The Engineer's Department of the former City of Kew had an extensive collection of photograph of sites in Kew requiring documentation to inform public works. It also kept images of engineering practice in other parts of Melbourne, and overseas, that could be used as models for local activity. Many of these photographs (and plans) were donated to our collection in the 1980s. A number of the photographs are annotated, either on the image itself or on the reverse.This photograph, and others sourced from the City Engineer's Department of the former City of Kew, qualifies as an important record of local streets, public works, street beautification, and engineering techniques of the period. Original black and white photographic positive of automobiles and buildings in Denmark Street, Kew, immediately before the road enters Kew Junction. On the left is McKeon Motors and a retailer of Insulwool, while in the distance is the pharmacy on the corner of High Street and Princess Street (later demolished during the widening of Kew Junction). Notable are the bluestone guttering and what appears to be vacant land on the apex of the triangle of land bounded by High Street South, Denmark Street and Barkers Road. This site was the original location of O'Shaughnessy's 'Kew Hotel', and after the destruction by fire of the latter, the location of a service station. It was relatively inexpensive and affordable. In Australia the Californian bungalow drew upon elements that were popular across the United States from around 1910 to 1939. In Australia the style became popular from 1913. In Melbourne both timber and red brick were used as the main building material. Typically they are one or one and a half story houses and feature sloping roofs and eaves with unenclosed rafters and often a feature a dormer window (or an attic vent designed to look like one) over the main portion of the house. The veranda is accessed from under this covered area. The veranda and carport are supported by brick pillars and the veranda balustrades between are plain with an occasional wider feature panel. The front door is in shadow. There are rolled up striped canvas blinds on the veranda and at least 2 cane chairs. The main structure of the house is weatherboard with a terracotta tiled roof. There is a flower bed across the front of the house with an elevated brick flower box under the main window. Souvenir - Bendigo Post Office Centenary Ephemera, Ted Rankins, 1987
When the Commonwealth Post and Telegraph Act was passed in June 1902, and a national Postmaster General's Department (the PMG) was established the responsibility the nation's mail and telephone services fell on local Post Offices. The Bendigo Post Office was designed by Public Works architect George W Watson and constructed between 1883 and 1887. The two story brick structure with basement has unpainted rendered facades and a 43m high clock tower complete with 6 bell carillon. The facades are elaborately decorated with Corinthian pilasters, balustrading, lions' heads and the state mansard roof with cast iron ridging and finials. (VHR #4739). Situated on Pall Mall it has always been called the Bendigo Post Office even though it was not until 1891 that the name Bendigo was given to the town. The Bendigo Post Office housed much more than just postal services and the building contained many early government departments and services needed for a growing district. The building celebrated its centenary on the 30th September 1987 to much fan fare with Ted Rankins, the then Postal Manager planning many of the week long events including tours of the post office, a grand parade with cake and staff in period costume, a ball at the Shamrock and a barbeque in Rosalind Park. The Post Office ceased providing postal services in 1997 after the privitisation Australia Post and Telstra but continues to play a central role for the community, providing important services to visitors and locals alike. Currently it is occupied by Bendigo Tourism and includes two exhibition spaces including the Living Arts Space and Djaa Djuwima a dedicated and permanent First Nations Gallery. Activities at the Post Office are supported by City of Greater Bendigo staff and a dedicated group of volunteers. "The collection of ephemera builds on the Chalet's holding of archival material with a range of interesting, original items. Dinner menus., stationery., luggage labels, tickets, dockets and plans help to interpret the structured routine and social conventions of the Chalet that held sway for so many years." (pg 127 MBCC) These plans drawn were most likely to have been drawn upon recommendation by Government Tourist Officer, J.C.Boyce. John Newton (the Lessee) suggests the addition of 2 new wings (24 rooms) and creation of a billiards room. Treasury approved money for these extensions which were not completed until1914. When visiting in March, Boyce had heard from a Mr Tewksbury 'that he is disposing of those at the Oriental Hotel so that if the Public Works Department is going to provide the table for the Chalet it might be possible to pick one up cheap from the Hotel'. It's reasonable that the Chalet did acquire one of the second-hand tables in 1914 and, and changed over to a new model in the 1930s. Three billiard tables remain in the Chalet Billiard Room today; one full sized table and two smaller tables, one perhaps a pool table. The full-sized table was made by the well-known billiard table manufacturers Alcock, Thomson & Taylor, who adopted this name when they merged their billiard businesses in January 1930. Henry Upton Alcock had initially established the business in Fitzroy in the mid-1850's and the table at the Chalet resembles the 'Squatter's Favourite' model that Alcock first produced in the nineteenth century from Australian timbers. this style of table was installed in Melbourne's Parliament buildings, several prestigious clubs as well as hotels and houses."(Pg 13-14. The Public Works ...The cabinet has a curved back and would have been custom‐built to fit the dimensions of the lantern room interior. It is likely to date from when the lighthouse was built in 1884 and may have been among the items delivered by the government steamer dispatch early in March which included ‘the lantern and other fittings for the Cape Nelson Lighthouse’. The Public Works Department provided a range of lightstation furnishings including office desks and cabinets, and domestic settings for keepers’ quarters, with nineteenth century items often stamped with a crown motif and the PWD monogram however the curved cupboards installed in Victoria’s lighthouse lantern rooms do not appear to display this small feature. Further research may reveal more about their manufacture and it is tempting to think that they were perhaps even supplied by Chance Bros as part of the entire lantern room installation. The company usually provided the timber battens for the lantern room paneling, and a cabinet may have been included in the assemblage. Another possibility is that the specially designed cabinet was made on site by carpenters along with other fittings. It is not known whether it is attached to the wall or movable; if attached it is considered to be a fixture and included in the Victorian Heritage Register listing for the lightstation (VHR H1773). Its location, when identified in the CMP of April 1995, was on the ‘lower lantern level’, where there was also a ‘timber step ladder’ (Argus, 6 March 1884, p6. nineteenth or early twentieth century), ‘timber framed lighthouse specification’, ‘timber framed chart’ and telephone .Residue on the furnishing indicates that it was formerly painted green, the colour of some of the other fixtures in the room, such as the original cast iron ladder. It is now partially varnished and the corner to the top’s edging on the right side has been cut off. The lighthouse also has a large curved back, two‐door cupboard. Other similar cabinets with curved backs survive at Cape Schanck, varnished wood cabinet with brass door knob, no drawers; Point Hicks, painted green with silver doors, no drawers and Gabo Island, bench top, 2‐door, no drawers, green paint removed to reveal cedar timber). Cape Nelson’s curved cabinet is unique among these examples for having drawers. The cabinet is a unique, original feature of the lantern room and has first level contributory significance for its historic values and provenance.The bench top cupboard has two drawers, each above a door, and each door is framed and beveled around a central panel. It is similar in style to cupboards that were built into spaces either side of fireplaces in keepers’ quarters. All have two doors simply framed around recessed central panels, which are sometimes bevelled. They are opened with a key, or by a basic knob made of metal or turned wood. Most also are made from a light‐coloured wood, which in this case is possibly Huon pine. Some are painted, others show evidence of paint which has since been removed in an effort to restore the surface, and a few retain their original wood finish. This cabinet, which has plain recessed unbevelled panels, has one internal shelf and stands on the floor without a plinth base. The bench top has basic squared edges, and a low backing with curved ends extends around one side. These features suggest the cabinet was fixed and originally built into a corner. The Cape Nelson CMP identified a similar but slightly different cabinet in one of the assistant keepers’ quarters which is shown with shelves added to the top. Other similar two‐door, benchtop cupboards that were probably built‐in include those at Cape Otway and Cape Schanck , which have since been moved out of the residences. Built‐in cabinets were standard fittings in lightkeeper quarters as illustrated by the Point Hicks Lightstation CMP, which shows a built cupboard beside a fireplace. The Cape Nelson cabinet, an original domestic furnishing provided by the Public Works Department, has first level contributory significance for its historic values and provenance to the lightstation.Two‐door cabinet with a bench top. The style is in keeping with the completion date of the lightstation in 1884, when furniture in the late nineteenth century had squarer, more defined lines and angles, and ornamental features. This sideboard is a modest version of this trend combining a pediment‐shaped back board with turned side columns and finials, rectangular mirror, decorative drawer pulls and door handle, as well as cupboards and drawers with bevelled, raised panels. The initials ‘PWD’along with a crown motif and letters are inscribed on the side indicating that the furnishing was the property of the government and made in its workshops. The Public Works Department, which operated in Victoria from 1855 to 1987, was responsible for the design of Victoria’s major public buildings and provision of furnishings to its offices as well as residences where the need was required.301 The keepers’ quarters at Cape Otway Lightstation were supplied with two of the same sideboards, which remain there today; on is intact (COLS 0001), the other missing the backboard (COLS 0015). Two similar but plainer examples, which are probably earlier in date, also remain at Cape Schanck (CSLS 0007.3; CSLS 0009.3). The Cape Nelson sideboard has first level contributory significance as a fine example of the good quality domestic furnishings made by the Victorian Government and provided to lighthouse keepers and their families in the late nineteenth century. Another of the smaller desks formerly at Cape Schanck is now missing. Gabo Island has a small cedar desk or table in the same style, but with one drawer. There are also c.mid‐twentieth century desks remaining in the collections at Wilsons Promontory and Gabo Island. This nineteenth century cedar furnishing has two doors and one internal shelf. It remains in the lighthouse although its original location was probably the lantern room, where similar surviving cabinets are more typically found. It was purpose built for the lighthouse with a curved back to fit the proportions of the tower interior with the wood reputed to have originated from a partition in the assistant lightkeepers’ houses, and the cupboard doors possibly crafted at a different time. Curved cabinets similar to this example can be found at three other early lighthouses investigated by this study. It is possible that these specially designed cabinets were included in the standard complement of furnishings provided to the colony’s lightstations by the Victorian Public Works Department. Other similar cabinets with curved backs remain in the Point Hicks Lighthouse and at Cape Nelson (two examples )and Cape Schanck, which has a curved front as well as back .The Gabo Island cabinet has first level contributory significance for its historic value, uniqueness, provenance to the lightstation and clear association with the functions of the lighthouse lantern room.Two door wooden (cedar) cabinet. The Cape Nelson lantern room has a curved cabinet with the same door type but has a drawer above each door. It too was formerly painted emerald green before it was stripped back to its present wood finish. Cape Schanck’s lantern room cabinet is unique for its curved front as well as curved back, and it stands on a skirting. The two doors are in the same style, although they open with a brass knob. Further research into these distinctive cabinets may resolve the interesting question of their construction. The Point Hicks cabinet is a unique, original feature of the lighthouse lantern room and has first level contributory significance for its historic values and provenance. The Point Hicks cabinet has two doors, each framed and beaded around a central panel, and there is a simple door knob. The back is curved and the front is straight and the doors are painted a grey/silver colour and the rest of the cabinet is emerald green. -

The smoothly shaped corbel was formerly built into the external wall of the lighthouse facing the sea. It consists of two cupped, rounded forms, one bigger than the other, which are attached to a damaged flat base. Made of cast concrete, it is the same fabric as the lighthouse and shows evidence of white paint on its surface. An early architectural drawing of the tower shows the corbel as a projecting, decorative moulding underpinning the balcony floor associated with the auxiliary light. It indicates the original corbel was a much larger architectural feature which started as a solid rectangular block and terminated with a smaller block and then two tapering, rounded forms. Prepared in mid-1888, the architectural drawings for the lighthouse by Victorian Public Works Department architect, Frederick Hynes, were amended in 1888-89 to provide for an auxiliary light, which comprised an arched opening and door in the tower wall below the lantern room and small balcony. In the late nineteenth century all of Victoria’s lightstations installed a red auxiliary light to serve as a danger warning to mariners sailing too close to shoare. Existing lightstations, like Cape Otway, built a pavilion below their lighthouse facing out to sea, but newly constructed towers like Point Hicks and Split Point incorporated them into their designs. The efficacy of auxiliary lights became a controversial issue and all were discontinued on 1 January 1913. The Point Hicks balcony was removed from the face of the tower in 1971 after it was found to be badly rusted. This resulted in the complete removal of the corbel, from which the rounded moulding and part of the base survives. The auxiliary light and door were subsequently removed in 1975 and glass blocks now fill the opening. Cape Schanck Lightstation retains four cast iron brackets from its auxiliary light balcony which are currently stored in the lighthouse on the ground floor. No other architectural fabric associated with the auxiliary light has been identified at Point Hicks Lightstation. The fragment of corbel has first level contributory significance for its historic and architectural values as a relic of the auxiliary light and as an original moulding from the fabric of Victoria’s first concrete lighthouse.A masonary corbel. -

THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the late 19th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. Both Alexander and Farncombe had served under Senior Keeper Robert Deverell, who was the first and only Senior Lighthouse Keeper at the Middle Island Complex. John Alexander was the Assistant Keeper in the 1850s. Andrew Farncombe was the last Assistant Keeper at Middle Island, serving there with his family from 1864 to 1871. During 1871 and 1872 the Lighthouse Complex was moved to Flagstaff Hill on Merri Street. Farncombe and Deverell then became the first Keepers and occupants of the Lady Bay Lighthouse Complex at Flagstaff Hill. They continued their service together; overall, Deverell served from 1859 to 1885 and Farncombe from 1864 to 1974. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX - The original Lighthouse Complex was built on Middle Island in 1858-1859 then transferred stone-by-stone to Flagstaff Hill in 1871. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters and a Privy. The bluestone Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy comprised a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. Hope served two periods of time at the Lighthouse. This photograph is significant as a visual record of the original Warrnambool Lighthouse Complex on Middle Island, the origin of what is now the Lady Bay Lighthouse Complex. The photograph is significant for its connection to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The photograph is significant for its connection with the important navigational function of the Lighthouses, a function still being performed to this day. The asylum was constructed between 1864 and 1867 to the designs by the Public Works Department (PWD) that was renamed Mayday Hills Mental Asylum. The now decommissioned asylum was cinsidered one of the largest psychiatric hospitals in Victoria and consisted of sixty-seven buildings, one thousand two hundred patients and five hundred staff members. The asylum was one of the first asylums to focus on treatment and rehabilitation instead of institutional confinement.
