Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Graham Hopwood was a student at the Ballarat Technical Art School when he completed the sketch of the gardens. Photographs of the Holmes family at "Launchley" and places they visited. In 1934 they holidayed at "Whitehall" Guesthouse in Queenscliff. It is in Hesse Street and was built in 1926. The Traralgon War Memorial was originally erected in memory of the fallen soldiers of World War One. The Gippsland Times of 01 March 1923."On Sunday a memorial that has been erected in memory of the fallen soldiers of the district was unveiled. The ceremony was performed by Mr G. H.Wise, and addresses were delivered by Mr W West, M.LA. the president of the shire and local clergymen. The memorial, which cost £700, and contains 54 names of young men who made the supreme sacrifice is a lifesized figure of an Australian soldier and is made white Italian marble. It now commemorates Australian servicemen and women who have served in all wars and conflicts. In recognition of its fallen soldiers and Churchill's 50th birthday a service memorial was erected on a concrete plinth at the Churchill town plaza and used for the first time to mark the ANZAC centenary on Anzac Day 2015. Churchill never had a war memorial and received a grant from the Department of Veterans' Affairs six years ago to commission a sculpture with Latrobe City Council's support. It was decided the sculpture needed to recognise more than just the war effort, but service and volunteerism, considering Churchill was only founded in 1965. (http://www.latrobevalleyexpress.com.au/story/2816903/churchills-new-memorial/, accessed 01 may 2015) Sculptor Paul Jesse discussed the work in Churchill and District Community news, 18 December 2014: Some time ago CDCA commissioned a sculpture to be used as a Service Memorial to commemorate the fallen that have died in service of our community and country. Traditional memorials usually commemorate Armed Services personnel, but CDCA was of the opinion that a more inclusive view which included Emergency Services personnel, such as CFA, SES and Police, could be incorporated into the Churchill Memorial. Boolarra artist, Paul Jesse, who is accomplished in Ferro-Cement sculpture techniques, was commissioned to create a memorial that would cause people to reflect on the meaning of ‘service’ and ‘sacrifice’. The following is a description of the Churchill Service Memorial Sculpture written by the sculptor, Paul Jesse. “My sculpture is different from most War Memorial sculptures because it uses as its basis the reasons why people go into service or to war. One side of the sculpture is colourful and optimistic; its theme is home, family, community and the future. These themes are crafted by flow lines which are connected to the other side of the sculpture through the round hole and the Crosspiece. These lines can be seen as a multi-layered connection between the sides. On the “dark” side of the sculpture, the lines begin with a spiral of coloured mosaics. This spiral is representative of our service people. Its beginning can be seen on one level as their soul. The spiralling mosaics of them flow to the other side of the sculpture where they create the landscape and figures. These lines can also be seen as a range of connectors between the two sides, representing a flow of thoughts, love, fear, concern and dreams. They also represent physical communication such as letters and phone calls.” This ‘Service Memorial’ is located in the Churchill Plaza (adjacent to the Town Hall), along with four flagpoles, seating and garden beds. The Churchill Service Memorial has deliberately been designed as a thought-provoking public art work. It will complement the Art and Culture Pathway which links Switchback Gallery at the Federation University Campus to the Town Centre. We hope Churchill citizens will pause to view the Memorial, ponder its meaning, reflect on the service of others and commemorate the fallen. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal for a sum of approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall was build to accommodate 670 persons in a theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the hall commenced in 1978.
