In 1963 the Shire of Ballarat celebrated its Centenary. This book outlines the history and development of the Shire over the 100 years.Councilor Charles Edward (Ted) Brown was at the time Shire President.The District Roads Board was created on 7th October 1856 and on 24th November 1863 was proclaimed a Shire,thus making it the first Shire in Victoria. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Carnival of 1953 was staged at College as part of the celebrations for the opening of the Tower, dormitories and Hall extension of the main Ballarat College buildings, 1425 Sturt Street, Ballarat. Opened by His Excellency, the Governor, General Sir Dallas Brooks and dedicated by the Moderator of the Presbyterian Church of Victora, Right Reverend W A Alston the formalities were followed by a two day Carnival and culminated in a dance on Saturday evening. The Ballarat School of Mines Botanical Gardens were established in 1879, and are situated at the rear of the current administration building. The gardens enabled the students to sit for examinations for registration by the Pharmacy Board of Victoria. The Ballarat School of Mines was the first of its type in Australia. The Albert Street frontage was the 'working end' of the campus with the mining laboratory, gauge tower and caretakers cottage. All the structures in the foreground have been demolished to make way for the Flecknoe Building and the M.B. John Building. Harry Brew, the well known Ballarat School of Mines caretaker, lived in the small weatherboard building to the right of the photograph.
