Photograph, Opening of Eltham Library, 17 Aug 1971
The architect of Eltham's new library, Harold Bartlett of Messrs Leith & Bartlett Pty Ltd at the opening of the Eltham Library in 1971. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. Diamond Valley News, 24 August 1971 Wisdom of Solomon. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Bartlett was on the Shire of Eltham Council 1954-1961. The library and Shire Offices were demolished exactly 25 years later in 1996. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years.Digital imagesepp, shire of eltham pioneers photograph collection, shire of eltham, shire of eltham centenary, eltham library, opening day, h. bartlett, harold bartlett, sppech -
Melbourne Water
Staff Newsletter, Gwen Hardy, First Woman Commissioner, October, 1975
As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Born on the 5th of August,1926, Margaret Gwen Hardy was the very first Commissioner of the Melbourne Metropolitan Board of Works (MMBW) and was appointed in 1975, a major victory for women at the time. This was the first time in the 84 year history of the organisation. Hardy had also been a Lilydale Councillor and went on to become the first female Shire President. Along with her work commitments as part of the Board, Hardy was the wife of Dr. Bill and had three children, two sons and a daughter. Next door to her home in Mt Evelyn was her husband’s surgery, where Hardy also worked part-time as a Manager. Hardy was also involved with the Lilydale High School Mother’s Club, she was the President of the Mt. Evelyn Environment Protection and Progress Association, on the Advisory Council of Monbulk High School and was the Secretary of the Lilydale Citizens Advisory Service at the time. This staff newsletter highlights the historically significant achievement of Cr. Gwen Hardy becoming the first female commissioner to work at the Board in 84 years. This captured achievement highlights women's career advancement at the MMBW and within the Victorian public service, whilst having historic and social associations with the many women's rights movements in the 1970s.comissioner, melbourne water, mmbw, melbourne metropolitan board of works, woman, staff, newsletter -

Textile - Academic Bonnet
This academic bonnet belonged to Dr Mary Burnell. Mary Taylor Burnell was born on 21 February 1907, in Norwood, South Australia. She graduated with her MBBS in 1931. In 1932, Burnell served as a resident medical officer at Adelaide Children’s Hospital. By 1934 she was their Honorary Anaesthetist. It was also during this period that Burnell became the first female member of the Australian Society of Anaesthetists. One year later, in 1935, she worked as Secretary for the South Australian Section of the Society. Although resigning from her position at the Children’s Hospital in 1937, Burnell returned in 1942. The outbreak of World War II meant hospital staff and resources were drained. During her work, Burnell lobbied for a Department of Anaesthetics in the Children’s Hospital. Through working at both hospitals, she became aware of the great differences between administering anaesthesia to children and administering it to adults. In 1953 she was elected President of the Australian Society of Anaesthetists. She was the first female to be elected to this position. Two years later in 1955, Burnell was elected as a member of the Board of Faculty of Anaesthetists, Royal Australasian College of Surgeons. In 1966 she was elected Dean of the Faculty of Anaesthetists. Again, she was the first female to be elected to this position. Burnell worked tirelessly to promote the importance of anaesthetics in Australia. Burnell’s contributions to anaesthetics were recognised with Honorary Fellowships to both the Australian Faculty of Anaesthetists and Royal College of Surgeons. Photograph, Portrait of Winifred Noble, c.1910
One of five group and individual portraits of the Noble family of Kew, two in the rear garden of what is presumed to be ‘Charnwood’, in Station Street, Coburg. The photographs date from the period c.1890-1914. One of the larger framed photographs is a portrait of the entire family group, while another is of two of the children, Frederick and Winifred. The father, Frederick William Noble was a businessman, and, at one period Secretary of the Victorian Creamery & Butter Company in South Melbourne. Later he was to manage J. Bartram & Co., Ice & Cold Storage Department in Flinders Lane. By 1906, the Noble family had moved to Kew, living for almost 20 years at 100 Walpole Street before relocating to 26 Molesworth Street in the mid 1920s. The five photographs in the collection reveal details of family life and social values as expressed through attire. The family is formally costumed in a manner indicative of their social status. Mrs Noble, in one of the large framed portraits, is dressed in a sombre manner in a long, dark-coloured long-sleeved, high-necked gown. It is difficult to know whether she is dressed in mourning wear in this black and white photograph. It was not uncommon for a woman to regularly wear mourning attire due to the high mortality rate in the Victorian era. This situation was compounded for women due to the size of extended families. A woman might rarely be out of mourning due to the death of a parent, a sibling, a husband, a child or a near relative. The portraits of the Noble family children, particularly Frederick and Winifred, show the elaborateness of formal attire worn by the children of wealthy families during the late Victorian era. Winifred is dressed in a long cotton dress and a broad-rimmed hat; both liberally covered in lace. Winifred and Frederick’s lace collars extend to their shoulders. Winifred’s diaries, covering the period 1908-50, are now in the collection of the State Library of Victoria. The most detailed of the diaries is from 1914, just before the outbreak of World War 1, and includes ‘Accounts of my Dancing Evenings - Season 1914’. The diaries were the inspiration for an art exhibition by Jim Pavlidis in 2014. One of the family’s two sons, Frederick, was to work at The Age newspaper for 50 years. His obituary records that “He was regarded as the epitome of accuracy and a fount of knowledge on many subjects, but especially cricket, the Royal Melbourne Show and Gilbert & Sullivan”. With Robert Morgan he compiled Speed the Plough, a history of the Royal Agricultural Society of Victoria and its role in developing agriculture in Victoria.Framed photographic half portrait of Winifred Noble in the original carved wooden frame. Worn by Dame Marie Breen DBE OBE, Federal Senator for Victoria and Brighton resident. A passionate member (and founder) of many community organisations and charities, Marie Freda Breen (nee Chamberlin, 1902-1993) had her first experience of public life when her husband Robert became Mayor of Brighton in 1940. She became involved in the fledgeling Liberal Party, and Robert encouraged her to run for office. Marie because Victoria's first female Federal Senator in 1962. In Parliament, she was a vocal advocate for women and families and supported building a stronger relationship between Australia and Asia. In 1965 she became the first woman to chair a Senate committee. Marie retired from politics in 1968, after Robert was badly injured in a car accident. He died shortly after and she re-dedicated herself to community service, raising funds for UNICEF and serving on the Victorian Consultative Committee on Social Development and the Australian Advisory Council of Elders. John J. Huntly appears to have been the only licensee of the Royal Oak Hotel, built in 1858. He was a Councillor of the Municipality of Belfast at the time and later became the Secretary of the newly formed Minhamite Shire in 1872. By 1861 D. Smith appears as the licensee of the now named Commercial Hotel. In 1877 it was offered for sale—the building described as “Built of bluestone with slate roof, having a frontage to Bank street of 106 feet, 6 inches. Accommodation consists of twelve bedrooms, eight sitting rooms, bathroom, bar and cellar and detached kitchen also of bluestones, with outside offices. Around this time beside its usual business the hotel had various rooms for visiting doctors and a dentist. Dr. Berncastle, who was associated with the Sydney Eye Infirmary, performed several operations there on those suffering from cataracts. It was the meeting place for the Port Fairy Freemasons, before their Lodge was built in James street, and all the local sporting clubs, at one time or another. The sign on the hotel states "Fitzgerald's Commercial Hotel" more research is being undertaken as to this owner or lessee. The veranda was added in 1900. The name Royal Oak was restored this century, but the name Commercial Hotel can still be seen in the leadlight window over the front entrance. It was with a group of photos from 1988 to 1990 in a folio with paper labels (see items 01042 to 01049). The explanation of the source of the rosemary was in the same folio but the described photo is missing. It says the rosemary donated to Legacy each year for the sprigs of rosemary handed out to the public comes from nurseryman, Peter Hannah, who sourced a cutting from a bush in Frankston which was said to come from a cutting brought home by a wounded soldier.A record of widows preparing rosemary as gifts for the public and the story behind the source of the rosemary. Document, Fifty Years On (H32), 1973
A document written in 1973 with a summary of the first fifty years of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. Martha Jones born 1888 died 1890 and was interred in the Brighton General Cemetery in a family plot, in the Wesleyan Section, purchased by her father James Jones. In 1893 another daughter Ethel May died and was buried in the family plot. A stillborn baby was interred in the public grave of Brighton General Cemetery in May1900. Photograph - Image, Dickinson Centre opening, 1990
Plaque commemorating the opening of the Dickinson Centre, named in honour of Harold and Mercy Dickinson, both totally blind since childhood, who never let challenges stand in their way. Mercy was the first woman who was blind to obtain a Bachelor of Arts degree at the University of Queensland, and received her Masters Degree in the Education of Blind People with Additional Handicaps in New York, and an Honorary Doctorate for Education from the University of Queensland in 1994. Mercy and Harold established the Queensland Training and Placement Centre for the Blind, the first establishment of its kind in Queensland. Harold, who was a prolific writer, was appointed the Director and Mercy was the first volunteer at the Centre. Together they gave a lifetime of dedication and commitment ensuring that people who were blind or had low vision had the same opportunities as those with sight. The Centre later merged with other organisations and in 2006 became part of Vision Australia. The second plaque provides a background to how Harold and Mercy met, and their roles in expanding the the opportunities for everyone around them.Rectangular metal plate with inscriptionThe Dickinson Centre This refurbished centre was Officially opened on 9 November 1990 by The Hon. Ballarat and District Irish Association
Image, Rent Day (as it is under coercion) - No Rent, c1864
Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. E. Kenny, Andrew Kettle, Denis Kilbride, Pat O'Brien, William O'Brien, James O'Kelly, Charles Stewart Parnell, Douglas Pyne, Willie Redmond, Timothy Sullivan. Dandenong/Cranbourne RSL Sub Branch
Framed photo, Unknown
WWII Historical significance with some information of the Dandenong area.Black and white framed photo of 408537 Sgt R.R.E. Swords 23 Sep 1912 - 21 Jan 1943. This photograph is a tribute to the late Robert Richard Falkiner Swords. 'Bob' as he was known to his friends and most townsfolk of Dandenong and it's people. His older brother James, served in the First World War and later was a founding member of the Dandenong RSL Sub-Branch, formed in 1919, was its second President and also served a term as Honorary Secretary and Treasurer. James was the Editor of Dandenong's first newspaper, the Dandenong Advertiser. 'Bob' Swords was also a member of the Dandenong Advertiser newspaper and was a driving force in Dandenong getting it's own Hospital. For many years his photo hung over the entrance to the old building, which was demolished some years back. Regrettably this photo was lost. Bob enlisted into the Royal Australian Air Force to train as a pilot on 26 April 1941 and after initial training embarked to Southern Rhodesia. After completion of initial flight training he then moved to England for advanced training, prior to postings onto an OTU. He was tragically killed during this phase of training on 21 January 1943. The gentleman with in this photo is believed to be his South African Flying Instructor 'Panda' Watkins. His grave in England has a lovely headstone and the inscription: 'Service Above Self'. (As advised by Robert Richard Kudyba OAM).Brass plaque stating 4085537 Sgt R.R.F. Swords 23 Sept 1912 - 21 Jan 1943. -
