This raker/jointer/guage set is a sharpening tool for cross cut logging saws. The logging saws used in the early 1900's for the clearing of forests required constant sharpening of their "cutting teeth". The logging of forested areas during these times was very much a "hands on" method of either one or two men by the use of saw or hand axe. Chain saws, chain and ball(clearing) and bulldozing methods came in the mid 1900's.This particular saw sharpening method was used by surveyors laying down boundaries for the S.E.C. Victoria Hydro Electricity Scheme (1920's). This item was given to a local Kiewa Valley lad who accompanied the initial surveyors. The lad was responsible for the tendering and feeding of the surveyors "pack horses". Surveys during this period and in the dense mountainous terrain of the Victorian Alps was both exhausting and hazardous. Overnight accommodation at various log cabins was not always possible and swag/tent alternative was the "fall back" This raker/jointer saw sharpener was made in the USA (DISSTON) from cast and flat iron. The main body has been painted in orange. It has three adjustment screws on the top horizontal bar and one bolt on(adjusting) leveling platform on the bottom. The small size and weight of this saw sharpener was ideal for the travelling/mobile logger or surveyor(as in this case). The main frame resembles two towers connected by two horizontal bars and the top of the towers has a horizontal bar with adjustment screws. The Tawonga District Hospital opened in the early 1950's in the Kiewa Valley to treat local patients from Mt Beauty and the residents of the KIewa Valley. The State Electricity Commission of Victoria assisted with the building of the hospital as the population of Mt Beauty increased with the S.E.C. workers and their families during the construction of the Kiewa Hydro Electric Scheme. The Tawonga Hospital was later relocated to Mt Beauty. All the enamel equipment was eventually replaced with stainless steel.This grey enamel basin is large with a royal blue lip. Differing gauges of transmission line was/is used in the Kiewa Hydro Electric Scheme. Some carried 330KV, 220KV, 66KV (Mount Beauty to Bright) and (Clover to Mount Beauty) and 22KV. All the cables have a core of steel for strength and an aluminium outer layer for transmission. Examples include 66KV copper cable, copper earth wire from the towers, copper cable found along the aqueducts for telemetering and copper earth wire. This ticket would have been produced at the office for the purpose of controlling the people entitled to a meal and the number of people requiring one.Historical: This ticket indicates that a meal pass was required during the construction of the Kiewa Hydro Electric Scheme. This would have controlled the number of people entitled to a meal and enabled staff to both prepare the correct number of meals and to use the number of meals when finalising the budget.This orange ticket has been laminated. The State Electricity Commission of Victoria's mail was collected and carried in a satchel especially made for the purpose.Historical: The State Electricity Commission of Victoria's mail was collected in a satchel. This would separate it from other mail and protect it. A satchel would enable the mail to be collected by different people using modes of transport.This brown leather rectangular satchel is well worn with stitching around the perimeters of the front and back where it is attached to the side pieces. The back piece extends a little at the top where it is stitched to a reinforced piece that has a curved handle covered by steel and fastened with a stainless steel plate with rings. The leather then continues as a flap also stitched to the piece with the handle. The satchel is fastened with 3 large press studs.The sides of the satchel extend and fold into the inside and can be fastened to each other with a large press stud. This may be to protect the contents. At the front centre a transparent pocket is stitched on presumably for identification. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme in the north east of Victoria. Mr R.M. Duncan prepared the notes. He was a member of the S.E.C. Kiewa Branch from 1949 - 1966. This book was commissioned by the State Electricity Commission of Victoria. It consists of the early history of the Bogong High Plains and the origin of names of places and creeks in the area.This book was researched in 1968 by Mr R.M. Duncan who worked for the S.E.C. on the Kiewa Hydro Electric Scheme from 1949 to 1966. His sources were the Melbourne Public Library, the Victorian Historical Society, the North Eastern Victorian Historical Society and the Dept. of Crown Lands & Survey, Melbourne. The book is an accurate history of the Bogong High Plains given the available records at the time. Linesmen worked on the SEC power towers erecting the towers and supplying lines. They were also responsible for the maintenance of the lines. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The State Electricity Commission of Victoria published a journal every second month for all its workers throughout Victoria. Each 'project' reported their news, giving an update on work, sport, technical achievements, social gatherings, personal notices etc. The S.E.C. Journal included a regular section for the Kiewa Hydro Electric Scheme titled "Kiewa Keynotes" giving an insight into life & an update on the work on the project and the reporting of new clubs, services etc. being formed. It also reported on many of the people living there. Eg. Feb.-Mar. 1955 Cover "Packhorses get supply to Kiewa's survey outposts - Pg. 2. S.E.C.V. Journals covering the period of the Kiewa Hydro Electric Scheme. Each journal is about 33 pages with a soft card board or glossy paper cover. The earlier journals were plain with one colour and white , the later ones had a photo on the front. The journals were identified by Vol. & No. and months and year. Duplicate journals of S.E.C.V. journals covering the period from 1939, the 1940s. early to mid 1950s, mid to late 1970s and 1980s.
