Blackburn North Shopping Centre was originally known as Old Orchard Shopping Centre. It was built in 1965 on land previously covered by orchards. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. When the Eastern Mail Centre opened in 1992, it was the biggest suburban mail centre in the country. The table was used in the Charing Cross Infant Welfare Centre. The Maternal and Child Health Service (Infant Welfare) began in Victoria in 1917 when, in response to high levels of infant morbidity and mortality, the first voluntary Infant Welfare Centres began to emerge. The first centres were established in Richmond and Carlton and received a Council subsidy.A table with an open box fixed to the top it 100 centimetres long 55 centimetres wide with 14 centimetre sides. The table was used to measure the length of babies to record growth. One end is shaped the fit a baby's head when it is lying on the table, the other end slides to the baby's feet. Puffing Billy Preservation Society 50th Anniversary sign This is the large poster board that was erected at Lakeside to celebrate the 50th Anniversary of the Puffing Billy Preservation Society in 2005. Established in 1955, the Puffing Billy Preservation Society was formed to operate the narrow gauge trains between Upper Fern Tree Gully and Belgrave following the successful Young Sun specials. With the conversion of the Upper Fern Tree Gully to Belgrave line to broad gauge track, the Puffing Billy Preservation Society was the instigator of restoring the Puffing Billy Railway from Belgrave to Menzies Creek in 1962, Menzies Creek to Emerald in 1965 and Emerald to Lakeside in 1975 and in association with the Emerald Tourist Railway Board, Lakeside to Gembrook in 1998. In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant?
