The three cloth patches belonged to Dr William Roy Angus and are now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus (1901-1970), surgeon and oculist. The badges date to the Second World War era, when Dr Angus was a Surgeon Captain for the Australian Defence Forces in the Army Medical Corps, 108 Australian General Hospital and 106 Australian General Hospital, stationed in Ballarat, Victoria, and in Bonegilla, N.S.W. He completed his service just before the end of the war due to suffering from a heart attack. In World War I the troops of the Australian Military Forces staked coloured flags of various shapes and colours in the ground where they camped to identify their units. These flag codes were quickly recognised. The system worked so well that miniature flags were called colour patches. They became part of the uniform, to be worn on both sleeves just below the shoulder. The system was slightly modified for use in the Second World War. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.Dr W R Angus (1901-1970), surgeon and oculist, collected a range of military objects including those he personally used during his time as Surgeon Captain in the Australian Defence Forces in World War II. The objects allow insight into military life in the early-to-mid 20th century. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Schweizer SGS 2-12 or TG-3A as officially certificated is a glider that was designed in 1941-1942 and produced in United States of America from 1942 for training of military glider pilots. It is understood that over 100 TG-As were supplied to the USA military and at the end of the war many were sold off as surplus. Fred Hoinville imported the Museum’s TG-3A into Australia in August 1950. It is understood that it had been built in 1948 and given construction number G15. On arrival in Australia it was assembled at Bankstown aerodrome and delivered by aero-tow behind a DH Tiger Moth to Camden where Hoinville’s club, the Hinkler Soaring Club, was based. Hoinville’s TG-3A performed well at the Hinkler club in 1950-1951. Several altitude records (including a solo flight to 8000 feet by Grace Roberts – a national women’s record) were set and many soaring flight made over Camden. However, it was badly damaged in a crash landing on 15 April 1951. The glider was repaired after the crash at Camden. It is likely that modifications were made to the cockpit canopy at this time. There were three configuration tried at various times: the original dual cockpit canopy as was standard for TG3As; an unusual dual bubble canopy set up; and a single canopy over the forward seating position (in effect converting the glider to a single seater). When the glider was flown by Hoinville at the 1958 Australian Gliding Championships at Benalla, Victoria in January 1959 (refer The Age Newspaper, January 10, 1959 p.21) it had a single canopy. Records show that the glider was entered on the Australian register as VH-GDI on 6 May 1957. And the Logbook commencing in 1959 shows that ownership passed to the Port Augusta Gliding Club in South Australia on 16 August 1959. Inspections were carried out at that club and airworthiness certificates renewed in 1965. The logbook record indicates that VH-GDI had 1191 flights with an aggregate time in the air of 197 hours at the Wilmington Road Airstrip used by the Port Augusta Club. The glider was transferred to the Cooma Gliding Club, New South Wales. Flying at Cooma began in November 1966 and continued until August 1969: the glider was in the air a further 108 hours from 1067 flights. The last recorded technical inspection of the glider was conducted on 28 September 1968. The glider then passed on to Bill Riley on 20 March 1980 who stored the glider until March 2004 when it was collected by the Australian Gliding Museum. It is not clear whether the current poor state of the airframe is due to accident damage or the conditions under which it has been stored over many years or a combination of factors. Although in poor condition, this exhibit is the sole example of a TG3A ex-US military aircraft in Australia. Further the connection with the story of well-known power and glider pilot Fred Hoinville adds to its historical significance. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Wendy Price 1988 Entrant No. 147 Ref: Series 34, Items 35, 36, 107, 108 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. The Eltham Hardware and Timber Company first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. A few months later in May 1923, William Walker, a plumber, placed an advertisement wishing to to announce that he had taken over the ELTHAM HARDWARE STORE, and asked for the continued support of the district. He also noted that all kinds of Plumbing work was done. Walker remained the proprietor of the Hardware Store for many years regularly advertising its services and wares up until at least 1941. The trail goes a bit quiet then but he does appear in the 1944 Electoral Roll listed as a Plumber, of Main Street, Eltham. However he is not listed in the 1949 Electoral Roll but his son, Thomas Roy Walker, also a plumber of Main Road is listed. Thomas had been on active duty overseas during the Second World War and returned at the end of 1945. It is assumed that William died sometime between 1945 and 1949. On November 18th, 1950 the Hardware Store and residence was auctioned on site by Scarff Bros. Pty Ltd. It is presumed that this is when J.N. Burgoyne and Sons took over the business. It would have been around this time the picture of the store was taken for only three years later, in October 1953, the business and dwelling was again put up for sale, this time by Trebilcock Bros, in two separate lots. This journal provides the reader with glimpses of the adventures and hardships of a seaman's life. Many of the stories are of sailing ships. PS Etona was built in 1898 at Milang, South Australia as a missionary church steamer for the Church of England. The Etona's run was from Mannum, South Australia, where she was based up to Renmark. As churches were built in river tower she was no longer required and in 1912 she was sold to Captain Arch Conner who used her as a fishing steamer at Boundary Bend for many years. She was brought out of retirement during the 1956 floods to do trips up the Murrumbidgee River. She was eventually bought by interest in Echuca and restoration was commenced in 1962. The Etona, now fully restored with her original steam engine can now be seen moored along side the historic wharf at Echuca.Contributes to our knowledge of the importance of shipping and places on record those stories of the sea which would otherwise be lost.Contents Foreword - G. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before.
