Sign - 2 Victorian State Shields from the Wodonga Court house
The Royal Warrant assigning the Armorial Bearings to Victoria was signed on the 6th June, 1910 by King George V. The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. The kangaroo at the top holds a crown. The shield also features the Southern Cross. Two female figures represent Peace and Prosperity. The figure on the left wears a laurel wreath crown and carries a sprig of olive in her hand, representing Peace. The other figure wears a crown of golden cereal and holds the horn of cornucopia, representing abundance or Prosperity. A photo of three men, the two in uniform are former junior legatees that were helped to achieve admission to Southampton Naval College UK when they visited Legacy in 1964. These two outstanding junior legatees that were featured in the June 1957 newsletter. The article explains that Ron Rudd was a member of Footscray classes. And John Woodley had lived at Harelands. Both won entry to the greatest school of navigation at Southhampton UK, which lead to successful careers and were welcomed to Legacy luncheons when they were back in Australia. It is possible these two junior legatees had returned to Legacy in 1964 when this photo was taken. The man is the centre is Ivan Layton, Executive Officer of Legacy for 30 years. John Woodley's brother, Arthur, was also looked after by Legacy and in 1990 he wrote of his life and how Legacy helped him in a document (see item 00107).Many junior legatees enlisted in the services in the second World War. Some returned and joined Legacy as Legatees. Documentation dated January 1974 obtained by Legatee Trebilcock as a member of the Steering Committee (Residences) which had been formed to advise on the future of the Melbourne Legacy residences. See also Cat.No. 01676. The document describes the location and the buildings in detail noting that the location on Burke Road is a very good one and the buildings were quite sound. See also Cat. No. 01677. Main building had been built about 50 years before and the annex 40 years before document. There was an asphalt tennis court used for basketball and a small library. Letter thanking Legatee Rex Hall for congratulations for an award, accepting an invitation to speak at a future Legacy Luncheon, and the pride that Sir William takes in that the award recognizes the support of his wife Dulcie. Then there is a hand written note from L/- Rex Hall as a reply with possible dates that Sir William could speak. Legatees met regularly and had guest speakers to entertain and inform on different subjects at their Tuesday Luncheons. This document was from a file of information about guest speakers (see also 00812-00822 and 00830-00837). The Programme Committee was responsible for organising the speakers. A record of correspondence between RSL and Legacy and shows Legacy invited speakers from many areas. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising.
