Captain John Marshall was born in Dundee, Scotland c.1833. Within eleven years of his arrival in Melbourne in 1852, he had established an important colonial shipping company, Anderson & Marshall, and married Mary Austin, the eldest daughter of Thomas Austin Esq of Clifton Villa in Cotham Road. Elected to the Kew Borough Council in 1869, he remained an active member until 1875. During this period, he was elected Mayor of Kew in 1872. A Scottish Protestant by birth and conviction, John Marshall was, with David Beath, a member of the inaugural committee that began planning for a separate Presbyterian Church in Kew, lending the Committee the funds to purchase land on the corner of Cotham Road and Highbury Grove. John Marshall lived at his home, 'Maryfield', at what was then 239 [now 197] Cotham Road until shortly before his death at the age of 70 in January 1903. Born in Bendigo and trained as a nurse in the 1950s, Sonia Jill O’Brien devoted a lifetime to social and environmental issues at both the state and local level. From her work in the 1960s with the Family Planning Association of Victoria, of which she was a founding member, through to the 1990s as a member of the Ethics Committee of the Department of Health, she supported efforts to improve women’s health and reproductive rights. At the local level she was most active on committees that worked to save the natural and built environment. The Power-line Action Group, the Studley Park Conservation Society, and the Yarra Bend Park Trust all benefitted from her indefatigable endeavours as well her vision. In 1980, Jill O’Brien successfully stood for the Kew City Council and served as Mayor in 1983 and 1984. With an eye to preserving the past as well as guarding the future, she had the Mayoral robes restored and in 1980 and 1981 was president of the Kew Historical Society. The preservation and restoration of Villa Alba in Walmer Street owes much to her determined efforts throughout the 1980s. On Council, she chaired a number of committees involved in the saving of the Kew River Parklands from the proposed transmission line of the SEC. On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." It is possible by this means also to divert the at present dangerous enthusiasm of uninstructed youths for the pea rifle into safer and more useful channels."Important early document identifying the specifications for a miniature rifle range in central Kew. About 40 complied with the invitation and met at the Town-hall to choose 12 of their number to form the brigade. The 12 elected then chose their officers as follows :— Councillor Gray, captain ; Mr. Thomas Greenhill, foreman ; and Mr. H. Loxton, secretary. The brigade decided to apply to the council for uniforms and a bell; and after adopting rules for their guidance the meeting separated. The brigade now possesses a reel and 500ft. of hose, and a shed is being erected in Little Walpole-street for a station. The council have applied for six additional fireplugs in the Main-road, so that the brigade may now be considered fairly established. 1886 - Globe (Sydney), Tuesday 16 March 1886, page 8 The Kew Fire Brigade, which obtained the pride of place at the recent fire brigades' demonstration, at Sandhurst, was met on their return at Spencer-street Railway Station by the Mayor and Councillors of that suburb, and were subsequently entertained at the Greyhound Hotel. 1886 - South Bourke and Mornington Journal, Wednesday 17 March 1886, page 2 It may be, deemed remarkable, but nevertheless a fact, 'that the Kew Fire Brigade, comparatively a new one, has gained premier place at the recent contest of brigades held at Ballarat, winning two first prizes and two second. On returning they were met at the station and escorted to Kew, preceded by the Borough banner. Certificate awarded to the Kew Volunteer Fire Brigade as an award for winning 'the best average time' in competition at Sandhurst. Surrounding the team's photo are a series of individual oval named portraits of the team. This framed version of the certificate, (there are two in the collection) is less faded than the framed version.The photograph without the mount (2016.0097a) has been digitally enhanced. Apart from the photograph being of local interest to the history of Kew, it is also of interest as it was donated to the Kew City Council by Mr. C. R. du Rieu. Mr du Rieu was closely associated with the Kodak factory which purchased land in East Kew for a factory the plans for which were ultimately rejected by Council. In 1936, nine years after he donated the photograph to Council. Mr du Rieu died. A report in the Melbourne Age on 7 October 1936, p. 14 stated that: "Mr. Charles Richard du Rieu, of "Wonder View." 57 Pakington-street, Kew, formerly manager of the mount department of Kodak (Australasia) Pty. Ltd., died at his home on Tuesday morning at the age of 72 years. Born at Adelaide, Mr. du Rieu was the son of the late Mr. and Mrs. H. L. du Rieu. He is survived by his widow. For 43 years he had been associated with the late Mr. Thomas Baker, at the Kodak works. He retired from the firm in 1928. Among his charitable interests were the orthopoedic section of the Children's Hospital at Frankston, Eye and Ear Hospital, and the Fitzroy Ladies Work Association. He was president of the North Kew Progress Association, and a member of the Kew Bowling Club. In masonic circles he was a past master of the Kent Lodge, Melbourne, and a member of the Travellers' Washington Lodge. The burial will take place at the Boroondara Cemetery Kew, this afternoon. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). MMBW Plan No.1577 includes some of the most significant houses in Kew: Herbert Henty’s ‘Roxeth’ (now part of Trinity Grammar), ‘Butleigh Wooton’, ‘Bokara’ and ‘Harrow’. It also includes the streets that have since changed their names. That part of College Parade linked to Glenferrie Road is now named College Place, College Parade now extends further north, and Charles Street did not yet reach Barkers Road. Roxeth is one of a number of Henty houses in Kew. Herbert Henty made his home here and was elected a member of Kew Municipal Council in 1864 and mayor in 1868-69. Walter Henry Serle, of Harrow served in the First World War. He was awarded the Military Medal ‘’For conspicuous bravery and devotion to duty. On 29th September near BELLICOURT he showed the greatest bravery and determination when his platoon was attacked by enemy bombing parties. It was due largely to his personal efforts that all the attacks were repulsed. The Rev. Ronald W Albiston 28/9/1919–16/08/2006 was educated at Melbourne Boys' High School, the Victorian Congregational College and the University of Melbourne. From a young age he held positions within the local church, was secretary of the East Kew Congregational Church at the age of 16, as well as superintendent of the Sunday School from the age of 15. Mr John P. Adam was a member of the Kew Presbyterian Church. He was born in Scotland and came to Australia at the age of 13 when his father was appointed Professor of Divinity at Ormond College. John Adam studied law and commenced practice in 1924. He served on the Council of the Law Institute of Victoria and was President in 1949. He gave a lifetime of service to the Presbyterian Church of Victoria and Australia. He was law agent of the Victorian Church for 20 years and was foundation Convenor of the Donald Cameron Homes Committee for elderly people. He was a member of the Council of Presbyterian Ladies' College for 20 years and Chairman from 1958 to 1965. He was also a member of the Ormond College Council. He was an active member of the Kew Presbyterian Church , serving on the Board of Management and Session for 47 years. In 1914, Mr and Mrs Arthur Hooke gave the name ‘Wandinong’ to their newly purchased property in Blackburn. The name was inspired by a recent cycling trip to Wandin in the foothills of the Dandenongs, as well as the title of a favourite book, Ethel Turner’s ‘The Camp at Wandinong’. Their property and the surrounding district had originally been owned by a series of property investors and speculators, and while some of it had been cleared for grazing, most of it was still covered in virgin bush; thickly covered with trees and undergrowth and rich in wild flowers and bird life. A small section of the Hooke’s property was cleared sufficiently to r\erect a house and some outbuildings, but the rest was left as n nature intended. Mar Arthur Hooke was a local property valuer but never owned a car, preferring to attend to business on his bicycle. He was still riding his bicycle in his eighties. Meanwhile, Mrs Hooke had developed a keen desire that the ‘Wandinong’ property remain intact; that it should ultimately be set aside as a place of refuge where like-minded people could go to enjoy peace and quiet amongst the native birds and bushland.|To this end, Mr and Mrs Hooke liaised with the Nunawading Council and an agreement was reached whereby the council would assume ownership of the property on their deaths. When Mr Hooke died in 1972, his wife transferred the land over to the council the following year. Mr and Mrs Arthur Hooke’s Grandson, William, and granddaughter, Christine, recently donated their grandmother’s bicycle to the Whitehorse Historical Society. They recall that their grandfather’s bicycle was given to a representative of the Nunawading Council for safekeeping some years ago. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community.
