, the first purpose-built isolation hospital for infectious diseases in Victoria. Its 22-acre site was located on a bank of the Yarra River. It was renamed Fairfield Hospital in 1948. In its later years, the hospital was a centre for AIDS treatment in Victoria, and a passionate campaign fought against its planned closure in the 1990s. From a piece in the 1987 Annual Report which introduces him: "Alfred Argent, born in Lang Lang 1927 comes to the Presidency of Melbourne Legacy with a unique service record. At 18 he enlisted in the A.I.F. He was discharged to enter Duntroon, was commissioned and served in Japan, Korea, the UK, Malaya, Borneo, Vietnam, and the United States. He then joined the Public Service and served in the Antarctic Division, Public Services Board and the Bureau of Air Safety Investigation. Currently he is a part-time member of the Administrative Appeals Tribunal."
