A River of Life: Eltham Peace Banner 1986 The Hiroshima Day Banner was conceived by Shire of Eltham Artist in Residence, Jacky Talbot and a number of other Eltham women as part of the “As We Are” community banner project. Local Cemetery Excursion Sunday 27 May 1990 departed Eltham Shire Office at 9.30am and finish mid afternoon. Visits to Eltham , Kangaroo Ground, Queenstown (Smiths Gully), Nillumbik (Diamond Creek), St Katherines (St Helena) Hurst family graves at Hurstbridge and a little known early cemetery at Grteensborough. Attended by 20 members. In each case we were introduced to the cemetery with a brief talk. At Eltham, Frank Burgoyne gave us the benefit of his knowledge as a member of the cemetery trust and at Kangaroo Ground, Bruce Ness spoke in a similar capacity. The lunch stop was at Hurstbridge where we visited the Hurst family graves. The President of Nillumbik Historical Society, Jock Ryan, joined us at the Nillumbik (Diamond Creek) cemetery. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. This 1954 Roll of Honour board was an action of the WW2 Eltham War memorial Trust, for hanging in their Child Welfare Centre building on their property in Main Road, Eltham. The Johnstons Furniture Production Company made up the board and had the names of the local Eltham enlistees applied in gold lettering at a total cost of £13.10.00. The names were copied by the Eltham RSL from the obelisk which was first erected by the WW1 Eltham Peace Celebrations in August 1919 at the northwest corner of Bridge Street and Main Road. During road widening plans by the Council, the obelisk was moved to the garden area of the refurbished RSL branch building in Main Road for safekeeping. The Honour Roll Board was sent to the Eltham RSL sub-branch around 1999. Following the merger of the Eltham and Montmorency sub-branches and sale of the Eltham property, the obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be hung in the Eltham War Memorial Hall (former Children's Library). April Meeting (Newsletter No. 233, Apr. 2017) Our meeting at 8.00pm on Wednesday 12th April 2017 is our Annual General Meeting, which includes the presentation of annual reports and the election of office bearers for the coming year. The official notification of the Annual General Meeting and Agenda are on page 8 in this Newsletter. At this meeting we are pleased to have as our guest speaker Dr. Andrew Lemon, a great friend of EDHS and a Fellow and the immediate Past President of the Royal Historical Society of Victoria. Andrew is an independent Melbourne historian, author of numerous books on local history, shipwrecks, biography, schools and sport and winner of national literary awards. He has been awarded the degree of Doctor of Letters by the University of Melbourne for his published works. Andrew edited the Victorian Historical Journal throughout the 1990s and served on the Library Board of Victoria and the Heritage Council. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Eltham shire had grown tremendously in the past 20 years, from a sleepy country town to an important shopping centre. Members of the Eltham District Historical Society transfer collection items from storage into their new home. Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field.
