A photo of the official party at the planting of the Olive Tree of Peace in the Western Lawn of the Shrine of Remembrance in 1973. Although the back of the photo says "Planting of Lone Pine tree" it is believed that it is wrong and this photo belongs with the Olive Tree of Peace photos (see 00478 and 00479). 1973 was the Golden Jubilee year of Legacy. The names on the front of the photo mentions Sir Edmund Herring who was Lieutenant General of Victoria for 27 years, which is deputy to the Governor, so he was probably acting on behalf of the Governor at the ceremony. Herring was a renowned Australian senior officer in World War II. In September 1942 he became commander of New Guinea Force. He also served in World War I, earning the Distinguished Service Order and the Military Cross. The History of the Formation of the Shire of Whittlesea chronicles the establishment of the Darebin, Epping, Morang, Merriang and Whittlesea road districts and shires, and their eventual formation into the Shire of Whittlesea. It also includes stories about early pioneers, local institutions, buildings and a brief account of the development of local government in Victoria. The history was compiled at the direction of the Shire of Whittlesea in 1961, by Mr. S.T.Grey. Following a Royal Commission in 1854, the building of a new Asylum at Kew began in 1864. It was built to replace the Yarra Bend Asylum on the Fairfield side of the Yarra River. Work started in 1864 and was completed in 1872 at a cost of ₤198,334. Operating over a period of 116 years, and often renamed to take account of public sensitivities, the ‘Kew Lunatic Asylum’ was one of the largest asylums built in Australia. ‘Willsmere’ was finally closed in December 1988 and sold by the Government of Victoria in the late 1980s.A rare and historically significant photograph of female staff of the Kew Hospital for the Insane, in front of the central wing. The photograph is one of a pair donated to the Kew Historical Society by Frances Dorothea Van Brummelen (1931-2011) in 1994. Following her graduation as a social worker, Fran Van Brummelen joined the staff of Kew Cottages in 1969, and became senior social worker there in 1971. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: the World of Dolly Stainer, which was later commended in the Victorian Community History Awards. This is an original Elector’s right certificate of 1900 for the Warrnambool Electoral District. This entitled the owner to vote at elections held for the Legislative Assembly in the Government of Victoria. The voter had to be male and resident in the electorate( in this case Warrnambool).This certificate was issued to Aden Armstrong an undertaker with a business in Timor Street opposite the Old National Bank which was at the corner of Kepler and Timor Streets. The Registrar who signed the certificate was Richard Geilhofer. The certificate was one of the items in the Henri Worland collection of historical society in 1973 by the Warrnambool City Council via Keith Arnel the Town Clerk. The timeframe of this document is on the cusp of major electoral change in Australia with the Federation of Australian states happening in 1901 and the granting of the vote for Australian women in the various states over the next decade.This item would have been a common item at the time as all those entitled to vote had to present same. It has local significance with Aden Armstrong being in business in Warrnambool for a number of years.Cream coloured paper with black text. Victorian coat of Arms at centre top of document. These signature stamps were used by Ray O’Toole and Des Packer in their roles on Wodonga Council. Mr Ray O'Toole worked at Prahran, Springvale, Keilor and Yarrawonga Councils before joining Wodonga as Chief Clerk and accountant in 1972. In 1973, Mr O'Toole became Deputy Town Clerk and was appointed as the Chief Executive Officer in 1980. He retired from that role in1994 when all local governments throughout Victoria were dissolved by the Kennett government in a major reorganisation. Ray was elected as a Councillor to the newly formed Council in 1997 and served until 2005. He died in Wodonga on 2nd August 2022. Des Packer was appointed as Finance Director of Wodonga Council in July 1989 after previously serving as Deputy Town Clerk.This item is significant because it documents key officers in the Wodonga City Council.Two rubber signature stamps attached to metal backing strip. October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’.
