Document - Folder, Ron F. McCormack, Appeal against Eltham Shire Permit granted for a propsed Youth Enterntainment Centre, 41-43 Were Street, Montmorency, 1993-1994
In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. book, The Curlip - P.O.W.Camp Bete Bolong, Vic. 1943-1946, August 2007
This is Issue No. 5 of "The Curlip". The magazine is a compilation of research from a trip by the Orbost & District Historical Society to Bete Bolong. The Bete Bolong Prisoner of War Camp was located on the south side of the Buchan - Orbost Rd. From November 1943 to November 1945, Italian prisoners of war were based at Bete Bolong, cultivating maize, peas, beans and other vegetables on local farms. Unlike other 'farming' prisoners of war, those at Bete Bolong did not live with the farming families, but at a Prisoner of War Control Centre on Crown land overlooking the Snowy River Flats. About fifty Italian prisoners lived at the centre, along with an Australian Military Force staff of approximately seven people. The prisoners were driven to and from the farms each day. Three of them apparently simply swam across the river to work. They worked a six day week, with Sundays off. Although they were provided with rations, both prisoners and staff maintained vegetable and flower gardens. They were also skilled at cooking 'anything' they could catch, and at making illegal "grappa". Very few of the Italians were experienced farm workers. Some of them used their skills to make things for the families they worked for; a cabinet-maker made furniture , a cobbler made shoes, etc. They interacted with the local community and, although they were not supposed to go within one kilometre of town, some were found at local dances on Saturday nights. As recreation the prisoners were allowed to walk along the road to the west of the camp. Local people from both sides of the river could hear them sing as they walked. The prisoners also helped to construct an 'ant bed' tennis court on a property adjacent to the centre. Although now overgrown, the site of the tennis court can still be discerned as a flat area above the site of the centre. During the 1950’s, the growing threat from Submarines, led the Royal Australian Navy to consider a quick reaction, long range ASW torpedo delivery system as an alternative to the USN’s ASROC and the RN’s Match. Full scale research and development began in 1960 using the Turana target drone as the basis for the delivery platform. Shipboard tests began in 1963 and the Government Aircraft Factory (GAF) began production of three variants M3, M4 and M5 in 1965. The M4 variant had a guidance system designed to interface to a full tactical data handling system while the M3 and M5 variants used a simpler system with a dedicated fire control system. The IKARA is an unmanned miniature aircraft with clip on upper and lower stabilizers and wings. The upper stabilizer (SVU) housed and electronic package that transmitted flight data back to the launch platform and received updated target acquisition data during flight. Flight maneuverability was provided by elevons fitted into the trailing edge of each wing, these were operated by an actuator system that received flight correction data transmitted to the autopilot from the fire control system. The payload, either the Mk44 or Mk46 lightweight torpedo was suspended to the underside of the airframe and faired into the body to provide and aerodynamic shape. The forward section of the body housed the autopilot and the thermal battery unit. Propulsion was provided by the MURAWA steel cased, solid propellant rocket motor with a combined boost and sustainer stage. IKARA was capable of engaging a target to the maximum range of the ships sonar, regardless of weather conditions. Target information is fed into the fire control system, which calculated to drop zone for the torpedo taking into account speed and direction of launch platform and target, win speed etc, then tracking the missile to the drop zone where command signals initiate torpedo release. Gathering of seafarers and MTS clergy and LHLG members, at Glenfern 1906. Mrs Mary Danne daughter of Reverend Kerr Johnston was a widow at the time and was renting Glenfern, the property once owned by the Boyd family, and started a private primary school she called Newington College. A member of the Mission's committee from 1905 to 1926 when she passed away, a bras plaque was made in her memory and placed in the chapel of the Flinders Street Mission. (see item 0690) In the Standard published on Saturday 17 November 1906, page 4 we could read: "In connection with the Victoria Missions to Seamen a successful and pleasant outing, was given to the sailors in port on King's Birth day. Mrs. Danne, of "Glenfern," St. Kilda, threw her house and grounds open tor sports and tea. Cricket, football and sports were enthusiastically pursued, and ample justice was done to the substantial tea provided by Mrs. Danne and her friends. The Misses Danne, Miss Godfrey and other ladies were untiring in their attentions. Mr. Axell, first officer of brig Fairy Rock, in a few appropriate words thanked Mrs. Danne and the ladies, on behalf of the sailors, for their kind hospitality. Snapshots of the party were taken by Mrs. Goldsmith. Mr. C A. Holmes and Mr. Cedric Campbell acted as stewards and starters for the races. On the invitation of the chaplain (Rev. A G. Goldsmith*) ringing cheers were given for Mrs. Danne and the ladies. Before the party broke up Mrs Danne addressed a few kind words to the men and gave them all a shake of the band at the gate. The rest of the evening was spent at the Institute, Beach street, where games and competitions were carried on to the accompaniment of vocal and instrumental music. Metal Uniform Embellishments of the Australian Army Post 1953 Volume 1 - Insignia for Corps and Schools, 2017
This 236 page, full-colour hard copy reference work, catalogues the metal insignia embellishments used by all Corps and Schools of the Australian Army (including philanthropic organisations), from 1953 through to the present. The book provides images of the front and the back of a given (metal) insignia set for each Corps etc. Each image set depicts the relevant hat badge, collar badges and epaulette title and/or cloth shoulder title applicable. The book's images record three distinctly different 'generations' of insignia manufacturing methods/types, including the: gilt brass and white metal items used in the 1953 to 1964 period; and anodised aluminium 'StayBright' insignia introduced as from 1964[ and 'BriteShine' insignia introduced with effect from 1997 (running through to the present). The full colour photographic images in the book are complimented by written descriptions which cite each item's distinguishing characteristics... including measures of: typical weight, height, width and thickness (at a given point). A discussion of copies and faked items is also provided, including microscope resolution images of 'tell tale' signs to look for. The entries in the book are organised alphabetically and match those used in the Authors' 614 page eBook version of this work (the eBook is a separate edition which provides scalable images of all relevant insignia and many manufacturing variants).The hard copy and electronic editions of this work are able to be used either separately or concurrently, as and when users require. Tool - Smoothing Wood Plane, John Welsh & Co, 1845-1850
A vintage tool made by a obscure early 19th century woodworking Scottish tool maker. This item would have been made commercially for firms and individuals that worked in wood and needed a tool that could produce a flat smooth finish to timber. These tools were used before routers and spindle moulders came into use in the late 19th and early 20th centuries before this time to produce a decorative moulding or to smooth a piece of furniture timber, door trims etc. had to be accomplished using hand tools and in particular one of these types of planes. The subject item is a smoothing plane Known as a Coffin Plane due to its shape. Traditionally wood planes were blocks of wear resistant hardwood, often beech or maple, which were worked to the shape of the intended moulding or had a flat blade use for achieving a flat and smooth finish to timber. The blade, or iron was likewise formed to the intended moulding profile or for smoothing and secured in the body of the plane with a wooden wedge. A traditional cabinetmakers shop might have many, perhaps hundreds, of moulding and flat bladed planes for a full range of work to be performed. Large crown mouldings required planes of six or more inches in width, which demanded great strength to push and often had additional peg handles on the sides, allowing the craftsman's apprentice or other worker to pull the plane ahead of the master who guided it. All we known about John Welsh is that he was a tool maker and possibly a retailer that operated a business in Dundee Scotland between 1845-1850. This is the only record we have to date that he existed and is from the Master Catalogue of Scottish woodworking tool makers. His tools in particular moulding planes are well sought after by collectors of vintage tools due to their rarity. A significant tool from the mid to late 19th century that today is quite rare and sought after by collectors. It gives us a snapshot of how furniture and other decorative finishes were created on timber by the use of hand tools. Tools that were themselves handmade shows the craftsmanship used during this time not only to make a tool such as the subject item but also the craftsmanship needed to produce a decorative finish that was needed to be made for any timber item. 14A - Victorian Railways NA class Steam Locomotive, 1914
14A Built in 1914 and painted Canadian red & dark brown, this locomotive was issued to the Colac to Crowes line and saw service on all four lines, but mostly on the Colac to Crowes line. It was withdrawn from service in 1962 at Colac and sent to Newport Workshops for storage where it remained, except for a brief time at Bendigo North Work-shops in 1963. After overhaul, it was brought to Belgrave in 1965 where it has seen almost continuous service since. In 1978, it became the first of the preserved NA’s to trial a historic colour scheme for which the Canadian red & dark brown was chosen, but ended up mistakenly being painted a “London Tan” & dark brown. In 1996 it received a more correct Canadian red livery. This “temporary” trial livery has now given way to 14A’s designated livery of all-over black. Netta Fuller and her husband Alec were long-term residents of Kew. As a boy, Alec had attended East Kew Primary School and was later highly involved in the Kew Presbyterian Church during the 1950s and 60s. Netta's passion was for historic clothing and its exhibition. In 1985, Netta Fuller and Elizabeth Pace launched a parade of garments sponsored by Kew Historical Society at Holy Trinity Church, Kew. The parade was called 'Downunder Dressmakers' and included a collection of over fifty items of clothing dating from 1800 to 1984. The collection included dresses, hats, scarfs, capes, sporting costumes etc. The core of the parade consisted of a collection of 19th century costumes worn by the ancestors of a Miss Gertrude Murray, a resident of Blackburn. In sourcing items for her collections, Netta Fuller collected costumes stored in old trunks and wardrobes, or even purchased from opportunity shops. (During the period in which she collected and exhibited costumes, the latter could often be a reliable source for the purchase of historic and aesthetically significant costumes.) Not satisfied with purchasing authentic costumes of the period, Netta also used these as models for artistic recreations. Following her retirement from both collecting and exhibiting, Netta Fuller donated a number of 19th Century garments to the Kew Historical Society's costume collection. A number of garments were parts of costumes such as bodices, while others were complete outfits. Some of the latter exhibit signs of old damage, however very few of the costumes had been modified to enable them to be worn in exhibitions. Provenance, apart from that the costumes were donated by Netta Fuller after 1985 is limited to donor information, although some of her donations may have originally been part of the collection owned by the Murray family. While the costumes are old and therefore historic, provenance is less important than the representativeness and/or rarity of the costumes. Provenance, apart from that the costumes were donated by Netta Fuller after 1985 is limited to donor information, although some of her donations may have originally been part of the collection owned by the Murray family. While the costumes are old and therefore historic, provenance is less important than the representativeness and/or rarity of the costumes. Netta Fuller and her husband Alec were long-term residents of Kew. As a boy, Alec had attended East Kew Primary School and was later highly involved in the Kew Presbyterian Church during the 1950s and 60s. Netta's passion was for historic clothing and its exhibition. In 1985, Netta Fuller and Elizabeth Pace launched a parade of garments sponsored by Kew Historical Society at Holy Trinity Church, Kew. The parade was called 'Downunder Dressmakers' and included a collection of over fifty items of clothing dating from 1800 to 1984. The collection included dresses, hats, scarfs, capes, sporting costumes etc. The core of the parade consisted of a collection of 19th century costumes worn by the ancestors of a Miss Gertrude Murray, a resident of Blackburn. In sourcing items for her collections, Netta Fuller collected costumes stored in old trunks and wardrobes, or even purchased from opportunity shops. (During the period in which she collected and exhibited costumes, the latter could often be a reliable source for the purchase of historic and aesthetically significant costumes.) Not satisfied with purchasing authentic costumes of the period, Netta also used these as models for artistic recreations. John COLLIER (1937- 2012) John Collier was born at Ballarat in 1937. He received a Diploma of Mining and a Diploma of Civil Engineering at the Ballarat School of Mines (SMB), later graduating from the University of Melbourne with a Bachelor of Engineering (Mining). Early in his career he received a Diploma of Accountancy from the Australian Society of Accountants. Collier believes his experience at SMB had a profound influence on his life, especially what he learnt in Geology, Engineering, Chemistry, etc., all of which he found beneficial to his later working life and he is proud of that association. Through his experience in the world-wide mining industry John Collier has made a major impact on the mining industry. He has been exploration leader for a large number of worldwide discoveries and farm-ins both major and minor. He has experience in every facet of the mining industry, and his record in identifying diamond opportunities include Australian (Argyle), Canada (Diabik), Zimbabwe, and the Brazil Pipe (Collier Falls). His success in diamond exploration may be unparalleled. John Collier also has significant success with lead-zinc, iron ore, coal, copper, gold-silver, petroleum, heavy minerals, nickel, uranium, industrial minerals, rare earths, and tin. In 2006 John Collier was made a Legend in Mining by the Australian Mining Industry. Over his last 10 years, he had become a passionate painter, holding several successful solo exhibitions. His naive style featured beautiful and unexpected colour combinations. Many of his most lauded paintings depicted mining scenes, harking back to his Ballarat days. This item is part of the Federation University Art Collection. A press release from Melbourne Legacy in 1975 which relates the story of George Knocks who joined Legacy and left a bequest that made a difference. The information was intended to be used by press and magazines etc. A longer version of the story is in the Weekly Bulletin - 29 Sept 1964. George was described as a lonely ex-seaman who migrated to Australia after the first world war. He learnt about Legacy and the work with widows and children. 'He joined up as a Legatee and from that day, the pattern of life changed greatly for George. He became absorbed in his new environment and spent most of his time with the children. The mothers founding him a rugged, but completely trustworthy friend.' When George died he was mourned by many Legacy friends. His left his property to four comrades, as trustees to use in continuing Legacy's work. As a result, a great many people in Legacy's care were helped, in all sorts of ways. One of them was Barry. Barry's father had died as a POW in a Japanese prison, and his mother had lost all her possessions in evacuating from Malaya. Barry had a disability and in time a new treatment was found, but it was expensive. Then Legacy came to aid Barry with money from the George Knocks fund. After long series of operations and treatments Barry made a wonderful recovery. While the fund ran out during the treatment, the last cost was met by The Stanley Savige Memorial Trust, which was a fund raised by the members of Legacy to honour the memory of their former leader. Barry went on to prosperous work, self sufficiency and a lovely marriage. Due partially to Legatee George Knocks, his bequest and the support of Legacy. Issued to crews.Booklet with orange card cover and 12 pages, numbered 1 to 10, side stapled, off set printed giving details of fares, revised in June 1963 for both Ballarat and Bendigo, to come into force on 1/8/1963. Has details of sections etc. Was shown as being approved by the Governor in Council on 25/6/1963. Adjust the City Section fares only. See Alan Bradley notes in references re this. Full pdf copy added 28/5/2019. Alan Bradley advised 25/4/2005. In the "Courier" of 26/6/1963, the adjustments to fares from 1/8/1963 were announced. They were only for adjustments to city section fares. Fares outside the city area remained unchanged. The SEC promoted these as being cheaper city section fares. Tom Evans gave me a copy of a poster showing a Scotsman boarding a tram. The caption was: "Now! It's cheaper to travel by tram! Beats walking every time!" New economy city fares. George Brunning was born in Suffolk, England, on 2 October 1830 and settled in St Kilda in June, 1852. He was a gardener and became part-proprietor and manager of Rule's Nursery in Richmond before establishing the first nursery of his own in 1861. Following his death on 5 June 1893, his sons continued the business. An article published in Punch in 1907 observed 'Nearly all the flowers grown in and around Melbourne, indeed, throughout Victoria, which are not native to Australia, had their origins in the nurseries of George Brunning and Sons. The statement is a large one to make, but it is literally true.'Single page black and white photocopy of advertisement from an unidentified publication for G Brunning & SonG Brunning & Son, St Kilda Nurseries, Near Melbourne, Beg to announce they have the Largest and Most Extensive Nursery Stock in the Australian Colonies. [article by Bettina Woodburn in EDHS Newsletter No. 105, November 1995:] EXPLORING THE UPPER YARRA - We enjoyed the Spring Excursion, this year "Exploring the Upper Yarra" - in spite of the constant rain and the countryside under the cloud cover, especially in the valleys, being mainly shiny shades of green. The occasional fields of buttercups, clumps of arum lilies and splendid rhododendron and other flowering bushes became very special. The Cobb and Co coach was warm and a cosy retreat as we zig-zagged on the highways and byways to glimpse the Yarra River, upstream and down, its secret places, and particularly the many bridges. Russell excelled as 'Poet Laureate', reading from Dacre Smyth's book. This 1979 publication includes paintings of all the bridges along the river with poems and brief descriptions of each one. Some of the bridges are in out-of-the-way places and are not very well known. We looked forward to hearing the poetry as much as seeing the 'constructions'… Big Pat (was he short or tall, lean or fat? - he did win the £200 reward for discovering gold and had the creek named after him), about the 'Eddies'?, and the disliked 'meccano' bridge in Warburton, etc. etc. The hot roast lunch in the old Reefton Hotel was also most welcome. It was easy to imagine it peopled by miners and early settlers. Starting by crossing the new (1974) concrete bridge at Warrandyte we headed through Wonga Park with views to the Christmas Hills and to the escarpment of the Yering Gorge, which causes flood waters to back up through the Yarra Glen plain, so avoiding disasters downstream. At the end of a long driveway we found the wooden, privately owned Henley Bridge (1935 after the 1934 floods). This facilitates access to different parts of Henley Farm and to Lilydale. Everard Park, named after Blanche Shallard's father, a State Member for 17 years, below the Highway Yarra crossing was in need of care. It is 10 miles from Yarra Glen by road but, as "Yarra Marra” canoeists well know, 32 winding miles down by water. After more delightful countryside scenes we joined the Warburton Highway at Woori Yallock. From the old Railway Station at Launching Place the Centennial Trail for walkers, cyclists and horse riders has replaced the rails. The line from Lilydale was opened in 1901, and the last diesel freight train ran to Warburton in 1965. It continued to rain as we had morning tea in Warburton in a shelter between footbridges. From here we continued upstream past the Bridge to O'Shannassy Lodge and Reservoir, Starvation Creek, and the Peninsular tunnel (miners dug it as at Pound Bend) which we visited (scrambling down those steps!) on our return after lunch. Our furthermost point was the Upper Yarra Dam Reserve (and vast catchment area). Finished in 1957 after ten years' work and 100 years after Yan Yean, it supplies much of Melbourne's water. After crossing the 30m Launching Place Bridge to the Eltham side of the Yarra and Healesville, we saw in the distance the Yarra Glen Timber Trestle Bridge over the river flats "the longest for years in the land it was said!" Harry's dream of "better weather over the Divide" unfortunately didn't come true, but I'm sure we 36 members will retain happy memories of a day that was wet and green and filled with Bridges. Situated on the Yarra River, 5.5 kms south of Christmas Hills on private property. This timber trestle bridge is said to have been built some time after 1907 by Melbourne master-builder, David Mitchell (the father of Dame Nellie Melba), to connect his two "Henley Farm" properties with Lilydale. In earlier days, when the McPhersons owned the property, their children used a punt to cross the river to attend Yering Primary School. "The Mechanics Institute movement flourished in Victoria from 1839 to 1950. It was based on the development of Mechanics’ Institutes in Scotland and England from the 1820s, which were intended to educate and enlighten the working classes. The term ‘mechanic’ in those days meant an artisan, craftsman or working man, especially those who had moved from rural areas to work in new city factories during the Industrial Revolution. The early Institutes were usually equipped with a reading room, a library and a lecture room. Although enjoying mixed success in Britain, they contributed to the development of public education and library services. The movement was adopted more enthusiastically in the colonies. It began slowly in Victoria but its expansion after the gold rushes population influx was rapid, especially in rural areas. Every suburb and town wanted to have a Mechanics’ Institute. During the 1850s approximately forty Institutes were established, with even greater growth in the period 1860 to 1900. By 1900 there were 400 Institutes in Victoria. The establishment of a Mechanics’ Institute was often a great achievement for a local community, requiring organising committees to raise substantial funds for a building site (where this had not been granted by the Government), and the building. Once built, the committee then had to purchase books, provide a caretaker or librarian, and finance the ongoing use of and improvements to the building. ‘The history of many Institutes is a story of tremendous community effort, and often, financial difficulties’. In addition to being monuments to local enterprise and community life, the Mechanics’ Institutes played a vital role as an intellectual forum, and in contributing to an informed and participatory democracy in the late nineteenth and early twentieth centuries. They provided journals and other reading matter on local, state, national and international issues, and hosted of lectures and held debates about wider issues such as Federation, colonial nationalism, defence, female suffrage, the price of land and labour. With the development of the school and technical education in the latter part of the nineteenth century, the need for community technical and adult education declined. As a result of the introduction of government library grants in 1867, many Mechanics’ Institutes incorporated a free library in their buildings to finance collection of their books. By 1884-85, there were 257 free libraries in Victoria. However, government support and library grants dropped off in the 1890s depression. Entertainment took on a greater role in the 1890s, with the introduction of moving pictures, billiards rooms, games rooms (chess), concerts and dances. The First World War had a devastating impact on many rural communities, and some Mechanics’ Institutes were no longer viable. On the other hand the early twentieth century was also a time of agricultural development, and many country towns were growing in this period. The 1930s depression further limited growth of many libraries and reduced grants substantially. In response many Mechanics’ Institutes were renamed, for example as memorial halls, in order to retain and attract more patrons (eg at nearby Sunbury). The diminishing role for Mechanics’ Institutes and the preference for larger and better appointed halls (with supper rooms, cloak rooms etc) resulted in demolition of some small Institutes. The advent of cars, radios, and television also provided other opportunities for recreation, learning and entertainment. The greater role of municipalities in providing library services also eroded the need for free libraries. While over 500 Mechanics’ Institutes or halls are extant, very few of these retain their original role as ‘diffusers of useful knowledge’. Most are still available for community purposes, as venues for meetings, socials, civic occasions etc, while others are employed as museums, shops and theatres. Most buildings are on Crown land, and managed by a delegated committee of management, who are responsible for raising revenue to maintain aging buildings. Many of those which were originally established on private land, such as Melton, have since reverted back to the Crown, and municipal Councils. The most common Mechanics Institute building form is the simple weatherboard gable building with iron roofs, notable for their ‘honest simplicity’ rather than as ‘monuments of the ancients’. At the other extreme there are some magnificent two storeyed brick and stucco structures with elaborate ornamentation (as was apparently envisaged by some in Melton in 1905-10)". 1302.1 - A4 size, 88 page report on Melbourne's tram and bus system produced by 'Tram & Bus Strategic Review Committee' in May 1992. Report printed on white paper, with blue covers, stapled on sides. Report examines cross linking of trams routes and many other recommendations regarding services, union awards, ticketing, opportunities for expansion, reliability, revenue impacts, driver only trams, workplace reform, staffing, revenue protection and tourism opportunities. Note the report has been mis-bound with pages out of order eg 2, 1, 4, 3, 6, 5 etc. Gives a series of recommendations, few of which were implemented in reality. 1302.2 - A4 size - approx. 200 page document with blue covers - appendix to the above report. List of appendices given in 1302.1. Yields information about the depot and environs during the reconstruction of the Ballarat tramways and the vacant land to the west of the depotSet of 5 Black and white photo prints from collected negatives of the SEC Ballarat depot building, during refurbishment by the SEC during the mid 1935/1936, taken at the same time as Reg Item 1349. 1350.1 - Depot buildings from Gregory St. on the western side. Shows the whole length of the buildings. 1350.2 - Western side of depot buildings from Gregory St. end, looking towards Wendouree Parade. 1350.3 - Eastern side of depot building from Gregory St. end. 1350.4 - Western side of depot building from Wendouree Parade - shows yard on side which was to become the tennis court. 1350.5 - Office, lockers etc. buildings on east side of depot, from Wendouree Parade, Shows the 'Bundy' clock. A motor bike is parked against the wall. 2nd copy held of 1350.1, 1350.2 and 1350.3 - ex moveable display boards. Colour photocopies laminated of these photographs on display 6/2000 at 02-02-06.
