Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. BCAE was submitting a proposal to the Victoria Institute of Colleges (VIC) for acceptance of the course in Occupational Hazard Management and the approval of the Federal Government Tertiary Education Committee for this course. If approval was received, after many submissions and adjustments, the course planned to start in January 1979. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. Jan Feder was a student at the Gippsland Centre of Art and Design in the 1980s. She had started studying ceramics in Adelaide, deciding to continue here study at Churchill under Hedley Potts' tutelage after moving to Strezlecki. In her final year Jan was an on-campus weekday resident to save on the travel time. After Jan's untimely death in 1981 a ceramics collection was amassed to her memory, featuring work of international, national and local significance. Article - Article - Women, Ballarat Teachers' College: Women of Note: Mary Egan (1922-1981)
Mary Egan was one of Ballarat's best-loved and respected educators. Commencing her teaching career as a student-teacher at Bacchus Marsh, she undertook teacher training at Melbourne Teachers' College (1941-1942). She taught in the Mildura district before returning to Ballarat in 1953, teaching infant grades at Humffray Street State School. Mary Egan joined the Ballarat Teachers' College (BTC) staff in 1958, starting a 23 year career specialising in language curriculum (ie children's literacy and literature). She was still on staff when all teachers colleges became State Colleges during the early 1970s. Along with other members of the State College Victoria, Ballarat (SCVB) staff, Mary's lecturing career continued when SCVB merged with the tertiary section of SMB at Mt Helen, later known as the Ballarat College of Advanced Education (BCAE). Mary is known throughout the state for her work in teacher-training, particularly for the teaching of reading and language. A collection of specialist teaching books in the E.J. Article - Article - Women, Ballarat Teachers' College: Women of Note; Monica Miller, (1900-1995)
Monica Miller was taught to sing by Ballarat Teacher Madame Warburton, and in her youth competed as a singer in Ballarat, Bendigo and Geelong. She received her early musical training in piano, violin and singing at Ballarat's Loreto College. Monica Miller was runner up in the Sun Aria, coming second by one point. In 1946 she started lecturing at Ballarat Teachers' College (BTC) in a few rooms at the back of Dana Street State School, and retired from the Gillies Street Teachers' College site in 1965. Speech Training was also the domain of Monica Miller at BTC. Her Speech Training class notes include: Voice, Articulation parts, Correct positions for consonants, vowels and diphthongs, Phonetic Styles, Correction of Speech Defects, Speech Training in the schools, Poetry Appreciation, Rhythm, Lessons for country classes, Lessons for Student Teacher Classes and Lessons to Grades. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Article - Article - Women, Ballarat Technical Art School: Women of Note; Mary Fogarty, teacher Arts and Crafts.(1910-1981)
Mary Fogarty was a student at the School of Mines in the 1920s. She was a member of the Hockey team that was part of the Ballarat Hockey Association Competition. She studied Arts and Crafts and became a teacher at the SMB Technical Arts School. In 1945 she was in charge of the Girls' Preparatory Classes - Years 7 and 8. In 1950 she was asked to start the Technical School for Girls. !951 saw 30 Form 1 students in the ground floor of the old SMB Secondary School (E J Tippett Library/former Gaol Governor's residence). She had an assistant. 1952 saw another 30 students enrolled and two more staff. As the school grew they were given space in the Art School. Houses along Grant Street were bought with the intention of building a three storey building. Oral history Myrtle Barnett ( 1915- ); fostered daughter of Caroline & Ferdinand Barnett; Lower Plenty. Interviewed on 19 Feb 1996 by Peter Blackbourn. "We lived at Grace Park and could walk straight down the road and over the bridge to the Montmorency State School. The school was in Rattray Rd about half way up the hill. The King family lived next door to the school. One day the students were all taken on a walk to choose the site of the new school (which was built in 1924). In addition to the above story; Myrtle said at either the Lower Plenty School or the Montmorency School there was a teacher they didn’t like so they swapped schools. My Grandmother Jean Barnett; started at Greensborough Primary in 1919 and stayed 3 months. When I told her about this; she told me off and said she never went there! She must have then gone to Montmorency and when there was a call to start a school at Lower Plenty; took the opportunity to get away from the teacher they didn’t like. I’m not sure of the time line for the above events; or which school they swapped to but I thought it gave a little insight into the 1920’s and how Lower Plenty; Montmorency and Greensborough were connected."Transcript of Oral History. barnett family, myrtle barnett -

Mt Beauty HES school was created for the children of the employees of the State Electricity Commission of Victoria who were constructing the Kiewa Hydro Electric Scheme at the head of the Kiewa Valley at the new town of Mount Beauty. Mt Beauty School consisted of Mt Beauty Higher Elementary School 1948-1964 before it was split into the current (2023) Mt Beauty Primary School and Mt Beauty High School. See. This book was used in the first school in Mt Beauty only started in 1948/1949 this would have been one of the first books used in the school. Also as a state school book it is also significant to the Victorian State school system. There could be a lot of these books in other towns in the state, therefore it may not be just found in Mt Beauty. This item is historically significance as it shows what sort of books were used for that period. It is socially significant as the Mt Beauty school was new in this period therefore shows what the students were using. This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it was in a rural area, Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had slight reservations of the "high and mighty" attitude of some city dwellers and the effectiveness of city bred teachers was how to overcome these ingrained mores. The mentioning of European nations and lifestyles was to the pupils in the infant schools far more like "fairyland" than the realism that they experienced on the "land". However at this age level fantasy was more important than reality. Australian fantasy tales e.g. Blinky Bill (circa 1930s) introduced main characters that infants could identify, especially in rural schools.This item is a green coloured hard backed book containing 384 double sided pages. These are photographs of students at the Orbost Higher Elementary School in 1923. They were taken at the Snaggers Lane end of the Snowy River. with the students is teacher, Miss Wyatt. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Would have been used by staff and students of electrical Engineering at the School of Mines, Lydiard St. campus up until the start of the Mount Helen campus E building third floor. The meter would have had limited use in classes until 2009. This Wattmeter became part of the historical collection in 2011 after the movement of Engineering out of the E building. Booklet, Threshold: The Magazine of the Ballarat Girls' Technical School, 1959, 1959
1959 was the first issue of 'Threshold'. In 1951 thirty girls started a junior technical course for the first time in Ballarat, under the Principal of the Ballarat School of Mines. By 1959 it had increased enormously with an enrolment of 284 students, and its own headmistress. The early school took place in the Dana Street Primary School and a large portion of the Ballarat Technical Art School. It was not thought necessary for girls to produce a magazine, but Joan Hood (Kirner) was determined that the girls would have the same opportunity as the boys. “When I went out teaching, I went to Ballarat Girls Tech, where I met [husband] Ron who was at Ballarat Boys Tech. They were seen as tough schools, and I saw the disadvantage faced by these girls who were at the lowest of the low of the education rung – and yet there were some fantastic girls there who needed equal opportunity. So I think it was teaching that cemented in my mind that people don’t get an even go – and in particular girls. It didn’t take me too long to realise blokes were largely empowered. And it was teaching that cemented how equity and empowerment for women could be achieved through education.” Sarah Capper: You graduated from Melbourne University in 1958, and as mentioned, began work as a teacher in Ballarat. You married Ron in 1960 and received one of those government letters asking you to resign - JK: Yes, I think it burnt a hole in my pocket when I brought it home! We were both teachers, and I said to Ron, “Well, you got married – where’s your letter?!” That really clarified that the world wasn’t quite even, even in this profession that I’d always wanted and loved. I didn’t get superannuation – I think I got something like 100 pounds as pay in lieu of permanent service. And that wasn’t just me – that was a whole generation. Fancy that – that’s what it said – “pay in lieu of permanent service”. So that made me livid. If I hadn’t been a feminist before then, I certainly was by then. The school bell has been used in various forms for several centuries. In Australia and the UK it was often a hand bell, located on the teacher's desk in a small school. In larger schools it was positioned in a central area, and one bell was used to signal to all classrooms. In North America it was more usual to find a large bell on a stand located in a central area of the school where it could be heard by everyone throughout the premises. More recently, the school bell has become wall located, and electrically activated, using a mechanical timing apparatus. Now the same bell is computer programmed and activated, although there are many older bells still in operation. The school bell was rung at the beginning at the school day, often to summon students to the morning assembly in larger schools. It was then rung throughout the day to signal the start and end of specific lesson periods, the beginning and end of school morning and afternoon breaks, the lunch period, and the end of the school day, no doubt eagerly awaited by many students! Plan, Proposed New Buildings for the Ballarat School of Mines, 1966, 05/1966
The Diploma Subjects Building was designed to be erected on the M.B. John Factory site (Lydiard Street towards Armstrong St), to provide facilities for the tertiary sector of the Ballarat School of Mines. This proposal was aborted when the Mount Helen Campus site was acquired and a new campus started there in 1967.
