Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. Within a municipality, areas were organised into sectors.Twelve point instructions distributed by the District Warden's Office, Town Hall, Kew in June 1940 and issued by the authority and with the approval of the Kew City Council, W. The introduction in this book, by Doulas R. Aylen (CEO), explains that the book is a publication of the memoirs of William Ludwig Samuel Sebastian Lechte, written in the 1930s. Small book titled "CAULFIELD 1869 - 1935 MEMORIES OF THE PAST" by William Ludwig Samuel Sebastian Lechte, published by the City of Caulfield, 1993. The book has a cream coloured cover with the title and author, an aerial image of Caulfield featuring the Caulfield Town Hall and the City of Caulfield Coat of Arms printed on the front. The pages inside include 18 pages of black text printed on white pages. A sticker on the front bottom left hand corner reads 994.51, as this object was once a part of a library catalogue.

A similar photo was featured in the Age Newspaper on 20 October 1952. The caption read 'These girls of the Legacy Club could pass for Indian lasses as they wait their turn to perform in the Totem Tom Tom at Melbourne Town Hall, They were among those who participated in Legacy's annual demonstration of physical culture, dancing and allied activities.' Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics, the Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the late 1970's, usually held at Melbourne Town Hall or Olympic Pool Stadium. In May 1939, the Railway Commissioners agreed to lease a site at the Kew Railway Station for a Baby Health Centre for a term of 21 years at 3 pounds per annum. A building, designed by Roland Chipperfield, was erected, and the Centre previously conducted at the Town Hall transferred there. This became known as the Denmark Street Baby Health Centre. (Cr. W.D.
