Short tailed shearwaters and Little Penguins, nesting in burrows on the coast during the warmer months of the year, are extremely vulnerable to fires. Phillip Island had a history of fires on foreshores – either deliberately or accidentally lit. This article describes 2 accidentally lit fires on consecutive days at the Phillip Island Penguin Parade rookeries during the height of the breeding and tourist season in January 1967. The vital importance of volunteers such as the country Fire authority members and the local surfing community, is alluded to in this article by well-known naturalist and author from the time, Graham Pizzey. The Victorian government’s chief secretary, Arthur Rylah, reported here seeking an investigation into the fires at what he terms: “one of the best conservation projects we have done”, was a prominent Victorian politician for many years.This article is significant for demonstrating a growing awareness of the vulnerability of ground nesting birds, of the importance in volunteers such as members of the local country Fire authority and Phillip Island surfing community partnering with wildlife management bodies to protect ground nesting birds, in particular the Penguin and short tailed shearwater rookeries at the Phillip Island Penguin Parade and other parts of Phillip Island. The article also reflects the growing awareness by the Victorian government of the importance of the Phillip Island Penguin Parade to the Victorian tourism economy. Written by naturalist Graham Pizzey, wrote regularly for the Melbourne Herald, the article is another example of how this journalist frequently emphasised Phillip Island’s flora and fauna in his newspaper column.Photocopy made in 1980s of newspaper cutting. Textile - Clothing, Top Hat and Box, Early 20th Century
This hat belonged to a Warrnambool undertaking firm, Beattie and Phillips. This firm was established by Christopher Beattie and Henry Phillips in 1865 and was originally situated in Koroit Street. Beattie’s son, James, took over the business in 1916 and moved to new premises at 82 Fairy Street about 1928. In 1945 the business management was transferred to James Leahy and the firm continued until 2000. The top hat was used by both James Beattie and James Leahy and would have been one of several used by the employees in this undertaking business. The suppliers of the hat were Cramond and Dickson (note that the name ‘Cramond’ is misspelt on the hat itself). John Glass Cramond and James Dickson established their clothing and drapery and ironmongery business in Warrnambool in 1855 and it continued to operate in Liebig Street until 1974. This is a highly significant item for three reasons: 1. It belonged to, and was used by, two directors of the undertaking firm of Beattie and Phillips, a most prominent business in Warrnambool for 135 years 2. It was supplied by the firm of Cramond and Dickson, a dominant retail shop in Warrnambool for 119 years 3. It is an important example of a social custom of the past – the wearing of formal wear, including a top hat, by funeral employees (even to the extent of taking the hat by rail for funerals etc outside of Warrnambool) This is a black top hat with paper and silk inserts in the inside crown and a brown leather lining stitched on to the inside of the brim. There is black corded ribbon around the brim and around the outside of the hat. The brim is made of felt with the crown showing a shiny pile. There is a small round metal insert on the top of the crown. A piece of a newspaper dated 1st January 1931 is stitched into the inside of the brimInside the hat on the bottom of the crown – ‘Extra Quality’; ‘Crammond (sic) & Dickson Warrnambool’ with a stamp logo on the silk – a British logo with a lion and a unicorn with the words – ‘Honi Soit Qui Mal Y Pense’ and ‘Dieu et Mon Droit’ In biro on inside crown are the letters ‘J.L.’ undertaker's hat, beattie and phillips, christopher beattie, henry phillips, warrnambool history -

Container - Horse trough, Annis & George Bills, circa Dec. 1932
This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. James Massey Herbert was born in 1891 and died in 1971. He was the son of Lancelot Herbert and Martha Rawling. He was married to Alma Young and his sons were Graham and Eric Herbert. ( info. from John Phillips) This certificate was a letter of introduction to be used when James Massey Herbert travelled overseas.The Herbert family is/was a prominent Orbost family. They were some of the early settlers in the district. Souvenir - Souvenir Towel, 1934
This towel is a souvenir of the Centenary of Victoria celebrated in 1934. It marks the centenary of the officially-recognized first permanent European settlement at Portland with the arrival of the Henty families in 1834 in Victoria (then known as the colony of Port Phillip). European settlement occurred at Melbourne in the following year. This towel is one of many souvenir items produced in 1934.This towel is of minor interest as a memento of the centenary of Victoria. It is a comparatively rare souvenir of that event as towels such as this would have been used and most would not have survived for nearly 90 years.This is a white cotton towel with a white fringe at both ends. The Port Phillip Farmers Society was instituted in 1848. It was reported by the Ballarat Agricultural Society in 1859 that flax was grown in the Ballarat district. Flax was sown at Brown Hill on 04 October 1858, the seed saved, and the flax beetled on 28 February 1859. The exhibitor was T. MCKenna who was the first flax produced in the colony. Patterson Lakes is a suburb in the City of Kingston that is built one kilometre upstream of the mouth of the Patterson River. The area is bordered by the Patterson River and Eel Race Drain which enters the Kananook Creek. The suburb consists predominantly of newer housing developments and the tidal canal system of the development joins Port Phillip Bay. Patterson Lakes and the Kananook Creek were previously part of the extensive Carrum Carrum Swamp. The area was once a source of fish and eels for the Mayone-Bulluk clan of the Bunurong people. Over time the area was drained and in 1973 investigations commenced into the development of a unique residential area that would be built adjacent to canals and waterways. It was originally proposed to be known as "Gladesville". The development would give the suburb's homeowners access to Port Phillip Bay "from their back door". Circa 1974, the area was rezoned from rural to residential and named Patterson Lakes. Development has been continuous since the 1970s with construction of residential housing, schools, shopping centres, marinas, a hotel and library.Laminated colour aerial photograph of the Carrum and Patterson Lakes region within City of Kingston. The poster advertises the new ship "The Great Britain", built in 1852 and owned by the Eagle Line of steam packets, sailings between Australia and Liverpool, and other vessels owned by the company. The Great Britain was an iron screw steamer, 3,500 tons, & 500 horse power, built for the Eagle Line in 1852 and its Commander was B.L. Matthews. Passengers had a choice of accommodation; the After-Saloon, Fore-Saloon and Second Cabin. A scale on the poster lists the provision of food for each day of the week, for Fore-Saloon and Second Cabin passengers. The lists of agents English and Australian offices.The poster is significant for its connection to migration between England and Australia in the 1850's. The information includes the rationing of food on a daily basis to different classes of passengers, and the class distinctions made for accommodation, and provision made for children and servants. The poster also connects to the various ships of the Eagle Line and the captains of the ships.Double-sided printed pamphlet, behind glass on both sides, with a timber outer frame. Bella Vista was built by Edmund Boulter in 1903. It comprised two large buildings with a walkway linking the balconies at second storey level. Views of Westernport and Port Phillip Bays could be seen from the rooftop lookout. Bella Vista was reputed to accommodate eighty guests.
