Sticker distributed to and used by Australian Nursing Federation (ANF) members and staff as part of a campaign to secure minimum nurse staffing in the public healthcare sector. This sticker was accompanied by a booklet 'Nursing the system back to health : Nurse patient ratios 2001', published in April 2002. The booklet describes some of the rationale for minimum staffing ratios and developments in 2000-2001 regarding campaigning for ratios, particular the landmark decision of the Australian Industrial Relations Commission in 2000 that saw the ANF securing the world's first mandated minimum nurse-to-patient ratios. After decades of campaigning from the ANF/ANMF, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. The Returned Sailors' and Soldiers' Imperial League of Australia was formed in 1916 to support servicemen returning from World War 1. In 1940 its name was changed to Returned Sailors', Soldiers' and Airmen's Imperial League of Australia and again in 1966 to Returned Services League of Australia. Arthur Ernest Beard enlisted in the 10th Battalion in 1914 and was discharged as medically unfit in 1918. His service included three years and 115 days of overseas service. He was gassed during his war service, resulting in ongoing health issues. Beard received an incapacity pension. Despite his ill health, Arthur dedicated many years of service to the committee of the Returned Sailors' and Soldiers' Imperial League of Australia Wodonga branch. At various times he served as President and secretary. He was on the committee when the branch was lobbying for the construction of a Soldiers' Memorial and also a Soldiers' Memorial Hall for Wodonga. Arthur also participated in groups and community activities, including the Wodonga Boys’ Club, Wodonga Public Library Committee and the Wodonga and District Progress Association. Arthur died on 29 Jun 1940 in Wodonga, Victoria, aged 46 years. This certificate is significant as it recognises service to the Wodonga Branch of the RSSILAA coloured certificate on heavy card presented by the Wodonga Branch of the Returned Sailor and Soldiers Imperial League of Australia. It features an archway imprinted with the name of the RSSIL with the League emblem surrounded by the flags of England, Australia and the Royal Australian Navy. It is adorned with an anchor and rifle and the words "Great War 1914 - 1919. An image of Anzac House, the headquarters of the R.S.S.I.L.A. in Melbourne is on the lower left hand side. The words of appreciation are printed in the centre of the archway. The insignia of the Australian Commonwealth Military Forces is in the centre at the bottom. WODONGA BRANCH / Presented to A. William Henry Embling was born in London on September 25, 1840, and came to Victoria with his parents when he was about 9 years old. When still in his teens, William was sent to Germany, and afterwards to England, to study for the medical profession. Whilst in London he became involved with the British Legion which sailed for Italy and fought in the Garibaldian campaign. He rose to the rank of Lieutenant. After moving to Glasgow to study for the Licentiate of the Royal College of Surgeons, William returned to Australia in 1863 and set up practice in St. Kilda, Victoria. Embling was appointed resident surgeon at Melbourne Hospital, practiced in Ballarat from 1866-1873 and was an honorary physician at the Alfred Hospital in 1877 In 1878 he was appointed to the Central Board of Health, and in this role travelled to many rural areas including Wodonga as the Public Vaccinator. For some time, he was regularly in Wodonga on Fridays. He was also Chairman of the Police Medical Board and President of the Working Men's College in Melbourne. In 1892 William Embling was elected as a member of the Legislative Council. One of the many roles he filled as a politician was as a member of the Parliamentary Standing Committee on Railways. In this role he also visited Wodonga when consultations were in progress for development of the new railways throughout Victoria. Brigade Magazine is issued to members of the Victorian CFA. The Spring edition of 2016 includes an article to acknowledge 21 years of service by the Falls Creek CFA. The article was written by Joy Nowakowski on behalf of the Falls Creek CFA with information provided by the Falls Creek Historical Society. Falls Creek Fire Brigade protects Falls Creek Village from fires throughout the year and supports other brigades to fight bushfires nearby and further away. In 2016 the brigade had 23 year-round volunteers. At a celebratory function at Falls Creek in June 2016, alpine pumper and brigade snowmobiles were on display. Falls Creek’s alpine pumper was the first of its kind in Australia. It had a pumping capacity of 4,000 litres a minute and its tracks enabled it to access areas of the village and ski fields. Until 2016 Falls Creek Village has been threatened by two major fires, the worst being in 2003 when CFA crews saved the village and the adjoining ski field infrastructure right at the boundaries. Snow making equipment was used to create a water/fog barrier that helped stop the fires from taking the village. The team that saved the village was considered heroic Support for fighting fires at Falls Creek dates back to 1956 but this support came from Mount Beauty, 30 kilometres down the mountain. Falls Creek locals were concerned by this, so used six available hydrants and a canvas hose to fight any fires on the mountain. In 1964 the SECV gave the village a trailer which could be used with both wheels and skis for summer and winter operations. But this trailer only lasted two years. In the early 1970s, the village was given a 2,000-gallon Ford Blitz 4WD truck, and additional equipment was quickly acquired by the village including a new locally-constructed trailer with a pumper unit. In the 1990s, a change in land status meant the Falls Creek area became the responsibility of CFA. This is a framed photograph of the men's pool at the Warrnambool Salt Water Baths. These Baths were originally built at the end of Gilles Street on the line of the present railway line in 1876 but were rebuilt in 1889 further north in Gilles Street when the railway line was opened. The water was pumped from the sea, initially by a windmill and later by a gas pump. The men's pool was 100 feet by 50 feet and the women's pool was 60 feet by 30 feet with bathing strictly segregated in the 19th century. A building nearby housed marble cubicles with hot spa baths with the water heated on the site and a caretaker's cottage completed the complex. Men's nude bathing was a feature of the early 20th century. Originally built by a local public company the Baths were taken over by the Warrnambool Council. These baths were superseded by the opening in 1961 of an Olympic Pool In Warrnambool. The site and the remaining buildings of the old sea water baths are now heritage-listed and today form part of the headquarters of the Warrnambool and District Historical Society.This photograph is of historical significance as a depiction of the Warrnambool Salt water Baths in the early 20th century. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The former Kew Lunatic Asylum, was commenced in 1856 and opened in 1872. At various stages of the institution's history it was named the Kew Lunatic Asylum (1872-1956), Kew Mental Hospital (1956-1960s), Willsmere Mental Hospital (c.1960s-1982), and the Willsmere Unit (1982-1989). Most of the records relating to this former institution are held by the relevant Government Department or by the Public Record Office Victoria. Due to the location of this institution in Kew, the Kew Historical Society also holds an extensive photographic archive as well as significant collections of personal papers collected by staff who worked there.This photograph is one of a series donated to the Society by the photographer, taken following the closure of the Willsmere Unit, and before its redevelopment as a private residential complex. The series is historically significant in that it depicts interior and exterior views of the former institution that were subsequently altered or demolished during redevelopment. A number of the 'views' are socially significant as they allow us to examine the ways in which public institutional architecture in the 19th and 20th centuries responded to the needs of those with perceived mental health issues. It will be useful for researchers looking at this area in the late 20th century.
