... first Shire Hall on the corner of High and Elgin Streets in 1890... first Shire Hall on the corner of High and Elgin Streets in 1890 ...Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the facade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. The Civic Centre was demolished in 2011 to make may for a new $10 million community and entertainment centre which opened in August 2012.These photos are significant as they depict the different buildings which have housed the centre of local government in Wodonga since its inception as an independent shire in 1876.A series of photographs depicting the different buildings used to house the Wodonga Council and Civic buildings over time.wodonga civic buildings, wodonga council, shire of wodonga, rural city of wodonga -

Document - Newspaper article, Eltham's growth has been rapid in recent years, c.1960
... Eltham Shire Hall... was centralised around the railway station and Shire hall. Few..., the growth was centralised around the railway station and Shire hall ...ELTHAM’S GROWTH HAS BEEN RAPID IN RECENT YEARS Unknown local paper c.1960s Recent years have seen a rapid change in the appearance of Eltham’s business centre - so rapid, in fact, that the growth of premises has been almost 300%. For more than thirty-five years Eltham had little more than a dozen traders - the town's business area spreading from Pryor Street in the north, to Pitt Street in the south. The greatest density of businesses - no more than a handful of shops - were situated in the present shopping centre but other essential services such as the Post Office, were located half a mile away. As the town's population grew and the need for more shops became apparent, the growth was centralised around the railway station and Shire hall. Few of the old premises are used for their original form of business today, though many are still in existence. One of the oldest (seen clearly in the illustration) still in use is now Ferrari's Greengrocery. This shop was Eltham's butchery in early days, conducted by Jim Ryan. Up to twenty years ago, Mr. Ryan ran his business from the shop. whilst his son toured Eltham in his horse and cart, cutting his customers' orders as he went from door to door. Another business - one of the few still trading in the same goods-was Burgoyne's Hardware. This is now owned by Mr. R. Clinton, a new shop has recently been added and shortly the old premises will disappear completely. The Burgoyne family were well known to Eltham's population. The Post Office and Store (then in Main Road, near Bridge Street) was run by Mr. and Mrs. Burgoyne. The Post Office was later moved, and attached to the hardware store. OLD HOTEL In this same area was the old Eltham Hotel, almost opposite the present hotel. The building still stands, but has been converted into a house. The hitching rail can still be seen by the roadside. Back in the township was Barber's Blue Gum store, later conducted by Mrs. Burges (mother of Garnet Burges) and claimed to be Eltham's oldest shop. Further down the road, just past the hardware store, was the barber shop and billiard saloon. Next door was E. J. Andrew's news agency, library and State Savings Bank. Eltham's original chemist's shop, or dispensary as it was called, is now an electrical repair shop. On this side of the street too, was Mrs. Monteith - Draper. Mr Monteith was the owner of Eltham' s bus service. This bus service had no regular route, but deposited passengers at the point nearest their homes - a. door to door taxi service. Next to Mrs. Monteith stood another grocery - and general store, and next again, the local blacksmith. Another of Butcher Ryan's sons was Eltham's blacksmith and obviously an enterprising man he conducted a timber business next door to his smithy's shop. These two premises are still run by one man - Garnet Burges. BOOM STARTS Twenty years ago, when Thompson's took over Eltham's pharmacy they occupied the old shop adjoining the Shire hall. The building of Thompson's new premises, from which· they operate today, was the beginning of Eltham's recent growth and development. With another grocery store and a bakery at the corner of York Street, a butcher near Franklin Street, a cobbler's shop opposite the State School (did you ever wonder what that-little building attached to one of Eltham's oldest houses had been?), and an estate agency conducted by Mr. Clark, now Eltham Real Estate - only one trader remained - and today, still carries on, the only original owner of one of Eltham's .oldest established businesses - Mr. Dave Lyon, of Lyon Bros. Garage, which was formerly located in what was later used as Chenowyth's Foundry in Main Road. From the early twenties until little more than six or seven years ago that was the picture of Eltham. Some businesses had changed hands - many years before Mr. C. Rains had acquired Andrew's news agency, Mrs. Monteith's drapery had become Mrs. R. Smith's home-made cake shop, to change again and again to many other types of business. But generally, Eltham was unchanged, for nearly thirty years. Then suddenly new shops mushroomed. The new news agency and drapery, the chemist and adjoining shops, a new butcher, a green grocer and several more. POPULATION DOUBLED In the space of a few years, fifteen new shops, two banks, a restaurant and a post office were built at Eltham. New types of businesses found a ready market in an area which was quickly almost doubling its population. A little over twelve months ago, another wave of progress hit Eltham. Since then eight more shops have been built - a cake shop and fish shop in Dalton [sic – Dudley] Street - for building areas are unprocurable in the Main Street shopping centre now – have been built by Mr. D. Kimball; a new ladies’ and children’s wear shop has been opened by Rains; Eltham Dry Cleaners have another of these new shops, and Mr. R. Clinton has built elaborate new premises. Further down the road, Mr. C. Campbell has built a new butcher's shop, and next door, at present under construction, are a self service store and a shop which Mr. J. Hodges will open on completion. In addition to these new shops, Mr. J. Millett has extended his grocery to almost twice its original size. FLOURISHING Outside the central area, other businesses are flourishing. Latimer's felt factory is being developed in a picturesque rustic setting; P. J. Timber and Trading Company have recently completed a large showroom and timber yard, and in the town itself Nicholson and Merritt are now completing the extension of their foot wear factory to double its former area. This is Eltham today. Progress is moving rapidly in this rural area on the fringe of the metropolis. Less than a decade has seen vast development. The years to complete that span of time will see even greater changes and greater prosperity in this heart: of the Diamond Valley. OLD LANDMARK GOES Perhaps the most famous landmark in Eltham's' business section disappeared last Wednesday when the towering blue gum in Pryor Street at the rear of Main Road shops was felled. The tree, stated to be more than 80 feet high, was the one for which the adjoining café was named, when that business was Eltham’s only provision store, long before the turn of the century. Mr. J. Millett, who now owns the property on which the tree stood, deeply regretted its removal, but was mindful of the need for expansion in the business area. The "Old Blue Gum" was removed by Mr. A. Wilson, expert tree feller, from Heidelberg. Its proportions might be assessed by these facts – it took a gang of experienced men two days to completely fell and clear the tree, and, falling sections being brought down by cable tipped electricity wires on the opposite side of Pryor Street.andrew's news agency, bakery, barber shop, barber's blue gum store, billiard saloon, blacksmith, blue gum, burgoyne's hardware, butcher, cake shop, chemist's shop, chenowyth's foundry, cobbler's shop, dave lyon, dispensary, draper shop. mr monteith, dudley street, e. j. andrew's news agency, electrical repair shop, eltham bus service, eltham butchery, eltham dry cleaners, eltham hotel, eltham railway station, eltham real estate, eltham shire hall, eltham shopping centre, eltham shops, eltham town centre, estate agency, expert tree feller, ferrari's greengrocery, fish shop, foot wear factory, franklin street, garnet burges, general store, grocery, heidelberg, horace clark, jim ryan, ladies’ and children’s wear shop, latimer's felt factory, library, lyon bros. garage, main road, mr. a. wilson, mr. c. campbell, mr. c. rains, mr. d. kimball, mr. j. hodges, mr. j. millett, mr. r. clinton, mrs. burges, mrs. monteith, mrs. monteith's drapery, mrs. r. smith's home-made cake shop, nicholson and merritt, p. j. timber and trading company, pitt street, post office, pryor street, self service store, shopping centre, state savings bank, taxi service, thompson's pharmacy, york street -

... Church Melton. The old school, the Shire Hall, many private... Melton. The old school, the Shire Hall, many private dwellings ...David McKenzie obituary, Romsey Examiner 1928 Another of Australia’s very old pioneers in the person of Mr McKenzie, passed away last weekend at his daughters residence At regent at the ripe old age of 92 years ( he would be 93 in November) Born at Berwick of Tweed Scotland, the late Mr McKenzie arrived in Australia with two of his uncles in 1855 by the ship “Red Jacket”. A stone- mason by trade he worked about Melbourne and at Geelong until attack by “gold fever” but met with no success at this venture so he returned to his trade, arriving at Melton about 1860. There he married and settles for about 20 years. In 1880 the Cherokee Heights with its subdivision was famous and Mr McKenzie moved there with his daughter. He continues in his trade, his work extending to Gisborne, Bacchus Marsh, Romsey, and Springfield and other places, where to this day, may be seen monuments of his skill and through tradesmanship as a mason. During his residence in the Mount, he took a keen interest in all the affairs of Kerrie and Cherokee, and he was a familiar figure at all the public gatherings at which he nearly always filled the position of Chairman, because of outstanding qualifications. He was a man of those sterling qualities possessed by those men who laid the foundation of this country so well and truly. Loyal, broad of vision, just in thought and deed, honourable to the extreme in all dealings, fearless in the cause of right, a lover of home and family, and ready to lend a hand to all progressive movements. To the memory of those grand men the youth of today should lift their hats in reverence. Mr McKenzie was a prolific reader of educational works, and the wonderful knowledge he retained upon a variety of subjects was a source joy to those who associated with him. His wife predeceased him by 43 years ago soon after arrival in Cherokee. A Pioneer of Melton There are probably some residents left at Melton and Bacchus Marsh who will remember the late Mr McKenzie, one of them has written as follows:- I knew the late Mr. McKenzie since I was a little boy – over 50 years ago- and no better man ever lived than he, he was a good man from every point of view. The late Mr McKenzie was born on the November 25th, 1835 at Montrose, Scotland. He came to Australia in 1853 and resided for a time with his uncle the late Mr. Gibson on the Kororoit Creek near Melton. A few years later he settled in Melton. In 1861 he was married to Miss Mary Buchanan, the eldest daughter of the late Mr. George Buchanan, one of the early settlers of Melton. Deceased resided on the main road to Bacchus Marsh one mile from Melton. He was a stone- mason by trade, and some fine buildings in Melton and surrounding districts to this day, stand to his credit. He built the Presbyterian Church Melton. The old school, the Shire Hall, many private dwellings and numerous bridges. He was highly respected, as he was well known for the good work he put into all he had to do with. He also took numerous contracts in the Melton Shire, and was also employed by the Shire as Clerk of Works. He was a most conscious man. In his day he took a prominent part in all public affairs, and was a leading spirit in the old school Board. He was one of the pioneers of the Melton Rechabite Tent. He was one of the earliest workers and supporters of the Melton Presbyterian Church, of which he was an elder, and for a great number of years, its Sunday School Superintendent and Teacher. He also lead the singing for many years before the days of the organ, as he had a splendid voice, and could sing his old Scotch songs and hymns up to within six months of his death. Taylor, President, Eltham Easter Show Committee to Mrs R.J. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.Nine copies of letters/notices inserted loose in Minute Book, 33 x 21 x 1 cm, green faux crocodile skin hard board end-covers with black spine binding; 82 pages (last 38 blank)b.t. ... west of the Shire Hall and was kept by Mrs Ferris and Lady... west of the Shire Hall and was kept by Mrs Ferris and Lady ...TOM COLLINS–from the reel to reel tape recording at Melton 1969 In the years between 1890 and to about 1913 Melton was a quiet little hamlet alongside the Toolern Creek, once called the Pennyroyal Creek, 24 miles from Melbourne on the Ballarat Road. There was a fair amount of woodland left around it, mostly grey and yellow box with sheoak, and golden wattle, which in spring time made a rather attractive setting. Most of the premises were in the main or High Street, with its line of elm and pepper trees on each side. Unitt, McKenzie and Henry streets each contained only a few dwellings. Hotels were four in number, Minns’s, Mrs Hay licencee, now Mac’s, Golden Fleece – Sheblers. The Royal or Ryan’s as it was then called, later Graham had the licence, and the Raglan - Kilpatricks had the licence and afterwards Tom Manning. This was situated about where Mr K. Young had his residence. There was a store attached to the hotel until about 1900. Both the Royal and the Raglan were delicensed, later on the Royal being converted to a green grocery and a boarding house, the Raglan was demolished. The Royal green grocery and boarding house was kept by E Carew and after he retired, E Radford. The Post and Telegraph Office was on the opposite side of the street to the Raglan Hotel about two doors west of the Shire Hall and was kept by Mrs Ferris and Lady Farmer until her retirement, when it was carried on by Miss Lottie Ross. A store was attached to the Post Office and was sometimes used as a store and at one time housed the National Bank. There were two full time banks at Melton, the other being the Commercial which built premises about 1904 and on the corner of High and Smith Streets, which it still occupies. Mr G Egan was the manager of the Commercial and Mr Stradling and later Mr Lee of the National. However as business was not thought good enough they reverted to a part time branch operated from Bacchus Marsh. Grocer shops were Chalmers, with a news agency and drapery now Arnolds, Jongebloeds had the bakery. Mr Fox also a produce merchant, was where Melton Real Estate is now, it was later occupied by Buchanans, Atleys, and Mrs Ross. Not long after the War Mrs Ross built the Post Office, since demolished where Miss Lottie Ross was the Post Mistress and later built the store which she conducted. It was later turned into a factory and in now the barbers shop. McNichols was just west of the Minns Hotel. He travelled as far a Ballan weekly, buying calves and dairy produce for sale in Melbourne. Afterwards he sold the business and bought Minns Hotel and changing the name to Macs. Blacksmiths were three in number. Blackwoods – later James Byrnes next door to Jongebloeds. Alex Cameron who learnt his trade with Blackwoods had his shop about the rear of where Ken Youngs Garage is now he later moved to the north west corner of High and Alexander Street. He was also the Registrar of Birth and Deaths and Electoral Registrar. After his retirement he was weighbridge keeper at Melton South. Two of his sons were engaged in the carpentry trade, but both died at an early age. Whittingtons shop was a few doors east of the Mechanics Hall and it was later occupied by Gordon Macdonald who did business there until about eight years ago. The butchers of the period were George Graham, that is where Mandy Lees hairdressing establishment is now. Euan MacDonald had premises later occupied by Whittingtons blacksmith shop. Later shifting next door. He left here about 1901, he slaughtererd animals at a slaughter house right where Chas Jones now resides, it had previously been a slaughter house and butcher shop of that site. George Spring also operated as a butcher for two or three years about the 1900 or so. Ted Simpsons shop was where John Kontek now has his Estate Agency, he used it as an branch shop from Bacchus Marsh bringing meat from there by a two horse lorry. Jimmy Butler the manager was well known and loved, his son was later a steeplechase jockey. The Court House and Police Station would be built sometime before 1900. The Constables at the time were McGuire, later Wade, Riely and McKenzie after that Robert Wilson and Seinfort were here, they were a bit later on. The Mechanics Hall was first opened by Ryan of the Royal Hotel who sold it to the Hall Committee. It was on Unitt Street and it was moved by McLellans the house shifters from Unitt Street to its present site. Bluestone premises formerly occupied by the bootmaker Carew, were later demolished and replaced by the brick frontage to the Hall. Keith Orensini [?] the local bricklayer built brick portion to the Hall. In the cottage adjoining the Hall a Frenchman named Baudin, had a boot repairing business. This cottage was the later residence of J Hill, a local carpenter and builder from whom I learnt my trade. Granny Watts was the well known local nurse and operated the Mid-Wifery Hospital in Yuille Street on the Sherwin Street corner. Mrs Nissen was on the opposite side of Yuille Street a short distance nearer the township. She conducted the laundry. Carew had a greengrocers shop next door to the Post Office in the High Street for some time before transferring to the Royal Hotel site. He also bought [?] calves for killing. W Cecil was a tank maker and also had a produce round, he lived on Pyke and Sherwin Street. Later Gus Shebler, builder and carpenter engaged in tank making being well known for good workmanship. Shebler was very energetic in forming the Gun Club which met for a good number of years where the golf course now has its headquarters. Of the four churches only three are in use, Christ Church, Scots and St Dominics. The Methodist closed down but later transferred to Melton South. Monthly stock sales were held at the yards in Unitt Street at Minns Hotel by McPhail Auctioneers, later held by McCarthur and McLeod. After the Council built the pound and sale yards they transferred sales to these premises, but lack of patronage caused them to be abandoned. A familiar sight in the district was blind Bob Nixon, who lived in a tumbled down cottage in Centenary Road near W Coburns, being led by his dog down the road to Melton, that is Palmerston street, to the Post Office, butcher and baker for his supplies and then back home. He was able to do his own cooking and other chores. Sundays he would come down Raleighs Road to the back of the church and tie his dog to a tree. Someone, mostly one of the boys would guide him into the church and out again after the service, when the dog would lead him home again. State School 430, a two roomed bluestone building it was the only school in the district, none at Melton South. The nearest would be Rockbank and Toolern Vale. Scholars had a fair distance to walk in most cases. The teachers were Mr T Lang Headmaster. I put a query here, Miss Winters, I’m not certain of the name, Mrs Skinner and Miss Silke as Assistant Teachers. Miss Augusta Cecil and Miss Maud Lang were Junior teachers. One boy who attended the school about the turn of the century was Hector Fraser who resided with his parents in Keilor Road, where Jim Gillespie now lives. He was an excellent gun shot and at the age of about 17 years his father took him to France or Monaco where he won the Gran Prix for pigeon shooting and became the champion boy shot of the world. However he died there from pneumonia. He shot under the name of “Parvo”. The Melbourne Hunt Club used to meet in Keilor Road north side just east of the Toolern Creek on what was originally Pykes Run. This was also the place where the races were held and the Sports Meetings. Dave Murphy, employed at Clarke’s Rockbank Station usually provided the fox which he liberated for the Club. Greyhound coursing was usually held on Moylans property Mt Kororoit, or Mt Misery as it was known then. Later it was held at Melton Park, Mr Matt Carberry was the judge and Percy Cook the slipper. Early in the 1900’s the Recreation Park was created and the Caledonian and the ANA sports meetings were held there, they were annual events. L Paterson from Melton South was a successful competitor in all the cycling events as a young man. He later in life became the Deputy Chief Officer of the Metropolitan Fire Brigade. The present Chief Officer of the Fire Brigade is John Paterson, nephew of his, and spent his early life in Exford where his father was manager of the Exford Estate. Notes Tom Collins was born c 1895. He lived on the south side of the Ballarat Road near the intersection of Keilor Road.Historical image of Palmerston Street in Meltonlocal architecture, landscapes of significance -

William James Capewell, Butcher and Ernest James Andrew, News Agent and both of Eltham and George Harrison were the original Trustees appointed in the Declaration of Trust dated 5 August 1922. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. Document - Framed Poster, Borough of Warrnambool, Victoria, Australia, after 30/06/1875
... Offices, Shire £, Town Hall, Mechanics Institute, Volunteer... Offices, Shire £, Town Hall, Mechanics Institute, Volunteer ...This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. ... shopping development was occupied by the former Eltham Shire... shopping development was occupied by the former Eltham Shire ...Self guided heritage tour information produced by the Shire of Eltham Historical Society for 1978 Eltham Community Festival of 36 locations each numbered on accompanying map. Locations and detail provided current to 1978: 1. ELTHAM SHOPPING CENTRE Whilst very little remains in the centre of historical importance, this area has interest as the "village" which developed over many years following the opening of the railway from Melbourne in 1902. Previously the shopping centre had been spread out over a long length of Main Road to the south. Shops have been continuously demolished or remodelled and the majority of buildings date from the 1950's or later. The recently erected Post Office replaced the "old" Post Office opened on the same site only in 1958. 2. WOOLWORTHS ELTHAM VILLAGE Part of the site of this modern shopping development was occupied by the former Eltham Shire Offices and Hall. The hall was paid for by public subscription whilst the Council raised a loan for the offices. The combined building was opened in 1941. It served as office and Council meeting place until 1965 and as the hall until its demolition in 1970. 3. ELTHAM WAR MEMORIAL The complex of buildings adjoining the present Shire Offices were financed by public subscription as a Memorial following World War II. Their construction and for many years their operation was organised by the now disbanded Eltham War Memorial Committee. The original buildings were the; Infant Welfare Centre, Children’s Library (now War Memorial Hall and Dental Clinic) and Kindergarten. In later years the Elderly Citizens Club was built at the rear. 4. ELTHAM SHIRE OFFICES These offices were opened in 1965 and extended in 1971 to provide additional office accommodation and the Eltham Library. They represent the last of a long line of offices and meeting places of the Eltham Shire Council and its predecessor the Eltham District Road Board. The building occupies the former site of Shillinglaw Cottage. The three tall cypress trees which stood in front of the Cottage have been retained as a feature of the office surrounds. 5. OUR LADY'S CHURCH AND SCHOOL The Catholic Church and School complex opposite the Shires Offices shows a number of stages in the development of Eltham township. The recently constructed church adjoins its predecessor (now the parish centre). Many years ago the Catholic Church was located opposite Wingrove Park and the present central site follows the northerly drift of the township. 6. SHILLINGLAW COTTAGE The Cottage was built in 1859 by George Stebbing, a local builder who was responsible for a number of other prominent buildings in the area. Its removal from the site of the Shire Offices and re-erection on the present site was financed by public subscription. It is built of handmade bricks laid in Flemish Bond with an unusual design featuring burnt "leader" bricks over the whole facade. The Cottage is occupied by Eltham Fleececrafts and will be open during the Festival and at other times during weekends. It is classified by the National Trust. 7. RAILWAY BRIDGE The timber trestle bridge over the Diamond Creek was built in 1901. Whilst all of its timbers have been replaced at various times over the years the only change to its character has been the addition of pylons and wiring for electric trains in 1923. It is one of very few similar bridges remaining in the metropolitan area. In 1976 a proposal to replace the bridge with an earth embankment and large culvert pipes was abandoned following community protests. The bridge, however, remains under threat because of the necessity for future deuplication of the railway line. 8. ELTHAM CENTPAL PARK The area between the railway and the creek has for many years been used as a park which included Eltham' s main football oval. The access road, Panther Place is named after Eltham's team playing in the Diamond Valley League. In recent years a large area extending to Bridge Street and locally known as the Town Park has been landscaped and added to the area. The excellent blending of the park with the natural landscape of the creek valley has earned a National Trust Landscape Classification. 9. OLD BAKERY On the southern corner of York Street and Main Road is an old house with a shop front which was for many years the local baker's shop. The brick bakery at the rear is of somewhat later vintage than the house. 10. BRIDGE STREET CUTTING Before reconstruction of Main Road this intersection had deep cutting embankments on all four corners, forming a distinctive feature of the entrance to Eltham. Roadworks and private development have levelled the land on the low side of the road. A memorial to the Eltham soldiers of World War I which was located at the north-western corner is now situated at the Eltham R.S.L. 11. HILLTOP MILK BAR For many years this was the site of the Eltham Post Office under the control of the Hunniford family and later their descendants the Burgoynes. It was transferred to this site in 1855, although at that time the building apparently fronted Bridge Str e et. The site contained Eltham's first telephone exchange. The post office was relocated in 1954 but the shop was operated until recently by the Burgoyne family who still own the surrounding land. 12. UNITING CHURCH and former C.B.A. BANK The former Methodist Church was built in 1880 by George Stebbing. The Sunday School extension was built in 1929 and there have been more recent extensions. The adjoining opportunity shop was built as a bank in 1874 and purchased by the Methodist Church in 1954. 13. R.S.L. HALL, TELEPHONE EXCHANGE These relatively recent buildings occupy the site of a row of shops forming part of the early ribbon of business development along Main Road. In front of the R.S.L. building is the World War I Memorial relocated from the corner of Bridge Street and Main Road. 14. ELTHAM COMMUNITY CENTRE Australia's first mudbrick "community building" was opened in April this year. Part of the site of the building was purchased in 1856 by Henry Dendy (of Brighton fame). At the rear of the land near the creek was a steam flour mill whilst Dendy's house was at the Main Road frontage of the land. His purchase totalled about 2 Ha (5 acres) and included land on the opposite side of Maria Street (Main Road). Dendy became a prominent member of the Eltham community and served one term as President of the Eltham District Road Board. In 1867 Dendy sold his land and business to William Ford of Malmsbury and shifted to Walhalla. The avenue of trees leading past the Community Centre to the creek may well have bordered the track to the mill. 15. ELTHAM HOTEL The original part of this hotel was built in 1927 following the burning of the former Watson's Eltham Hotel on the same site. The car park on the opposite side of Main Road was also the site of a hotel variously known over the years as; the Fountain of Friendship, the Fountain and the Evelyn Arms. As the Fountain of Friendship it was the first meeting place of the Eltham District Road Board in 1856. 16. ST. MARGARET'S CHURCH, PITT STREET In 1860 Henry Dendy was appointed Chairman of a committee to establish a church of England in Eltham. He donated part of his land in Pitt Street and in 1861 the church was opened. It was built by George Stebbing and remains in a well preserved state today. Th adjoining old vicarage is now named Dendy Hou se. A new mudbrick church hall is under construction on the site. The church and Dendy House are now listed on the Register of Historic Buildings. 17. NO. 86 PITT STREET Cottage built by George Stebbing and believed to be his home for some years in the 1850s. 18. LIVING AND LEARNING CENTRE The house was built in the 1850s with the kitchen at the front being added about 40 years later. By the creek below the house a number of early Eltham industries were located. These included a tannery and a brewery. 19. ELTHAM COURT HOUSE A Court of Petty Sessions was established in Eltham in 1858 and the present building dates from 1860. It is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Court House has been classified by the National Trust. The citation states that it is an example of the simple form of early brick Court House with gabled roof and porch. 20. LANDS DEPARTMENT OFFICE This building is the former police station and is probably of about the same age as the Court House. The lockup at the rear has been demolished but the old stables remain as garages. A licence was first granted for a police station at Eltham in 1856. 21. JARROLD COTTAGE The old Cottage opposite Dalton Street was formerly owned by the Jarrold family. Early records indicate that this was the building leased from the Jarrolds as a temporary police station prior to construction of the building on the corner of Brougham Street. The small building on the corner of the property was used as a boot repairer's shop. The elevated studio at the rear is a more recent construction by the present owners. 22. STATE SCHOOL RESIDENCE Erected in 1891 23. WINGROVE COTTAGE This building fills an important place in the history of Eltham and is now used as a medical clinic. It was built in 1858 for Charles S. Wingrove who was Secretary to the Eltham District Road Board and Shire Council from 1858 to 1904. During part of this period he was also Shire Engineer and was Secretary to the Heidelberg Road Board. The house was used as the office of the Board and Council for many years. Wingrove is buried in the cemetery at St. Helena. 24. WINGROVE PARK The parkland opposite Wingrove Cottage has been named after Charles Wingrove. The old Manna Gums are an outstanding feature of the park. 25. ELTHAM FRI.MARY SCHOOL NO. 209 The school first opened in the slab building in 1855 and operated from the present site since 1857. The oldest part of the present school is the stone building erected in 1876. The first school teacher, David Clark remained at the school until 1888. This school is the government township and has always been known as the Eltham School. An earlier school (no.371) known as Little Eltham School operated in Swan Street from 1853 to 1872. 26. "SHOESTRING" This house was built for school teacher David Clark. It has been extensively extended in recent years but the extensions do not detract from the character of the older part of the building. 27. ELTHAM CEMETERY The cemetery contains the graves of many of the district's pioneers . 28. MONTSALVAT This unique complex of buildings was commenced in 1935 by the late Justus Jorgensen and its development has extended over many years. Montsalvat has exerted a significant impact on Eltham The earth and stone construction of many of the buildings has influenced local architecture to a great extent and it has served as a "nerve centre" of the local artistic community. Montsalvat is open to the public for a small charge. 29. MAIN ROAD BRIDGE This location has been the main crossing of Diamond Creek since the earliest days of settlement. The present concrete bridge was erected in 1925 .and was preceded by a number of timber bridges. 30. ELTHAM LOWER PARK This park, being an unusually large flat area for Eltham, was originally the local racecourse. Horse races were held here from 1855 and the area was gazetted as a reserve for a racecourse and recreation reserve in 1857. The park is well known as a venue for school "bird days" and more recently as the site of the Diamond Valley Railway. This miniature railway features scale models of modern and old locomotives and rolling stock and has operated on this site since 1961 . Before that the railway operated at Chelsworth Park, Ivanhoe. 31. FALKINER HOUSE Frederick Falkiner was one of the earliest settlers in the Eltham township area and occupied a substantial leasehold prior to the first land sales. Early records show that Falkiner was the subject of a number of complaints from his neighbours but he has nevertheless been considered a prominent enough citizen to have a street named for him. This house was the home of Evelyn (Ely) Falkiner a member of Frederick's family. 32. WEST HOUSE Behind the large house on the hill is an early house built by the West family. This was relocated from a site near the front of the land by the present owner Mr. Fabbro. 33. FALKINER HOUSE This very old house is believed to have been the home of Frederick and may have been Eltham's first post office. Falkiner was the first post master for a short period. in 1854/55. 34. WITHERS HOUSE This house was the home of famous artist Walter Withers who shifted here from Heidelberg in 1903. 35. ELTHAM HIGH SCHOOL This school celebrated its jubilee this year, having commenced as the Eltham Higher Elementary School 50 years ago. 36. DIAMOND CREEK FOOTWAY If returning from the High School to the town centre the footpath by the bank of the Diamond Creek provides a pleasant route to finish your walk. The creek is a major tributary of the Yarra River. Together with its own major tributaries Arthurs Creek and Running Creek it commences on the southern slopes of the Dividing Range at Kinglake. It gives the name Diamond Valley to an area extending well beyond its actual drainage catchment.Recognition of the significance of various landmarks to the history of the Eltham community as of 1978‘shoestring’, 1978, bridge street cutting, burgoyne store, c.b.a. bank, diamond creek trail, eltham cemetery, eltham central park, eltham community centre, eltham community festival, eltham court house, eltham festival, eltham high school, eltham hotel, eltham lower park, eltham primary school, eltham railway trestle bridge, eltham shire offices, eltham shopping centre, eltham state school no. 209, eltham village, eltham war memorial, falkiner house, heritage trail, hilltop milk bar, jarrold cottage, lands department office, living, living and learning centre, main road bridge, montsalvat, old bakery, our eltham artistic recollections, our lady help of christian’s church, our lady help of christian’s primary school, pitt street, post office, r.s.l. hall, shillinglaw cottage, st margaret’s church, state school residence, stebbing cottage, telephone exchange, uniting church, west house, wingrove cottage, wingrove park, withers house, woolworths -

Whitmuir Hall was built 1850 using bricks hand -made from the clay of nearby Elster Creek. Early history of the 156 acre estate bounded by McKinnon, Centre, Thomas and Wheatley Roads is obscure. The gardens were laid out prior to 1850. Robert Gray Ford purchased 20 acres with mansion in 1872 for £ 1750 and it was valued at £ 25,000 in 1888 but sold after the Bank Crash 1890's for £ 5,000 in 1892. There were many owners over the years including Thomas Bent and in 1870 it was called 'Killearnan'. It is now is known as 'the Bentleigh Club and many original features have been restored and preserved . Whitmuir Hall, was a stately mansion built 1850 typical of the grandiose plans of successful early settlers. Photograph - Photograph: Horse-drawn Plough at Work, 1969 Geoff Marriott ploughing in his Market Garden, 1969
Members of the Marriott family arrived in Port Phillip in 1857. However it was John and Jane Marriott who in 1876, (after toiling hard since their arrival in1871, for very little gain), first leased, then purchased in 1882, 30 acres with a four-roomed house in East Boundary Road, in the area then called East Brighton. (Now known as East Bentleigh). The land they purchased had previously been a part of the 1841 Dendy Survey. Over the following years, John and his four sons with hard work and determination became prosperous vegetable growers and purchased further land in the area. Following John's retirement and subsequent death in 1903, the land was passed to his sons, and then onto the Marriott grandchildren. The family continued to remain very prosperous and successful vegetable growers. This lovely photo of Geoff Marriott bears testament to just one of the many families steeped in the tradition of vegetable growing which significantly contributed to the prosperity of the Shire, and its subsequent development into the City of Moorabbin. The photograph of Geoff Marriott of the Marriott family represents a typical example of the MANY early market gardening families, some names less prominent, but who with their labours contributed to the prosperity and the development of the community of the Shire of Moorabbin. This group of early pioneers, over many years, were a singularly important group responsible for the growth of schools, churches, the Mechanic's Hall, and were active in local government. Beechworth Town Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. The building was made of granite and constructed to local builders Donald and William Fiddes. The original front to the building was replaced by a two story facade in 1889 designed by George Jobbins and built by Thomas Sandham according to a plaque on the front. The Town Hall is remarkable for its vaulted ceilings and columns. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. Among the inmates was notorious bushranger Harry Power who was originally transported to Van Dieman’s Land for stealing a pair of shoes. He gained his freedom six years later but spent time in and out of gaol for the rest of his life for a variety of offences including a number of armed robberies. The Town Hall is now home to the Visitor Information Centre which helps visitors with amongst other things, accommodation, tours, event enquiries, and is the commencement point for Precinct walking tours. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct. It is of considerable historical significance as activity on the site dates from Australia’s gold rush period and was the administrative centre for north-eastern Victoria. The building has seen continual use from 1858 as an important public building and displays many aspects of the history of law enforcement in Victoria. The building is also of substantial architectural significance for its construction from local honey coloured granite, which also showcases early stone masonry techniques and craftsmanship. The Precinct is listed on the Victorian Heritage register and is protected by Heritage Victoria under the Victorian Heritage Act 2017. The buildings are also registered by the National Estate, the National Trust and protected by Indigo Shire Council’s Planning Scheme.
