Legal record - Plans and Contract, Arthur H. Cutler, Architect, Warrnambool Town Hall, 1890-1892
This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council. Document - Certificate of Approval, Load Line, 25-02-1970
This Certificate, Load-Line, gave approval for the vessel Reginald M to load cargo up to a certain line, marked by a disc attached to the ship and inspected by the South Australian Harbors Board. The vessel had a long and varied life of service. This Certificate relates to early 1970, before the ship was sold to the Lyall Mining and Rail Company. The Load Line on the Reginald M was carved on the ship, inside the hull and not removeable. The REGINALD M - The vessel “Reginald M” was a two-masted coastal ketch, owned and built by Mr. Jack (John) Murch of Birkenhead, Port of Adelaide, South Australia. Its construction took approximately 6 months and it was launched at Largs Bay in 1922. The Reginald M’s purpose was to serve the coastal trade of South Australia, to carry cargo cheaply and efficiently. It is believed that the keel was in fact hewn from two telegraph poles! Its builder frequented all the salvage yards for materials and fittings. Reginald M had a very shallow draft and a flat bottom that enabled it to come close to shore and to sit high and dry at low tide or to be beached on sand. The flat bottom was also to make the ship able to skim over reefs. Wagons could load and unload direct from her side. Her cargo included Guano, Barley, Wool, Horses, Cattle, Timber, Explosives, Potatoes, Shell Grit and Gypsum. After a variety of services, in late 1970 Reginald M was sold to the Mt. Lyell Mining and Railway Company and was used by them as a barge to carry explosives. In 1972 the Navy League of Strahan, Tasmania, purchased her for use by the Strahan Sea Cadet Unit to use at Macquarie Harbour and renamed her T.S. Macquarie. However this plan for use of Reginald M did not come to pass. In 1974 Mr. Andrew Rennie, of East Brighton, Melbourne, bought her for a similar purpose. , paying $5,000 and donating a ‘Cadet of the Year” trophy to the Sea Cadets. He sailed her from Strahan to Melbourne, planning to use her for pleasure sailing. Also in 1975 Reginald M was sold to Melbourne Ferry Company at auction. Later in 1975 the Reginald M was bought by Flagstaff Maritime Museum for $20,000 . She has been restored and is now one of the exhibits in the Village lagoon or lake. It was restored in 2006 using funds from a $4,000 government grant.This Certificate is significant because of its association with the last working days of REGINALD M. REGNIALD M was a coastal trading ketch from South Australia built in 1922. It was one of very few sailing coastal trading vessels still existing until 2016, and its flat bottom, single chine shape illustrated a very simple but robust method of construction, compared to other round bilged examples of trading vessels. The vessel is listed on the Australian Register of Historic Vessels (ARHV Number: HV000562.)Certificate, rectangular, behind glass in wooden frame. Certificate is an official printed form, some information is over-typed, other information is hand written and signed. Frame has a central hole in top and bottom. The Certificate relates to Load Level of the vessel Reginald M and refers to the exact placement of a disc within the vessel that indicates the maximum load in fresh water. . Issued to the vessel 'Reginald M', Official Number 137228. . Issued by the Sough Australian Harbors Board . Valid from 25-02-1970 to 31-01-1974. . Mr Robert Crone Phillips was born in Stanley, Victoria and later moved to Wangaratta where he worked at Pinkertons and Sons. On 1 April 1912 he purchased the grocery, ironmongery, and wine and spirits business conducted in Sydney Street, Wodonga, by Mr. D. M. Stavely. This business was beside the old Wodonga Police Station. He received a spirit merchant's license under the new Licensing Act in the Wodonga Licensing Court on 20 March 1912. This was the first occasion on which spirit merchants' licenses have been granted by the court. This license was renewed annually until November 1920. On Friday 15 July 1921, a fire occurred in which Phillips grocer’s shop and a neighbouring draper’s shop, owned by Mr. R. W. McLeish, were seriously damaged. In August 1921 Robert Philips filed for insolvency with assets of £660 10/ and liabilities of £1126 19/6. The cause of insolvency listed was loss sustained by fire and the pressure of creditors. Mr. Phillips retired to Wangaratta. He passed away in 1948. The demijohn is of local significance as it represents an artefact from a local business. Its provenance is clear due to the inscription in the item. BDSC - Bendigo & District Servicemen's Club. The Servicemen's Club 73 - 75 Havilah Rd was a Co - Operative of the 3 Bendigo RSL's being Bendigo, Kangaroo Flat & Eaglehawk Sub Branches. In 1977 the Bendigo, Eaglehawk, Kangaroo Flat RSL Co operative Society Ltd was formed with Mr Des Paterson as Chairman and Mr Jack Barnes as Secretary. The Co op owned the facility and the Bendigo & District Servicemen's Club was formed to operate the facility. It was built in 1978 and a liquor license was finally granted in August 1979 and opened. It was officially opened on December 19th 1979 by the Hon R.J. Hamer premier of Victoria. In the year 2000 the premises became the Bendigo District RSL Sub Branch Inc. Des Paterson was also on the of the BDSC Committee until 1984. He was heavily involved in the establishment of the BDSC. Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans die on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This letter is significant because it reflects the relationship between Bob Hymans and the Management Committee.A letter from the Management Committee informing Mr Hymans that it has recommended that a 45 year lease be granted for the construction of a building, Grand Coeur Chalet, on Lot 4. The school's 326 pupils walked about 2750 kilometres on a fund raising walkathon . Principal Rob Bloye said the event raised about $5000 for the new hall's heating and carpet. At Ballarat in more lawless days, when Mr Armstrong had it entirely his own way, he used to collect a bundle of faggots, pile them up in the middle of the forfeited tent, and set the whole concern in a blaze - burning them out, furniture, merchandise, and clothing; and yet, even to this, unauthorised as it was, they never offered serious resistance. On the present occasion the culprit seemed to fear that Mr. Armstrong was going to do the, and humbly begged and exemption for his ''traps'', which was graciously granted. In the course of the day this man was fined 100pound (it being a second offence), which he paid before the night; such are the profits of illicit trade . . . Document - ANCIENT ORDER OF FORESTERS NO. 3770 COLLECTION: CORRESPONDENCE
Translated copy, dated 25 and 28 January 77. Translation refers to the acknowledgement of the receipt of £13.10/- sick pay from the Bendigo German Club and Court of Forresters. Enclosed Doctor's certificate for Mr. Moeckelmann. Because Detlef Moeckelmann was blind and his sense of hearing was getting gradually weaker and his old mother had continuous illness and it was hoped that the German Club and Court King of the Forest could do a little extra for him. The German Club were not in fabor of granting extra assistance for an indefinite period. The German Club voted the money, which was despatched by the next mail. Mr Detlef Moeckelmann lost his eyesight through an explosion of gunpowder.
