Document - Plans, Lighthouse Keeper's Quarters Warrnambool, 1858-1909
... The set of seven 1858 plans shows proposed plans... proposed plans for the original Lighthouse Complex that was built ...The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. THE PLANS - *Dec. 1858 (12/58) ‘Lighthouse Keepers Quarters No.2 Warrnambool’ (2375.01)* Public Works Office Melbourne – Front and Back elevations, sections, and floor plan. The drawing shows timber walls. [The floor plan is the closest plan to the current building, however, the walls are timber in this plan.] *Nov. 1858 – No.3 ‘Lighthouse Keepers Quarters Warrnambool’ (2375.02)* Office of Public Works, Melbourne – Back and End elevations and section through. The drawing shows stone walls. One side; Senior Keeper’s bedroom, living room and kitchen with storeroom. The drawing shows timber walls. *Nov. 1858 – ‘Details Lighthouse Keepers Quarters No. 2 Warrnambool’ (2375.05)* Public Works Office Melbourne. The plan shows the foundations, joists and eaves. The drawing shows timber walls. (Nov. 1858 – ‘No.4 ‘Lighthouse No. 2 – Warrnambool’ (2375.06)* Public Works Melbourne (Part of the paper is missing). This plan shows an octagonal tower, internal stairs, a balcony landing, and a weather vane on top. *November 1858 – No. 1, ‘Lighthouse – Warrnambool’ (2375.07)* Office of Public Works Melbourne. This plan shows a round tower, including the stairs, windows on the tower and the weather vane on the top. *4/3/9 [1909] – ‘Additions and Repairs, Lighthouse Quarters, Warrnambool, General Plan’ (2375.8)* Department of Public Works Melbourne’s official stamp is signed by Croft. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. Domestic object - Wash trough, Melvin Newton Lovell, Mangle was Patented June 10, 1898 by Lovell Trough is possibly of later manufacture by a local unknown cabinet maker between 1900-1920
Melvin Newton Lovell was born in Allegheny, Venango county, Pennsylvania, on 31 August 1844, to Darius T. Lovell (1815-1855) and Susan B. (Conover) Lovell (1827-1883). When Melvin Lovell was a boy, the family removed to Kerrtown, a village located in the vicinity of Titusville, PA. There Melvin served an apprenticeship at the carpenter's trade, and his natural mechanical talent enabled him to become a skilled workman. He followed his trade during the major portion of his term of residence in Kerrtown. In 1861, at seventeen years of age, Melvin Lovell left his home and, without parental authority, and entered the Union army soon after the outbreak of the Civil war. In August 1862, he was enlisted as a private in the 127th Pennsylvania Volunteer Infantry and saw active service until receiving his discharge at the end of May 1863. In 1865 he took up his residence in Erie, where he worked at the carpenter's trade for several years thereafter. In 1869 Melvin Lovell invented and patented several useful articles for household use, and in that year he began the manufacturing of certain of these inventions, in partnership with Franklin Farrar Adams, another inventor. Among the principal products of the original factory were washing machines and step-ladders. In 1881 Lovell individually began manufacturing other of his patents, including spring beds, and from modest inception, his Lovell Manufacturing Company grew to be one of the largest industrial concerns of its kind in the country and was recognized as being the most extensive manufacture of clothes-wringers in the entire world. In connection with his manufacture of domestic items, Lovell established sales agencies for his products in all parts of the country, and these branches were known as the Lovell stores. These goods were sold on the instalment plan and after his business had already been established becoming a substantial concern Lovell invented and patented the famous wringer which bears his name under the “Anchor” brand, and in later years he confined his operations largely to the manufacture of this very superior household invention. Lovell was also one of the organizers and stockholders of the Combination Roll & Rubber Manufacturing Co, of New York, which was formed to manufacture his patents, with headquarters in New York and a factory at Bloomfield, New Jersey.A significant household item used in the process of washing clothes by a man who had started in 1869, as a young carpenter and later he became a successful businessman and manufacturer of household items. Lovell was granted numerous patents for various devices during his career including several patents for adding machines (cash registers). This item is now sought by collectors and is even rarer due to it's combination with a Lovell clothes wringer. Photograph - Photographs - Black and White, Ballarat Teachers' College
These images were hung in the corridor of the University of Ballarat School of Education (Mount Helen). It most probably dates from around the time of the transfer of the College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. (Source: The First One Hundred Years by R.S. Medew and I.M. Bowman - A History of The Medew Family in Victoria - page 11 extracts) - Charles Turner Medew (1829-1915 ) arrived in Victoria from England in 1857. He eventually settled in Ringwood as the original purchaser of Crown Allotment 32, Section C, where he built his own home in 1888 and became well known locally "for his fine building work and stone masonry." ... "In his retirement, Charles Medew experimented with model helicopters. About 1910, at the age of 80 years, he was able to raise these helicopters to such a point of efficiency that, just with an elastic wound propeller, when released they could fly upwards to the height of the large oak trees." ... "(Also) In 1910, Charles obtained plans and made a model of the Wright Brothers' biplane entirely of wood, with laminated wood propeller and driven by twisted elastic bands." This model remained in his workshop for many years after his death and with his family's permission was eventually placed in the Melbourne Science Museum.3 pencil drawings showing assembled parts and sectional views of a model helicopter. -

Buildings, Shingles Original Cottage c1850, c1850
The original small, pioneer cottage was built in the late 1840s to early1850s, by an unknown pioneer. It was located on part of a 30 Acre allotment that was originally part of Henry Dendy’s 'Special Survey Brighton' granted in 1841 (5120acres). There is a small display of external cladding shingles from the original pioneer cottage. Wooden shingles were usually thin (3⁄8 to 3⁄4 in or 10 to 19 mm), relatively narrow (3 to 8 in or 76 to 203 mm), of varying length (14 to 36 in or 360 to 910 mm), and almost always planed smooth. The traditional method for making wooden shingles was to rive - hand split - them from straight-grained knot-free sections of logs pre-cut to the desired length known as bolts. These bolts were quartered or split into wedges. A mallet and axe were used to split out thin pieces of wood. The wood species varied according to available local woods, but only the more durable inner section of the log was usually used. The softer sapwood generally was not used because it deteriorated quickly. Because hand-split shingles were somewhat irregular along the split surface, it was necessary to dress or plane the shingles to make them fit evenly on the roof. Whitmuir Hall was built 1850 using bricks hand -made from the clay of nearby Elster Creek. Early history of the 156 acre estate bounded by McKinnon, Centre, Thomas and Wheatley Roads is obscure. The gardens were laid out prior to 1850. Robert Gray Ford purchased 20 acres with mansion in 1872 for £ 1750 and it was valued at £ 25,000 in 1888 but sold after the Bank Crash 1890's for £ 5,000 in 1892. There were many owners over the years including Thomas Bent and in 1870 it was called 'Killearnan'. It is now is known as 'the Bentleigh Club and many original features have been restored and preserved . Whitmuir Hall, was a stately mansion built 1850 typical of the grandiose plans of successful early settlers. Stained glass Windows, furniture, imported from France and Italy have been preserved by the Bentleigh Club.4 of 13 Black & White photographs of Whitmuir Hall now Benleigh Club, Yawla St Bentleigh c 1930whitmuir hall, bentleigh club, killearnan, mansions, gold rush victoria, smith j l; smith mary ann, stanley helen, smith vic, smith harry redvers, chaff cutter, horse drawn carts, toll gates brighton, motor cars 1900, steam engines, early settlers, bentleigh, parish of moorabbin, city of moorabbin, county of bourke, moorabbin roads board, shire of moorabbin, henry dendy's special survey 1841, were j.b.; bent thomas, o'shannassy john, king richard, charman s, highett william, ormond francis, maynard -

Plan - Vessel, Public Works Department (P.W.D.), Matthew Flinders I, 8-11-1911
These plans are line drawings by the State of Victoria for a Suction Hopper Dredge, which used a suction pump to bring up material from the bottom of a body of water. The plans are contained in a box from the Public Works Department, Ports and Harbours Division in Melbourne, which in the year 1910 was responsible for the dredging operations of coastal ports and harbours, and inland waterways. The stamped signature is that of Arthur Edward Cutler, Chief Engineer, Public Works Department of New South Wales. The steel steamer Matthew Flinders was constructed by Morts Dock & Engineering Co Ltd in Sydney, New South Wales. Identified as Ship No. 40 by the ship builders, this dredge, had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered by the owner, Department of Public Works in Victoria, at the Port of Melbourne in 1917. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In 1923 the master in charge was Captain Dunbar. In 1930 the dredges were no longer required as the Harbour was no longer suitable as port. These plans are significant for their close association with the suction hopper dredge, the Matthew Flinders I, which was call upon often to remove the silting of Warrnambool Harbour and allow shipping to continue in the Port of Warrnambool until 1930, when the Port of Warrnambool ceased to be suitable as a port. The work done by the Matthew Flinders is significant for its association with the Warrnambool Breakwater and the on-going issues with the silting of the Harbour.
