The last time it was certified by SEC Vic laboratories on the 17/4/77. It was used extensively in the transportation of the mobile recorder which was sometimes placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. See KVHS 0302 (A) for the instrument.This case for a mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.This heavy and thick all leather case for the "easy" transportation of the Volt meter recorder has a opening top which pop riveted to the main body(rivets are aluminium). The all leather top has a shaped carrying handle which is also riveted on. There are two straps on the side of the top which can be fastened to the main body by metal "shoe" buckles. "AFTER almost 94 years, Ballarat soldier Private Frederick Rawlings, and a long-standing family mystery, can finally be laid to rest. Private Rawlings was one of 5533 Australian soldiers killed in the bloodiest conflict in Australian history, the World War I Battle of Fromelles, France. He was one of 250 men buried in a mass grave at Pheasant Wood after the battle of July 19 and 20 in 1916. In the past two years, a joint Australian and British project has aimed to positively identify the remains of those soldiers buried at the site. This week, the Federal Government announced Private Rawlings was one of 75 men who had been identified by name. Also on the list were Corporal Leslie Hart, born in Clunes, and Lance Corporal Allan Bennett, born in Ballarat, both of whom joined the army in Western Australia. All but one of the 75 soldiers have now been re-buried, with full military honours, at a specially constructed cemetery near the battle site. Private Rawlings' grand-niece, Maureen Holding, of Mannibadar, got a call to confirm the news on Tuesday night. 'It's just quite incredible after all these years and huge loss of life, they've actually identified him,' Mrs Holding said yesterday. Last year, Mrs Holding and her brother, Leo Rawlings, gave DNA samples to the Australian Army to help with the identification process. But until seeing a newspaper article more than 20 years ago, they did not know Private Rawlings or his younger brother, Corporal Sydney Rawlings, had even been in the war. On Anzac Day 1988, The Courier published a photo of Cpl Sydney Rawlings and excerpts from a letter from an army chaplain that informed Ballarat family members of Cpl Rawlings' death in Northern France in 1918. 'About two years later, my husband, Malcolm, found in a tin of rusty nails and shoe buckles belonging to my late dad, a set of war medals,' Mrs Holding said. They were inscribed with Sydney's Rawlings' name, and checks of family records and The Courier story confirmed the connection. In 1991, this newspaper published a list of soldiers who had memorial trees in Ballarat's Avenue of Honour. Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. This case belonged to Leonard Thomas (VX21070) who was born on 23 Aug 1900 in Cardiff England. By the Second World War, Thomas had emigrated to Australia and was residing in Elwood when he enlisted in Caulfield in 1940. Thomas served during the war as a Private and was discharged on 31 May 1949 from the AIF Mov and Control Group. His full service records are not currently available via the National Archives Australia and so it is unclear whether this case was part of the equipment of his role or a personal item.This case contains a number of inscriptions which may aid researchers to understand the life and movements of the owner, Leonard Thomas. The apparent crest is of special interest, suggesting that Leonard Thomas was connected to equine activities though the unavailability of his service records mean this fact is not confirmed. The item has interpretive potential, to discuss matters of equipment, emigration, use of horses during war and possibly leisure activities if the crest is taken as a reference to polo.Horse shoe shaped case in brown leather constructed of a lid and base. Used for storing shirt collars. Lid and base respectively constructed of two pieces of leather (one top and one edge) which are stitched to heavy card interior lining, mustard yellow in colour. The lid and base are held together by a sewn on leather strip and fastened at the top with a metal buckle; the holed strap through which the buckle attaches has broken. This strap in turn passes vertically down the back of the case and underneath (forming the strip which joins the two halves). Exterior base carries handwritten inscriptions, as does the interior lid. Black ink stamps throughout.Stamps read "L THOMAS" along an upturned horse shoe, underneath which are possibly clubs and an up-facing arrow. Service number written on side of case reads "VX21070". Handwritten inscription reads "Leonard Thomas/33 [illegible three words]/Cardiff/April 20th 1921." Doll - Probably celluloid with jointed (shoulder only) arms and attached satin supporting band with a single branch of buds/leaves; Horse-shoe #1 - (cardboard?) shaped horse-shoe covered with narrow ribbon; edges of shoe have imitation pearls (some missing); supportive ribbon attached to either side of shoe; Horse-shoe #2 - slightly padded and covered horseshoe with attached 'sprig' of buds and leaves; attached to one end of horse-shoe is a triangular material 'emblem' with black border, and gold 'bar' on a central white background; Buckle made of mother-of-pearl; small length of narrow ribbon; four separate pieces of 'twigs' with buds and pearls attached.
