The Eltham Roads Board was established in 1856. This ledger includes the signature of Road Board Secretary and Collector Wingrove, a significant person in Eltham's early history. 'Applications and allotment of 12,000 new shares, containing lists of shareholders for The Central Deborah Gold Mine as at 15th January 1948, contains information regarding applications for shares, transaction details of what was sold, cost and allocated to list of people who they were sold to'. A3 lined paper, hand written with names of each purchaser and balances of each transactions. Blue & white forms printed as contracts of applications to the directors of the company to state who the owners of the shares were and receipt of payments. Forms state the issue of release of 12,000 contributing shares of 1 pound each per share which were submitted by shareholders desiring to exercise their quota rights. Also contains hand written receipts from the Bank of New South Wales Chambers regarding applications to purchase shares from W.J Donovan who was a member of the Melbourne stock exchange which was part of Union Bank of Australia in 1948. Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. The Shire of Eltham Brass Band provided suitable background music for the ceremony and at. This gas lamp light and stand came from the original manufacturer in Melbourne. Gas street lights such as this one were used in Melbourne from the mid-19th century. The lights enabled safer after-dark travel for pedestrians and vehicles and were a deterrent to crime. A lamp lighter was employed to keep the lamps lit, sometimes with little success due to weather conditions and the pranks of youths. WARRNAMBOOL Gasworks In Warrnambool prior to 1874 there were about twenty rare, individually lit street lights in Warrnambool, each with its own supply of kerosene. These lamps were in the central business area of Timor, Koroit and Liebig Streets. The Warrnambool Gas Company Ltd. was registered as an incorporated company in 1873. It was a private, locally owned business. It was located at 209-215 Merri Street, Warrnambool, on the land, which is just west of the later-built railway station. The first managers of the Gas Company lived in a substantial stone house on site, but later the managers lived in a residence in Henna Street between Merri and Timor Streets. The original home, which still stands, became a residence for the Railway Station Master from about 1890. In August 1874 the construction of the gasworks was complete and at the end of that month gas was supplied to all of the existing lamps in Warrnambool for the first time. The Warrnambool Gas Company wound up in 1880-1881 and was purchased by the Warrnambool Borough Council with money raised by a loan – the Borough’s first ‘loan transaction’. The Council established a piped network to supply gas to other street connections. The gasworks were privatised and upgraded in 1952. In 1972 the town supply was converted to liquid petroleum gas and by the early 1980s the gasworks were closed down. In 1986 Warrnambool was supplied with natural gas from a site near Port Campbell. The Warrnambool gasworks supplied all street and shop lighting and most domestic lighting until 1923 when electricity was available for lighting. Bromfield Street in Warrnambool was named after the director of the gasworks, James Astley Bromfield (1823-1903). He arrived in Warrnambool from Worcestershire, England, in 1852 and was very active in the local council and community. Cockman Street was named after the first secretary of the gasworks in 1874, Walter Cockman (c.1821-1892). He was a Mayor and businessman. The second Manager, Luther Rodgers, worked for the gas company for about twenty years and both Rodger Place and Rodgers Road in Warrnambool have been named after him. LAMP LIGHTS IN MELBOURNE In the 1820s Melbourne's innkeepers were legally required to have a lamp light outside their premises from sunset to sunrise. This was the first instance of street lamps being used in Melbourne. In 1847 the first oil lamp was used in the city. In 1849 a gas lamp was installed on the Swanston Street Bridge and much of the city had oil lamps installed by then. In August 1857 the installation of street gas lamps began in Melbourne. They were welcomed for the much brighter illumination they gave. By 1860 there were 414 lamp pillars. The phrase was quoted often - "A light was as good as a policeman". The first gas burners used for street lighting were called 'fishtail' gas burners. These were replaced in the early 1900s by gas mantles. The City of Melbourne Gas Coke Company was formed in 1850 but due to the Gold Rush the manufacture and distribution of the gas supply was delayed until January 1856. By the 1890s the gas supplying the lights was supplied by three companies in Melbourne. In 1879 a football match was played at the MCG under electric lighting and gradually electric arc lights were installed inside and outside buildings in the city. Lamp lights such as the one in Flagstaff Hill’s collection were no longer needed. Tait collection: item 62 of 62 This 1912 document is an agreement made between John Brennan, a farmer from Laang and Thomas Goodall, a law clerk from Warrnambool. The document shows that Thomas Goodall has given John Brennan £5 and Brennan has agreed to pass over to Goodall a 218 acre property in Laang. Brennan also agreed to pay a debt of £10-19-4 to Thomas Goodall by monthly instalments. Thomas Goodall was the law clerk for several lawyers in Warrnambool at the beginning of the 20th century and he was also the manager of the Warrnambool office of the lawyer, Ernest Chambers who had legal offices in Koroit and Port Fairy at the same time (end of 19th century and beginning of the 20th century). This document was in the possession of Ernest Chambers and it has been passed down to successive lawyers occupying the legal premises in Kepler Street where it was located in 2014 (former premises of the law firm of Mackay Taylor). This document is of some interest as it gives details of a business transaction between Thomas Goodall and John Brennan, both residing in the Warrnambool area early in the 20th century. This is a piece of buff-coloured paper folded in two to make four pages. There is typed and handwritten material on two sides of the paper. This is a 1912 document called an Assignment of Interest Under Contract with John Brennan agreeing to pay his financial debts to Thomas Goodall. The document contains the signatures of John Brennan and Thomas Goodall. Part of one page of the writing is in pencil. There is also a separate receipt sheet which is a receipt for £5 paid by Thomas Goodall to John Brennan. A yellow duty stamp is attached to this receipt. This ledger contains an Index to Drafts for Mortgages, Conveyances and Deed of Covenants etc (1896 to 1913) which was in use by the Warrnambool solicitor, Ernest Chambers. He had offices in Warrnambool, Koroit and Port Fairy in the late 19th century and early 20th century and Thomas Goodall was his manager in Warrnambool until 1899 when Chambers took up permanent residence in Warrnambool. The ledger was found in the old Mackay Taylor offices in Kepler Street and presumably came into the possession of this law firm at a later stage when Ernest Chambers was no longer operating in Warrnambool. The firm of Mackay Taylor was originally established in 1898 from the amalgamation of the law firms of George Mackay and James Fletcher. In the 1920s the firm became Mackay and Taylor when J. Taylor joined as a partner and this business was prominent in Warrnambool until the 1990s.This ledger has some significance as it contains the names of many Warrnambool and district residents of the late 19th and early 20th centuries and gives some indication of what type of legal transaction they were involved with. It therefore has some historical and social connotations useful for researchersThis is a ledger with a black cover and red bindings on the spine and corner reinforcements. There are 273 pages with printed red lines for accounting purposes. The entries are written in black ink. The inside front and back covers of card paper material have a red and blue mottled pattern. The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages.
