Document - Folder, Ron F. McCormack, Appeal against Eltham Shire Permit granted for a propsed Youth Enterntainment Centre, 41-43 Were Street, Montmorency, 1993-1994
In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Ron McCormack moved to Montmorency from Coburg in the early 1980s and from then sat on the bench at Eltham Courthouse when Police requested assistance out of hours, until the eventuial closure of the Courthouse. montmorency theatre, montmorency bingo hall, 41-43 were street, youth entertainment centre, eltham shire council, planning permit, administrative appeals tribunal, ron f mccormack -

University of Melbourne, School of Chemistry
Combustion Demonstration
John Macadam was a Scottish born analytical chemist, medical practitioner and politician. As a student he soon showed a flair for analytical chemistry, and later also studied medicine. He arrived in Melbourne in 1855 to take up an appointment as lecturer in chemistry and natural science at Scotch College, a position he held until 1865. In 1857 Ferdinand von Mueller named the Macadamia nut after him. He officiated as one of two umpires at one of the earliest recorded games of Australian rules football, between Scotch College and Melbourne Grammar in 1858. Macadam was appointed government analytical chemist in 1858 and health officer to the City of Melbourne in 1860. He represented Castlemaine in the Legislative Assembly between 1859 and 1864. Appointed secretary of the Royal Society of Victoria in 1860 and vice-president in 1863, he was also the secretary of the exploration committee of the Burke and Wills expedition. When the Medical School of the University of Melbourne opened in 1862 Macadam was appointed lecturer in chemistry. He was a skilled, popular and eloquent lecturer, learned and generous with his knowledge. Sadly, just three years later, and aged only 38, he died at sea on the way to give evidence at a murder trial in New Zealand, leaving his widow Elizabeth (ne Clark), and a son. He was accompanied on that voyage by his assistant, the medical student John Drummond Kirkland, who later became the University?s first Professor of Chemistry. Born in Ireland, John Drummond Kirkland trained as a chemical analyst through apprenticeship in a medical laboratory in Dublin, before migrating to Australia in 1852 and moving to Melbourne in 1855. While still an undergraduate medical student at the University of Melbourne, he was appointed lecturer in chemistry following the sudden death of John Macadam in 1865. Due to the enthusiastic support of his fellow students this temporary role became a permanent appointment the following year. Kirkland continued his studies, graduating in medicine in 1873 and surgery in 1880. His son, John Booth Kirkland, was appointed as his assistant in 1878, later leading to accusations of nepotism. In 1882 John Drummond Kirkland became the University?s first professor of chemistry and metallurgy, continuing until his death in 1885. Today?s researchers use a high performance computing facility named ?Kirkland? after the first Professor of Chemistry at the University of Melbourne. Chemistry was still controlled by the medical school during Kirkland?s career, but became part of the science degree from 1886, along with the appointment of David Orme Masson as professor. Kirkland struggled for University funding to buy new apparatus. To compensate, he bought much from his own personal funds, including analytical chemistry equipment. Chemistry was first taught at Melbourne in the medical school, located in the area now occupied by Physics and the Ian Potter Museum of Art.Demonstration of combustion Mid 19th century, used by McCoy, MacAdam, and Kirkland -
The Beechworth Burke Museum
Photograph, 1973
Taken in 1973, this photograph features 13 men in suits, most of whom are council members of the United Shire of Beechworth, as well as a secretary and engineer. The photo is taken in a formal setting, suggesting there may have been an occasion at this time (potentially surrounding or related to the August council meeting). Previously a district (1856), then a borough (1863) and separate shire (1866) at this time the Local Government Area (LGA) had been known by this name for approximately two years, after having amalgamated with the still-existing borough. Beechworth amalgamated with Rutherglen and Chiltern Yackandandah to become the Indigo Shire Council in 1994. Little has been found about the men in the photograph, however this was at also around the time that women were becoming more widely accepted into positions on Victorian council (such as Valerie Mason, who was elected the first President of the United Shire of Beechworth council 6 years after this photograph.) The photograph has been taken in front of the Beechworth Shire Hall. The Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. The Town Hall is now home to the Visitor Information Centre, is the starting point for historical Precinct walking tours and is available for hire for events or community meetings. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct, and is listed on the Victorian Heritage register. program, Snowy River Mail, 1891
This concert was held in the Mechanics' Institute on Friday, October 16th, 1891 commencing at 8pm. A dance was held after the concert. The secretary at that time was J. McNair. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. Further info and Ref: In Times Gone By - Deborah Hall From the estate of Elsie Cooke. From L-R : Nathan Spielvogel, Hector Young, Percy Watt and George Holden. . Taken on the front porch at Illfracombe in 1908 after the four men had enjoyed a weekend fishing There appears to be a photo hanging on the wall in the background which looks like it could be of a young Marion Watt and the family's dog, a golden retriever In "The Gum Sucker at Home: Bound for Croajingolong 1908" by Nathan Spielvogel, published in Mary Gilbert's Personalities and Stories of the Early Orbost District, 3rd edition, p. 107-116, Spielvogel talks of his trip to Orbost, and fishing with Watt, Bruce and Young aboard Percy Watt's boat, the Maris Stella. Spielvogel's story says Young was the secretary at James & Birds auctioneers and "was one of the builders of the first foot bridge over the Backwater". It says George Holden was a Bank Manager at the Bank of Victoria. (info. from Campbell Watt) This photograph shows Mr Nathan Spielvogel on the left. He was a school teacher at the Orbost State School following Mr Rowe. Nathan Frederick Spielvogel (1874-1956), teacher, writer and historian, was born on 10 May 1874 at Ballarat, Victoria, son of Newman Frederick Spielvogel, pawnbroker, and his wife Hannah, née Cohen. As well as his stories he published a number of books about the history of Ballarat. Spielvogel taught at Orbost for at least a year Nathan Frederick Spielvogel (1874–1956) was a teacher, writer and historian. As a country schoolteacher, he traveled widely in the eastern Australian outback and also made a journey to London. Spielvogel gained distinction as one of the only Australian Jewish writers of his time. Many of his early books were best-sellers. He has an association with the history of Orbost having spent a year as a teacher at Orbost. Probably taken 1890's before Orbost was separated from Tambo. The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This photograph shows the construction of the first bridge over the Snowy River at Orbost being built. a copy was also donated by Gil and Heather Richardson. The first pile bridge over the Snowy River was just completed by Mr Jim Granter when the 1891 flood took out the centre,. There were differences of opinion as to whether the council should pay . The Shire Secretary, Mr John Draffin, persuaded them to honour their obligations. Mr Granter and Mr Clarke finished it as a suspension bridge which was opened by Mrs William Watt. Soon after a mob of cattle stampeded, the weight snapped the cable, letting one side sag. Mr R.P. Cameron repaired it and this bridge remained until 1922. "In 1890 the contract for a bridge was let to Mr James Granter for £1450. This structure with additions and improvements made to it was to cost the ratepayers about £2,500, and its erection was proceeded with in a very satisfactory manner until, just as the greater-part of the work had been completed, the flood of 1891 came down on it, piling up mountains of logs, timber and debris against the piers, which had not been made wide enough apart to allow for. contingencies of this kind. The structure held out bravely until the turn of the flood and then gave way with a crash, about five bays from the centre disappearing in the stream." Photograph, Doug Orford, Eltham Courthouse, 730 Main Road, Eltham, 1985
This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. Book - Travel, Thomas Brassey, author et al, Voyages and Travels of Lord Brassey 1862-1894 Vol 1, 1895
The papers gathered for this work, one of two volumes, focus on journeys of Thomas Brassey (1836-1918) who was born and educated in England. They include the period 1862 to 1894, before he accepted the position of Governor of Victori, Australia, in 1895. During that time, he'd won a seat in parliament, which he held for 18 years, and for periods was a civil lord and parliamentary secretary for the Admiralty. He was passionate about the sea and addressed his naval and maritime concerns in public lectures, letters, pamphlets and books. He was also for a time lord-in-waiting to Queen Victoria and president of the Institute of Naval Architects. This book is from Flagstaff Hill's ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. It was edited by Captain S. Eardley-Wilmot, and published by Longmans, Green and Co. of London. The Longmans, Green and Co. was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is an account of travels from 1862 to 1894 of Lord Thomas Brassey, giving first-hand experiences of 19th century travel. Brassey was a former Governor of Victoria before Australia’s Federation. Brassey was passionate about naval and maritime matters in public and government capacities. The work is important for its connection with the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Photograph - Photograph, Sepia, Mr and Mrs Gurney Goldsmith, Picnic at Orchard House, Cup Day 1909, 2 Novembre 1909
This photograph depicts a picnic for Cup Day (Tuesday 2 November 1909) organised by the Mission and the LHLG members at Orchard House. The property belongs to Mr George Higgins, engineer and his wife, Beatrice who was the LHLG Malvern branch secretary. Beatrice nee Shuter was the daughter of Charles Shuter. In the Punch published on 11 November 1909, we could read: "The pretty garden of "Orchard House," and the paddock adjoining (kindly lent by Mr. and Mrs. Singleton), was the scene on Cup Day of a most successful sailors' picnic, when Mr. and Mrs. George Higgins and the Malvern members of the Ladies' Harbour Lights Guild entertained some 110 sailors from the Royal Navy and Merchant Service. A football match, sports, and "costume" races were indulged in by the more active members of the party, while others enjoyed the unusual pleasure of sitting on the green grass under the trees. Mrs. MacLeod, Mrs. Knight, Mrs. Simon Fraser, Mrs. H. B. Higgins, Mrs. Albert Keep, Miss Ethel Godfrey, the Misses Wollaston, and a number of other ladies assisted to wait on the "tars." One "Jack," from H.M.S. Cambrian, voted it the "nicest day he had had since leaving the Old Country." Hearty cheers for the kind hostesses closed the proceedings. The evening was spent at the Institutes of the Missions to Seamen on the Australian Wharf and at Port Melbourne respectively, where prizes were distributed to the successful competitors. Book, The Practical Measurer, 1863
This book, ‘The Practical Measurer’, by Alexander Peddie, is subtitled ‘Tradesman and Wood Merchant’s Assistant’. It is a tradesman’s guide to measuring and contains many tables of measurement. The inscription in the front of the book shows that it belonged to Thomas Osborne and that he obtained it from D. McColl who is identified in the inscription as the Chief Engineer of the steam ship, ‘Julia Percy’. There is a record of a Donald McColl owning the vessel ‘Mimmie Dyke’ and sailing it to Mauritius in 1856 and there is also a record of the death of a Donald McColl in 1880 so these two facts may refer to the D.McColl mentioned by Thomas Osborne (especially as he refers to him as ‘poor old Mr D. McColl’). Thomas Hamilton Osborne was born in Port Fairy in 1851. He had a lifelong interest in ships and in Warrnambool was the Secretary and then Manager of the Western Steam Navigation Company for 16 years. Osborne wrote many articles with nautical themes using the nom-de-plume of ‘Sliding Gunter’ and had a great love of, and interest in, the ship, ‘Julia Percy’ and when he died in 1902 his body was put on board the ‘Julia Percy’ and he was buried at sea. The ‘Julia Percy’ (built 1876) was a well-known steamship on the western Victorian coast for many years. Later it plied the Queensland coast, saw service in West Australian waters, was renamed the ‘Leeuin’ and was used as a coal hulk until it was scuttled in 1935. The signature in the book of T. Hyland may indicate that he donated the book to the Warrnambool and District Historical Society. This book is of prime importance because:- 1. As a book printed in 1863 it is of antiquarian interest. 2. The connection with Thomas Osborne is of key interest as he was a notable figure in Warrnambool’s 19th century history, especially in maritime circles. 3. The connection with the ship, ‘Julia Percy’, is of particular interest as it was a prominent ship in Warrnambool’s maritime history. This is a hard cover book of 448 pages with brown and gold leather binding on the spine and cover edges and a brown and tan mottled pattern cover. The book has a Preface, a Contents page, information on how to measure all types of solid figures and how to measure work involved in the various trades – masons, carpenters, painters, glaziers, plumbers etc. It also has two Appendices with information on the measurement of sawn timber. The text has many tables and diagrams. The first page has a handwritten inscription in black ink and the back pages have some mathematical calculations written in pencil and a mathematical problem with its solution written in ink. Handwritten: ‘T. P. Hyland’ Stamped: ‘T.H.Osborne’ Typed label: ‘Mr T. H. Osborne, Warrnambool’ Handwritten: ‘T.H. Osborne, Warrnamool, Australia, given to me by poor old Mr D. McColl, Chf.
